HomeMy WebLinkAbout1976-10-11 TOWN OF DANBY TOWN BOARD MEETING MINUTES October 11 , 1976 The regular meeting of the Danby Town Board was called to order at 8 : 00 P . M . at the Danby Town Hall , Town of Danby , Tompkins County , New York on October 11 , 1976 . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Justice Floyd Dorn Board members absent : Councilman Paul Smith Justice Milton Todd Others present : Alfred Sebesta , Joseph Hulbert , Edward Slights , Ernest Cole , Diane VanDeBogart , Gordon Roberts , Jimmie Miller , John Wilkinson , Bill Brothers and John Murphy Ithaca Journal Reporter . The minutes of the September 13 , 1976 meeting of the board were approved as presented . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of three ayes and no noes . COMMUNICATIONS : 1 . PRIVILEGE OF THE FLOOR : The clerk noted that the tenative budget for 1977 for the Town of Danby has been filed in her office . Town Board Meeting Minutes - October 11 , 1976 Page 2 P rivilege of the floor continued : G ould Colman stated that there is a problem on Updike Road . There is a culvert that cannot carry the volume of water that runs in the ditches there and causes the ditches along the road to wash out . The pipe under the road should be larger and the ditches need to _ be filled in to some extent . This matter was discussed at some length . COMMITTEE REPORTS : Highway report - The work on the King Road has been finished . This is a Donavan project . The highway people are patching roads and doing general work that needs to be done to get ready for winter . Justice Milton Todd and Councilman Ralph Wilbur and Joe Hulbert met with the Newfielf S .chobl Board people concerning a crossing guard in West Danby . A waiting station has been provided and is in place . The town is willing to help with this problem but cannot provide a crossing guard . West Danby Water District - The 1977 budget has been submitted . Insurance - The insurance bill that was paid twice has been corrected with the insurance and the duplicate payment has been returned . Refuse Collection and Disposal - No problems . Youth - The original budget has been received . The council is revising and updating their program . Zoning and Planning - Both boards have been very active . Fire - Budget has been received . Cemetaries - The usual cleaning has been done and brush has been cut . B ill Brothers from the S . P . C . A . who is the County Dog Warden discussed the dog problem in the county . He discussed ordinances that are being used in other towns in the county and discussed an appearance ticket that might be used in the Town of Danby . He stated that the S . P . C . A . is limited in what they can do to help with the dog problem . An adequate budget should be provided so that better service can be given by the S . P . C . A . He felt that lease laws in the towns would also help with the problem . A lengthy discussion followed ,: A motion was made by Councilman Ralph Wilbur that the town board work with the town attorney and draw up a satisfactory lease law to fit the Town of Danby . The motion was seconded by Justice Floyd Dorn and carried by a vote of three ayes and no noes . OLD BUSINESS : H ighway Superintendents report - Joseph Hulbert asked about radios for the highway department and also asked when the old vault would be cleaned out and iflcould possibly use it for storage . Town Board Meeting Minutes - October 11 , 1976 Page 3 Old Business Continued : Zoning Officer's Report - Gordon Roberts reported that all monies collected by the zoning officer have been turned over to the supervisor . , He then discussed the problem of people building and continuing, to build when they know they should get a building I/ permit . He felt that the policy of giving them 14 days notice should be dispensed with . • Appeals Board Chairman - John Wilkinson reported that as there is a full board now , they are able to continue with the hearings and , in fact , had one last week . The rules for the Board of Zoning Appeals are being worked on . Planning Board Chairman - Ernest Cole reported that since the last joint meeting of the three boards they have had a sub - committee meeting to iron out details and , after the meeting of October 20th , the ordinance will be complete and ready to turn over to the Town Board for hearings . The proposed ordinace will be attached to the Danby Area News and also to the Newfield News . Radios for the highway department were discussed . The prices of radio systems turned over to the board by Joe Hulbert were discussed . Specifications must be written . Justice Floyd Dorn made the motion to authorize the Highway Superintendent to check with qualified people and have them draw up specifications for an adequate system and present them to the board at their next regular meeting . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of three ayes and no noes . Because of additional fire insurance needed for the town hall , more money is needed in the unallocated insurance account . Councilman Ralph Wilbur moved the following resolution which was seconded by Justice Floyd Dorn . RESOLUTION #32 TRANSFER $ 384 . 00 FROM GENERAL FUND ACCOUNT A1220 . 4 TO UNALLOCATED INSURANCE ACCOUNT A1910 . 4 TO PAY ADDITIONAL INSURANCE Roll Call Vote : Wright - aye Wilbur - aye Dorn - aye Carried by a vote of three ayes and no noes . • ' After an audit , it was found that $ 41 . 00 was needed to pay the compensation insurance . The following resolution was moved by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn . RESOLUTION #33 TRANSFER $ 41 . 00 FROM GENERAL FUND ACCOUNT A1220 . 4 TO WORKMEN ' S COMPENSATION ACCOUNT A9040 . 8 Roll Call Vote : Wright - aye Wilbur - aye Dorn - aye Carried by a vote of three ayes and no noes . Town Board Meeting Minutes - October 11 , 1976 Page 4 NEW BUSINESS : The use of the town hall by other groups than those meeting for town business was discussed . Rules must be set up and possibly fees set . A committee is needed and will be appointed through the community council to do this and present them to the ' Town Board at their next meeting . . After listening to Dianna VanDeBogart ' s ideas on what she would like to do as Town Historian of the Town of Danby , -Supervisor • A . Francis Wright made the motion to appoint her a 's Town Historian . The motion was seconded by Justice Floyd Dorn and - carried by a vote of three ayes and no noes . Dianna said that she would like to have the town hall open to the public on Saturdays to display artifacts . Whatever is done , it will be done at little or no cost to the town . The Town Board said that 'she could use the town hall one Saturday a month . After some discussion Councilman Ralph Wilbur moved the following resolution which was seconded by Justice Floyd Dorn . Supervisor Wright was appointed as member of the commission and Ralph Wilbur as alternate . RESOLUTION #34 . AUTHORIZE PARTI:O'IPATION1IN THE ' ITHACA TOMPKINS COUNTY TRANSPORTAION • COMMISSION Roll Call Vote : Wright - aye ' Wilbur - aye . . . . . . • Dorn aye . Carried by a vote of three ayes and no noes . There will be a special meeting of the Town Board on October 18 , 1976 at 8 : 00 P . M . to complete the preliminary budget and to discuss furnishing the town hall . • General Fund Warrant # 10 in the • amount of $ 1 , 050 . 08 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of three ayes ) ; , and no noes . Highway Fund Warrant # 10 in the amount of $ 1 , 911 . 40 was approved to be paid . The motion was made by Justice Floyd Dorn and seconded by Supervisor A . Francis Wright and carried by a vote of three ayes and no noes . . - West Danby Water District Warrant # 10 in the amount of $ 233 . 50 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of three ayes and no noes . Justice Floyd Dorn made the motion to accept the supervisor ' s reports as presented . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of two ayes and no noes .
