Special Town Board Meeting
Thursday, March 3, 2022, at 6:30 p.m.
Virtual Meeting via Zoom Meeting Portal
Present: Town Supervisor Stephanie Redmond, Town Councilpersons Cassandra Hinkle, Jude Lemke, and Robert Lynch;
Town Clerk Mary Cornell.
Excused: James Ricks
Supervisor Stephanie Redmond called the meeting to order at 6:30 pm
Privilege of the Floor – Andrew Stone, Candidate for an intern for the town. Workshop course agricultural preservation
program and is interested in the engagement process and working with farms. He spoke of his interest in this field.
Additions and changes to the Agenda: Councilperson Lynch would like to introduce a resolution for condolence on the
passing of Hector Town Supervisor Alvin White and a Resolution for to hang the Ukrainian flag to show the Towns
support of the Ukraine.

New Business:
Open Salt Storage Barn Bids.
Two bids were received. Clerk Cornell opened, scanned, and emailed the bids to the Town Board and shared her
screen showing the bids to those present.
The Town Board will hold a Special Town Board meeting on Tuesday, March 22 at 6:30 pm to award the bid.
Councilperson Lynch moved and Councilperson Hinkle seconded to adopt Resolution #2022-38
RESOLUTION #2022-38 - A Resolution of Condolence on the passing of Hector Town Supervisor, Alvin J. White
Whereas, the Town of Enfield and the neighboring Town of Hector share not only a common border, but also a
common heritage and an appreciation for rural values and the rural lifestyle; and
Whereas, Alvin J. White effectively and responsibly served as a member of the Hector Town Board for more than two
decades, having joined the Town Council in 1998, and was subsequently elevated by the voters to Town Supervisor in
2016, a position he held for the past six years; and
Whereas, on February 23rd, 2022, Supervisor White passed away after a short illness, suddenly leaving the community
without his deep knowledge, guidance, vision, and compassionate love of place; and
Whereas, those in Enfield Town government who knew Supervisor White remember him most for his quiet, non-
confrontational demeanor; as a man whose leadership style we should emulate; therefore, be it
Resolved, that the Enfield Town Board, on behalf of its community and its residents, extends its deepest sympathy to
Supervisor Alvin White’s family, to his friends and colleagues in Town Government, and to the many residents of the
Town of Hector, the place he so loved and served so ably for these many, many years.
A brief discussion followed.
Vote: Supervisor Redmond, aye; Councilperson Hinkle, aye; Councilperson Lemke, aye; Councilperson Lynch aye,
carried.
Councilperson Lynch moved and Supervisor Redmond seconded to adopt Resolution #2022-39
RESOLUTION #2022-39 - A Resolution in Support of the People and the Republic of Ukraine
Whereas, on May 8, 2019, by Resolution #2019-32, the Enfield Town Board established “Flag and Banner Display
Policies for the Town Hall and Public Lands in the Town of Enfield,” said policies requiring this Town Board to approve
the display on Town property of flags not then designated on the referenced Resolution’s approved list of authorized
flags; and
Whereas, on February 24, 2022, the people of the Republic of Ukraine found their nation invaded by a foreign power,
without provocation, and since that time have exhibited exemplary bravery in the face of this foreign aggression; and
Whereas, the Town Board of the Town of Enfield chooses to stand in solidarity with and in support of the Ukrainian
people on behalf of its Enfield Town residents; therefore be it
Resolved, that the Enfield Town Board, in accordance with the provisions of Resolution #2019-32, hereby approves the
flying of the recognized national flag of the Republic of Ukraine on the flagpole outside the Town Hall for a minimum
period of 30 days from the date that such flag is procured by the Town or by one of its residents, and that such flag may
be flown for a period longer than 30 days based on the course of world events, as determined at the discretion of the
Town Clerk.
A brief discussion followed.
Vote: Supervisor Redmond, aye; Councilperson Hinkle, aye; Councilperson Lemke, aye; Councilperson Lynch aye,
carried.
Adjournment: Councilperson Lynch moved to adjourn at 7:08 pm, adjourned.
