HomeMy WebLinkAboutMarch 22 2022 Special Town Board Meeting1 Town of Enfield Special Town Board Meeting Tuesday, March 22, 2022, at 6:30 pm Virtual Meeting via Zoom Meeting Portal Present: Town Supervisor Stephanie Redmond; Town Councilpersons; Cassandra Hinkle, Jude Lemke, Robert Lynch, and James Ricks; Town Clerk Mary Cornell. Call to order: Supervisor Stephanie Redmond called the meeting to order at 6:30 pm Privilege of the Floor: Supervisor Redmond has been writing several grants (Grange, ECC, Fire Dept., Paving in front of the Town Courthouse). Additions and Changes to the Agenda: Councilperson Lynch would like to add a discuss on returning to in person meetings and Supervisor Redmond would like to add the Town Board go into executive session to discuss of matter of personnel. Correspondence: None New Business: Award Salt Barn Bid: Councilperson Lemke suggested that the board hire a project manager to oversee the project and asked if we needed to figure out financing in order to proceed. Supervisor Redmond has engaged with Municipal Solutions and they will most likely work with us to bond the project. Supervisor Redmond does not believe that we will need to engage a construction engineer. Councilperson Lemke would like to communicate with Superintendent Rollins before proceeding. Councilperson Lynch asked if the Enfield Town Board could accept the bid from Parklane Construction as it exceeded the project cost limit imposed. Councilperson Lemke would like us to negotiate to at the $700,000. Councilperson Lynch motioned and Supervisor Redmond seconded to accept the bid from Parklane Construction. Discussion: Councilperson Lemke stated we should approve the bid conditionally (If we get it down it is okay, otherwise it is okay). The Board is accepting the bid and is authorizing Supervisor Redmond to try to negotiate the price down to $700,000. Supervisor Redmond will negotiate with Parklane Construction and speak with Municipal Solutions before sending the award to Parklane Construction. Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Councilperson Ricks, Aye; Supervisor Redmond, Aye, Carried. ARPA Committee/Public Forum Discussion: Supervisor Redmond moved that we hold a public forum on 4/13 at 6 pm. Councilperson Lemke seconded. Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Councilperson Ricks, Aye; Supervisor Redmond, Aye, Carried. Supervisor Redmond moved and Councilperson Lemke seconded For the board to approve payment for Town Clerk Cornell to attend the 40th Annual NYSTCA conference April 24th-27th at the Desmond Hotel, Albany NY. In the amount of $125.00 and to the Crowne Plaza Albany – The Desmond Hotel in the amount of $716.80. 2 Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Councilperson Ricks, Aye; Supervisor Redmond, Aye, Carried. In-person meetings Discussion: Emergency orders are currently in place, the orders are set to expire on April 15th. If not renewed then we will return to in-person meetings starting in May. Supervisor Redmond moved and Councilperson Hinkle seconded to go into executive session to discuss a matter of personnel. Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Councilperson Ricks, Aye; Supervisor Redmond, Aye, Carried. The Town Board went into Executive Session at 7:03 pm and exited Executive Session at 7:13 pm. Old Business: Resolution #43-2022 Appointment to Town of Enfield Planning Board WHEREAS there is a vacancy on the Enfield Planning Board; and WHEREAS Henry Hansteen has interest in serving on the Enfield Planning Board, now therefore be it RESOLVED Henry Hansteen is appointed to the Enfield Planning Board for a five-year term ending December 31, 2026 Supervisor Redmond moved and Councilperson Lemke seconded, no discussion. Vote: Councilperson Hinkle, Aye; Councilperson Lemke, Aye; Councilperson Lynch, Aye; Councilperson Ricks, Aye; Supervisor Redmond, Aye, Carried.
