HomeMy WebLinkAbout1977-03-14 TOWN OF DANBY TOWN BOARD MEETING MINUTES March 14 , 1977 The regular meeting of the Danby Town Board was called to order at 8OOP . M . at the Danby Town Hall , 1830 Danby Road , Town of Danby , County of Tompkins and State of New York on March 14 , 1977 . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Paul Smith • Justice Floyd Dorn Justice Milton Todd Others present : Joseph Hulber , Edward Slights , Moses Peter , James Murinchack , Gordon Roberts , Lloyd French , Judd Leonard , Dan Hoffman , and Ithaca Journal Reporter . The minutes of the February 14 , 1977 meeting were approved after the addition of the following to Resolution # 3 : ( $ 130 . 00 be paid from purchasing account A1345 . 4 ) . The motion for correction was made by Supervisor A . Francis Wright and seconded by Councilman Paul Smith . The motion to approve the minutes as corrected was made ... by Justice Milton Todd and seconded by Councilman Paul Smith and carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . A memorandum from the Tompkins County Intergovernmental Relations Study Committee concerned with the TV cable task force . 2 . A letter from New York State concerning commission on Cable Television . 3 . A memorandum from Assemblyman Gary Lee concerning a . reduction in state aid for municipal youth programs . 4 . Minutes of the Tompkins County Board of Representatives public hearing and regular meeting of February 14 , 1977 . 5 . Agenda of the February 28 , 1977 and the March 14 , 1977 meetings of the Tompkins County Board of Representatives . 411 6 . Minutesof the Town of Danby Planning Board meeting of January 19 , 1977 . PRIVILEGE OF THE FLOOR : • Councilman Ralph Wilbur commented on the affect of the increase in taxes on people with fixed incomes and the necessity of having these taxes advertised if not paid . Councilman Paul Smith asked about the door closures for the front door and also stated that he thought the landscaping of the Town Hall should be considered shortly . Lloyd French needs to find out for the Board of Fire Commissioners if the town highway department can dig up a drain for the fire department so that it can be repaired . Town Board Meeting Minutes - March 14 , 1977 Page 2 Privilege of the Floor continued : Judson Leonard is of the opinion that it is taking much too long a time to get TV Cable service for the town . It was explained that this matter is in the hands of the lawyers at the present time . Moses Peter commented that Cerracche is selling the TV Cable business and the problems will stay until the sale is completed . Moses Peter presented an idea for the board ' s consideration . He suggested that Danby be called the " Home of History " . Signs , stationary and the decorating of the town hall might be done following this thought . COMMITTEE REPORTS : Highway Committee - Councilman Ralph Wilbur reported that as soon as the . weather is suitable the town highway department plans to construct a parking lot at the town hall . The sidewalk was discussed . The Boy Scout clean up day is April 23 , 1977 and the rain date is April 30 , 1977 . Perhaps the town clean up day could be arranged to coincide with the scout clean up . The cooperation of the Community Council and the Fire Department will be needed . Mr . Leonard will make the necessary contacts in West Danby and James Murinchack will take care of the other part of the town . Nothing has been heard on the radios yet . The proposal made by George VandeMark last fall to black top some road ( Townline Road ) was discussed and found to be not feasible at the present time . The town highway department is not allowed to do work on fire district property so will not be able to dig up the drains that need repairing . It was noted that now is the time to draw up specs for a cinder spreader . West Danby Water District r Everything seems to be in order . Insurance - There are still some problems with the insurance for the town . They are being worked on . Refuse collection and disposal - Nothing . Youth - Rules and regulations for the use of the town hall have been drawn up . Youth funds may be cut . Zoning and Planning - The report of the joint meeting was read . • Fire - There have been many fires . The burning of an old house on Hornbrook Road on Saturday was used as a training session . Cemetaries - The cemetaries have all been checked . Justice Floyd Dorn made the motion that Ed Slights be authorized to get the help he feels is necessary to put some of the head stones back in place . The motion was seconded by Councilman Paul Smith and carried by a vote of five ayes and no noes . OLD BUSINESS : Highway Superintendent - Highway signs and highway names were discussed . 1 � I I I 4 r tt Town Board Meeting Minutes - March 14 , 1977 Page 3 Old Business continued : Zoning Officer - A written report was submitted . There are a few violators to be tried in Justice Court . Planning Board Chairman - Absent no report . Appeals Board Chairman - Absent no report . The Town Constable , Francis Carrier , has an unlisted phone number due to his occupation . If this seems to be a real problem he will resign . This matter was discussed at length . It was decided that the present policy will be continued and if there are problems • the matter will be brought up again . NEW BUSINESS : 4 Landscaping and sidewalks for the town hall were discussed . It was decided that the matter would be tabled for the time being . Calling Danby the " Home of History " was discussed at length . The Community Council will be asked for imput and the Town Historian also . Justice Milton Todd made the motion to authorize Joe Hulbert to draw up specs for a cinder spreader for the town . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . A letter will be sent to Ken Compton with a copy to Insurance Agent Bill Downes , asking him to contact CSEA about health insurance for town highway ( employees . Justice Milton Todd moved a resolution to increase the appropriation for compensation insurance by $ 52 . 00 . This is necessary because the premium is $ 52 . 00 more than was appropriated for that account at budget . time . The notion was seconded by Councilman Paul Smith . RESOLUTION #5 INCREASE THE APPROPRIATION FOR COMPENSATION INSURANCE BY $ 52 . 00 THIS AMOUNT TO BE TAKEN FROM ACCOUNT A1990 . 4 AND PUT IN ACCOUNT A9040 . 8 Roll Call Vote : Wright - aye Wilbur aye Smith - aye • Dorn - aye Todd aye Carried by a vote of five ayes and no noes . Supervisor A . Francis Wright went over the list of furniture to be purchased from Race Office Equipment . There is no open bidding required as this is under state contract . Justice Milton Todd made the motion to purchase furniture in the amount of $ 3 , 288 . 59 to furnish the Town Hall . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . Town Board Meeting Minutes - March 14 , 1977 Page 4 New Business Continued : The clerk was asked to inform Race Office Equipment that the Town o f Danby will accept their bid and for them to order the furniture . Folding stack chairs for the ,meeting room were discussed . Councilman ; Paul Smith made the motion to purchase 50 chairs from _ the Kruger , Company on state contract at $ 5 . 11 per chair plus !, freight . Councilman Ralph Wilbur seconded the motion which was carried by ae 'vote of five ayes and no noes . The clerk was asked to order the chairs and find out the price of the stands for storing the chairs . D raperies for the town hall were discussed . It was decided that the clerk would contact Dennis Marcourt from syracuse and have h im look at the town hall and advise the town board of the probable cost to have drapes installed . Councilman Ralph Wilbur made the motion to authorize the payment o f seven dinners for Danby people attending the Tompkins County Municipal Officials quarterly meeting . G eneral Fund Warrant #3 in the amount of $ 2 , 581 . 83 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and n o noes . Highway. Fund Warrant # 3 in the amount of $ 2 , 589 . 31 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . West Danby Water District Warrant # 2 in the amount of $ 387 . 00 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . . The supervisor ' s reports were approved as presented . The motion for approval was made by Councilman Ralph Wilbur and seconded by Councilman Paul Smith and carried by a vote of four ayes and no n oes . Councilman Ralph Wilbur made the motion to adjourn the meeting at 10 : 25 P . M . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes .
