The meeting was held at the Ulysses Town Hall at 10 Elm Street, Trumansburg. Notice of Town Board meetings are posted on the town's website and clerk's board. PRESENT: Supervisor- Liz Thomas 1St Deputy Supervisor- Nancy Zahler 2nd Deputy Supervisor- Michelle Wright Board members- Rich Goldman, Michael Boggs, John Hertzler Town Clerk- Carissa Parlato Acting Highway Superintendent- Dave Reynolds Highway Department worker- Bill Conroy OTHERS PRESENT: Phil Antweiler, Roxanne Marino CALL TO ORDER: Ms. Thomas called the meeting to order at 7 p.m. GENERAL BUSINESS: APPROVAL OF MEETING AGENDA RESOLUTION 2016-45: BE IT RESOLVED that the Ulysses Town Board approve the agenda for Jan. 26, 2016 with the addition of approval to dispose of surplus equipment; move the highway capital plan to the next item. Moved: Ms. Thomas Seconded: Ms. Zahler Ms. Thomas aye Ms. Zahler aye Mr. Hertzler aye Mr. Boggs aye Mr. Goldman aye Vote: 5-0 Date Adopted: 1/26/16 PRIVILEGE OF THE FLOOR: Mr. Antweiler thanked the board for publishing the 2016 water rates in the newsletter. He also requested that zoning information be kept up to date on the website in advance of the zoning update happening this year. NEW BUSINESS: HIGHWAY DEPARTMENT CAPITAL PLAN Ms. Thomas presented the new strategy for the capital plan, developed by the highway employees. The spreadsheet projected when new equipment will need to be purchased, estimated costs, resale dates and estimated prices. Mr. Conroy and Mr. Reynolds further explained the spreadsheet. The board asked clarifying questions and expressed their support for the plan. RESOLUTION 2016-46: Declaring Surplus Equipment BE IT RESOLVED that the Ulysses Town Board declares that the following equipment belonging to the town is surplus and can be sent to auction, sold or disposed of by the Acting Highway Superintendent: x 1991 John Deere Loader 644E- minimum accepted sale figure: $25,000 x 1996 Ford F350 Dump Truck -minimum accepted sale figure: $500 x Bros. Roller (rubber tires) -minimum accepted sale figure: $2,000 x Massey Ferguson steel drum roller -minimum accepted sale figure:$500 x 1991 White Autocar Cab -N -Chassis -minimum accepted sale figure: $1,500 x Karcher pressure washer -minimum accepted sale figure: $100 x Safe -minimum accepted sale figure: not specified Moved: Ms. Thomas Seconded: Mr. Goldman Ms. Thomas aye Ms. Zahler aye Mr. Hertzler aye Mr. Boggs aye Mr. Goldman aye Vote: 5-0 Date Adopted: 1/26/16 GENERAL ANNOUNCEMENTS: Ms. Thomas made the following announcements: x On the topic of switching the Town Clerk and Highway Superintendent positions from elected to appointed, there is the option of holding the referendum along with the school budget vote on May 17. Ms. Geldenhuys is working on a draft local law for the board to review. x The Town of Ithaca will begin working on their water tank replacement in July. This may help offset the high disinfectant by-product levels in the water coming into Ulysses. x The village water project is moving ahead. The board plans to share information with Falls Road residents once they have more information as the water main will connect to the village via that road. OLD BUSINESS: 2 2016 WORK PLAN The 2016 work plan with board members' ratings was discussed. Assignments were made for project leaders and time commitments were estimated. APPOINTMENT OF DELEGATE TO THE ASSOCIATION OF TOWNS MEETING RESOLUTION 2016-47: RESOLVED that the Ulysses Town Board approves Michelle E. Wright to be the delegate to the 2016 Association of Town's annual meeting from February 14 to 17, 2016 RESOLVED that the Town Clerk will forward this resolution to the appropriate person at the Association of Towns, and further, RESOLVED that the Town Board will pay the travel and meal expenses for any town officer approved to attend this meeting. Moved: Ms. Thomas Ms. Thomas aye Ms. Zahler aye Mr. Hertzler aye Mr. Boggs aye Mr. Goldman aye Seconded: Mr. Goldman Vote: 5-0 Date Adopted: 1/26/16 CAYUGA LAKE RESTORATION AND PROTECTION PLAN Ms. Thomas introduced a list of Cayuga Lake issues to be rated by the board. Members worked together to agree on priorities. REAPPOINTMENT OF BZA MEMBER RESOLUTION 2016-48: RESOLVED that the Ulysses Town Board reappoints Steve Morreale for a 5 -year term on the Town of Ulysses Board of Zoning Appeals with the term ending December 31, 2020. Moved: Ms. Zahler Ms. Thomas aye Ms. Zahler aye Mr. Hertzler aye Mr. Boggs aye Mr. Goldman aye Vote: 5-0 Date Adopted: 1/26/16 Seconded: Mr. Goldman 3 GOVERNOR'S Budget proposal Ms. Thomas reported the following highlights from the Governor's budget proposal: x Cut taxes for small businesses x Consolidation rebates- 15% rebate on levy for towns x State absorb Medicaid costs x $250 million into infrastructure x $22 billion into roads x Phasing out the school gap elimination adjustment x Coal -free NY- shut down remaining 3 coal plants by 2020 x $10 billion each for affordable housing and prevent homelessness x Early voting- 2 days ahead of time x Constitutional convention- held every 20 years PRIVILEGE OF THE FLOOR: Ms. Marino commented on the potential vote to change positions from elected to appointed, noting that much of Ulysses is in Ithaca school district and this could affect only having a polling place at the Ulysses Historical Society. She also added that it is a possibility to get someone to help write grants for low-income housing. And added that community members can be engaged to help with topics from the work plan, like sustainability, for example. MONTHLY BUSINESS: APPROVAL OF MINUTES 12/8, 12/14PH, 12/14,1/7 ORG, 1/12 RESOLUTION 2016-51: BE IT RESOLVED that the Ulysses Town Board approve the minutes of 12/8, 12/14PH, 12/14, 1/7 ORG, 1/12 meeting as edited.
