M . at the Danby Town Hall , 1830 Danby Road , Town of Danby County of Tompkins and State of New York on April 11 , 1977 . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur • Councilman Paul Smith Justice Floyd Dorn Board member absent : Justice Milton Todd Others present : Erie J . Miller , Lloyd French , Roy and Mary Casterline , Moses Peter , Gordon Roberts , Joe Hulbert , Edward Slights , Ernest Cole , Joe Short , Judson Leonard . The minutes of the March 14 , 1977 meeting were approved as presented . COMMUNICATIONS : 1 . Agenda of the Tompkins County Board of Representatives Monday , April 11 , 1977 meeting . 2 . A memorandum from T . G . Payne , Director of Assessment , concerning Business Investment Exemptions . 3 . Order of the County Administrator granting extension of time for collection of taxes to the 1st day of June 1977 . 4 . A summary of the County Planning Board meeting held March 9 , 1977 . S . A letter from Frank R . Liguori concerning the Applachia Housing Program . 6 . A letter from John Marcham concerning the Tompkins County Intergovernmental Relations Study Committee . 7 . A letter from the Human Services Coalition asking for a contribution of $ 107 . 99 towards their 1977 operating budget . • 8 . A letter from Frank R . Minutes of the meeting of the West Danby Water Commiss - ioners meeting held April 6 , 1977 . PRIVILEGE OF THE FLOOR : Justice Floyd Dorn stated that there is a real problem in getting dogs licensed . He holds an extra court session every week to take care of the dog cases . Councilman Paul Smith reported that the Community Council wanted to know if there was any money left over after all expenses were paid for the Bi - centennial ceremonies . The Council thought they were entitled to $ 150 . 00 to $ 200 . 00 of any money made over expenses . This was discussed at length . As no formal request was made the matter was dropped . County Representative , Jimmie Miller , stated that he was in favor of the Human Services Coalition ' s request for funds from the Town of Danby . This group was discussed as to their aims and purposes . COMMITTEE REPORTS : Councilman Ralph Wilbur said that there have been complaints from people living on Brown Road Spur about the condition of the road . Work is being done on Gunderman Road . No specs have been drawn up for a cinder spreader yet but there is a possibility of getting one for $ 4 , 000 . 00 . As far as the radios go for the highway peoples there is a possibility of hooking in with Dryden and using their tower,. Joe Hulbert asked that the fire trucks use only state and county roads for their training sessions until the town roads have been repaired . Mr . Olszewski will be notified that Jersey Hill Road is not scheduled for black topping this year . We should be hearing soon about health insurance for the highway employees . West Danby Water District - Roy Casterline reported that the pump is working better . Insurance . - All problems seem to be under control . Refuse Collection and Disposal - No report . Town Board Meeting Minutes - April 11 , 1977 Page 3 Committee Reports Continued : Zoning and Planning - The SEQR meeting of March 30th was discussed at length . Councilman Ralph Wilbur made the motion to authorize the supervisor to schedule an informational meeting with the cooperation of Bob Snedden the DEC representative from Danby . The motion was seconded by Councilman Paul Smith and carried by a vote of four ayes and no noes . Fire - There was a bad barn fire on Danby Road . • Cemetaries - Work has started and all is in good shape . Town Attorney ' s report - Supervisor A . Francis Wright stated that Dick Thaler will seek an injunction in May in the Maycumber case . Mr . D ' Ambrose will ask for another hearing . OLD BUSINESS : Highway Superintendent - Joseph Hulbert stated that an underground gas tank at the town barns needs to be replaced and also the town barn roof is in bad shape . After discussing the matter the Town Board authorized Joseph Hulbert to get estimates for having this work done and the tank replaced . Zoning Officers report - A written report was submitted . Gordon Roberts stated that he has attended informational meetings held by the county health department . There is a problem with Spur Road , is it an official town road or not . Appeals Board Chairman - Absent no report . Planning Board Chairman - Ernest Cole stated that the next regular meeting of the board will be Wednesday April 20 , 1977 . Supervisor A . Francis Wright moved a resolution to increase the unallocated Insurance account #A1910 . 4 by $ 4 . 00 so that the liability insurance can be paid on the highway equipment . This amount to be taken from contingency account #A1990 . 4 . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION #6 INCREASE THE UNALLOCATED INSURANCE ACCOUNT A1910 . 4 BY $ 4 . 00 FROM CONTINGENCY ACCOUNT A1990 . 4 TO PAY LIABILITY INSURANCE ON THE HIGHWAY EQUIPMENT . Roll Call Vote : Wright - aye Wilbur - aye Smith - aye Dorn - aye Carried by a vote of four ayes and no noes . Supervisor A . Francis Wright moved a resolution to transfer $ 57 . 14 from contingency account # A1990 . 4 to A3310 . 2 Traffic Control to pay for balance of bills . The motion was seconded by Councilman Paul Smith . RESOLUTION # 7 TRANSFER $ 57 . 14 FROM CONTINGENCY ACCOUNT A1990 . 4 TO TRAFFIC CONTROL ACCOUNT A3310 . 2 IN ORDER TO PAY BALANCE OF BILLS . Town Board Meeting Minutes - April 11 , 1977 Page 4 Old Business Continued : Roll Call Vote : Wright aye Wilbur - aye Smith - aye Dorn - aye Carried by a vote of four ayes and no noes . NEW BUSINESS : Councilman Paul Smith made the motion to pay Danby ' s share of the T . V . Commission ' s assessment which is $ 50 . 00 . Justice Floyd Dorn seconded the motion which was carried by a vote of four ayes and no noes . Justice Floyd Dorn made the motion that the Town of Danby contribute $ 107 . 99 towards the Human Services Coalition ' s 1977 budget as they requested . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of four ayes and no noes . The matter of the request for money for fire hose for the fire department to be taken from revenue sharing funds was discussed at length . This will be looked into further . Councilman Ralph Wilbur submitted plans of Ithaca Backhoe Service for a sidewalk outside the town hall for an estimated cost of $ 1698 :'00 . This was discussed at length . The motion was made by Councilman Ralph Wilbur to tenatively approve the plan if the cost can be kept under $ 15 , 000 . 00 , if not , the project is void . The motion was seconded by Justice Floyd Dorn and carried by a vote of four ayes and no noes . General Fund Warrant #4 in the amount of $ 5 , 869 . 34 was approved to be paid . The motion was made vy Justice Floyd Dorn and seconded by Councilman Ralph Wilbur and carried by a vote of four ayes and no noes . Highway Fund Warrant #4 in the amount of $ 1 , 666 . 71 was. approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of four ayes and no _noes . West Danby Water District Warrant #3 in the amount of $ 77 . 05 was approved to be paid . The motion was made by Councilman Paul Smith and seconded by Justice Floyd Dorn and carried by a vote of four ayes and no noes . The Supervisor ' s reports were approved as presented . The motion was made by Councilman Ralph Wilbur ' and seconded by Justice Floyd Dorn and carried by a vote of three ayes and no noes . The meeting was declared adjourned by Supervisor A .
