Supervisor Redmond opened the public hearing 6:00 pm
Steve Winkley – Thanked those who were involved in the process.
Drew Braman – Bostwick Road – Pg 3-4 starts with item #7. This will be an addition to the current site plan
review law (Per Supervisor Redmond).
Mimi MeHaffey – Is in support of passing this law and thanks those who have put all the work into these
changes
Nancy Spero (Chair, Water Protection Committee) – This will be great for our Town.
Julie (Water Protection Committee) – Pleased how it has moved forward and the protection is for everyone.

Call to Order: Supervisor Redmond at 6:30 pm
Privilege of the Floor: Genevieve Rand is from the Ithaca area and spoke about a potential applicant to the
Town of Planning Board.
Ed and Helen Hetherington led the assemblage in the Pledge of Allegiance.
Robert Lynch – one year ago tonight we held a meeting that he would rather forget but cannot. Great nations
do not carry the truth they must live up to it. He is not proud of that night; we can only learn from them. We
can meet in the middle when we both give a little and no road will be too long. He would like to work together
to have a successful year.
Additions or changes to the Agenda: Supervisor Redmond - The highway 284 agreement will be added to the
special Town board meeting. Councilperson Lynch suggested to postpone a full appointment to the planning
board and recommends that the posting be edited to list an apply by date of February 1st, the Board was in
agreement.

Monthly Reports:
County Legislator – Anne Koreman. The legislators will alternate coming to meetings. Anne will come January,
Randy Feb-March, April will be Anne, May-June Randy, July Anne, August-Sept Randy, October Anne and Randy
November-December. Of the 14 legislatures, 5 are new this year. Voted in Charlotte Black as the Chair and

Debra Dawson as the Vice-Chair. Committee/members have been assigned. COVID-19 update - 1,159 active
cases. Tompkins County received a few thousand home tests and N95 masks, they may get more and if they do
will pass on to the municipalities.
Town Supervisor’s Report – Stephanie Redmond. The Town received Covid at home rapid tests and KN95
masks, she distributed to town employees and took the rest to the food pantry, and they went quickly. She has
asked for more for the ECC and Fire Dept. Attended biweekly supervisors meeting, planning board meetings,
has been in touch with several contractors that are interested in bidding for the building improvements. Deck
the halls event went smoothly and will try to coordinate will ECC Craft Faire this year. Working to set a date to
start the Town Audit. Lamore update on heat pumps in the Town Courthouse - Insulation needs to be installed
in the attic of the Courthouse before moving forward. Blue donation boxes outside of the courthouse are an
issue as they are not covered under the good Samaritan law. They need to be moved from town property at this
time. Andy Zepp - Fingerlakes land trust, they are looking for Flatter areas around Enfield for trails and to create
wetlands. Met with the water protection committee to go over comments from Guy Krough. She was on the
search for the deed for the Presbyterian cemetery, which has taken a lot of research and time. She will update
the board when she has more information. Assisting with a plumbing issue at the Town Hall.
Town Clerk Report– Mary Cornell. The Town Clerks office issued new and renewal dog licenses, accepted funds
for building and culvert permits, and were busy preparing for the 2022 Tax Season. Councilperson Lynch
expressed concern over the proposed 2022 office hours for the clerk’s office and that they were being reduced
by no longer offering Saturday hours outside of January (Tax season additional hours). The Clerk’s office
currently holds public office hours 16 hours a week.
Highway Superintendent Report – Buddy Rollins. They were able to get to a lot of projects that they haven’t
been able to get to done. The new signs for Rockwell Road are here, they will work on getting it staked out and
ready to set. Pricing for the new truck increased from $239, 277 to $243,477. The finance papers need to be
redone; he needs to the approval of the Town Board to proceed. The boarded approved him to move forward.
The Highway Department was reinspected by PESH, and they have a clean slate. They are still working on
getting heat working (boiler) It was top of the line when purchased, currently has sensor issues. Councilperson
Lynch asked if it should be replaced? It may need to be in the future, they are trying to fix it at this time.
Councilperson Lynch commented he had seen the 284 agreement at the Town hall but wanted to hear from
Superintendent Rollins on work plans before signing the agreement. Councilperson Lynch asked Buddy what
roads he will be working on. Superintendent Rollins will work on the items listed in the agreement (subject to
change). Harvey Hill Rd, Rothermich, Rockwell will be some of the projects worked on this year. Councilperson
Ricks stated his thanks to the Highway Dept for quickly fixing an issue he had. Highway department re-staked
Waterberg site and the cemeteries (5’ stakes with orange caps).
TCCOG – Robert Lynch. No meeting this month. Next meeting will be in late February.
Planning Board Report - One- one lot subdivision that code enforcement had approved. Going through
subdivision regulations for possible updates.

Audit Claims: Councilperson Lynch had a couple of questions that were addressed.
General Fund Vouchers numbered 280-302 in the amount of $22,436.57 dated January 12, 2022.

Highway Fund Vouchers numbered 211 to 221 in the amount of $17,070.34 dated January 12, 2022.
Highway Fund Vouchers numbered 1-4 in the amount of $5,925.00 dated January 12, 2022.
Fire Department Voucher numbered 12 in the amount of $2,452.00 dated January 12, 2022.
Approval of minutes – Not all board members have read the minutes and will do so in preparation for the next
meeting.

Town of Enfield Town Board, January 12, 2022
TB resolution No. 2022- 1: SEQR, Drinking Water Protection Law , Town of Enfield, NY
WHEREAS:
1. This action is Consideration of Approval Drinking Water Protection Law for the Town of Enfield.
2. This is an Unlisted Action for which the Town of Enfield Town Board is acting in an uncoordinated
environmental review with respect to the Drinking Water Protection Law; and
3. The Town Board, on January 12, 2022, has reviewed and accepted as adequate a Short Environmental
Assessment form part 1, prepared and submitted by the Town Supervisor; and
4. The Town Board on January 12, 2022, has prepared a Short Environmental Assessment Form Parts 2 and
3;
NOW, THEREFORE BE IT RESOLVED:
That the town of Enfield Town Board hereby makes a negative determination of environmental significance in
accordance with article 8 of the Environmental Conservation Law and 6 NYCRR Part 617 New York State
Environmental Quality Review for the above referenced action as proposed, based on the information in the
SEAF Part 1 and for the reasons set forth in the SEAF Parts 2 and 3, and, therefore, an Environmental Impact
Statement will not be required.

Resolution #2 -2022 Move to Adopt Local Law # 1 of 2022- Drinking Water Protection Law
Supervisor Redmond moved and Councilperson Lemke seconded:
WHEREAS, upon proper notice a Public Hearing was held on the 12th day of January 2022, where all persons
wishing to speak regarding proposed Local Law #1 of 2022 were heard by the Enfield Town Board, and

WHEREAS, the Town of Enfield holds the obligation to protect the health, safety, and welfare of its residents;
and
WHEREAS, the New York State Municipal Home Rule Law grants the Town broad powers to adopt procedures
and local laws to promote and protect the public health, safety, general welfare, property, and environment in
the Town in order to protect against adverse risks and impacts of development; and
WHEREAS, the Tompkins County Department of Planning has reviewed the proposed local law under General
Municipal Law (“GML”) § 239-l et 1 noted The Tompkins County Department of Planning & Sustainability has no
recommendations or comments on this proposal. Let service of this resolution upon County Planning suffice as
the explanation required by said sections of the GML; and
WHEREAS, after consideration of all information presented and available, it is the determination of the Enfield
Town Board that the Town will be best served adopt Local Law #1 of 2022- Drinking Water Protection Law.; so
now therefore it be
RESOLVED: that the Town Board of the Town of Enfield hereby enacts, adopts and approves Local Law #1 of
2022 in the form as presented to this meeting, being the same as was presented at the Public Hearing; and
further be it
RESOLVED, that the Town Clerk file this Local Law with the New York Department of State.
BE IT FURTHER RESOLVED, that said Local Law shall take effect immediately upon filing with the Secretary of
State.
Councilperson Lynch moved an amendment to the Drinking Water Protection Law, Councilperson Lemke
seconded. Discussion: Councilperson would like to exclude agriculture restrictions. Dan Walker stated the
Planning Board does not regulate agriculture use.

TB resolution No. 3-2022: SEQR, Enfield Salt Barn, 475 Enfield Main Road, Enfield Tax Parcel No. 14.-2-

WHEREAS:
1. This action is Consideration of Funding Approval for Construction of a Salt Storage Barn located
at the Town of Enfield Highway Facility, 475 Enfield Main Road, in the Town of Enfield. The
Proposal involves Construction of a 9,000-ton Sand/Salt storage building. Town of Enfield,

Owner; Town of Enfield applicant, Stephanie Redmond, Agent; and
2. This is an Unlisted Action for which the Town of Enfield Town Board is acting in an
uncoordinated environmental review with respect to the Construction of a Salt Storage Barn
proposal; and
3. The Town Board, on January 12, 2022, has reviewed and accepted as adequate a Long
Environmental Assessment form part 1, prepared and submitted by the Applicant, the RFP for
Town of Enfield Salt Barn prepared by Stephanie Redmond dated December 8, 2021; and
4. The Town Board on January 12,2022 has prepared a Long Environmental Assessment Form Parts 2
and 3;
NOW, THEREFORE BE IT RESOLVED:
That the town of Enfield Town Board hereby makes a negative determination of environmental

Resolution #4-2022 Authorization to Sign the Municipal Solutions Contract
Supervisor Redmond moved and Councilperson Lemke seconded. No Discussion.
WHEREAS Municipal Solutions offers counsel to negotiate bonds, and;
WHEREAS these services will benefit the Town of Enfield to obtain a bond for the Salt Barn expenses, therefore
be it;
RESOLVED the Town Board authorizes Supervisor Redmond to sign a contract with Municipal Solutions to
provide counsel to secure a bond for the Salt Barn expenses

Resolution #5-2022 A Resolution to provide guidance to the Tompkins County Independent Redistricting
Commission.
Councilperson Lynch moved and Supervisor Redmond seconded: Discussion: Councilperson Lynch stated his
sister is on this board. He stated we were too small to have our own district, he would not like to see Enfield
split into three districts. WE should encourage the commission to keep us as we are.
Whereas, the Tompkins County Legislature, as required by Article 2 of the County Charter, has established the
Tompkins County Independent Redistricting Commission (TCIRC) to prepare a plan of reapportionment for
adoption by the Legislature; such plan to restructure County legislative districts in light of the 2020 decennial
U.S. Census and to meet Tompkins County’s mandated constitutional obligation to provide one-person, one-
vote representation on the County Legislature; and

Whereas, the TCIRC has begun taking testimony and accepting recommendations from individuals and
organizations throughout the county to guide it in compiling a plan reflective of community sentiment, and one
that preserves defined constituent communities of interest; and
Whereas, the Town of Enfield has in recent decades, due to Enfield’s limited population and the County’s
overall population distribution, found itself divided between multiple legislative districts, most recently
between Districts 5 and 8, each district’s majority population drawn from the Towns of Ulysses and Newfield,
respectively; and
Whereas, various Enfield residents have in the past expressed concern that while those elected to serve in our
legislative district positions have represented this Town well, Enfield’s holding a minority status in both of these
districts limits Enfield’s influence as a community of interest in matters of Tompkins County governance; and
Whereas, this Town Board recognizes that the Town of Enfield holds too few residents to qualify for its own,
distinct legislative district given the Legislature’s current 14-person composition, this Board seeks not to worsen
the Town’s legislative influence under the TCIRC’s redistricting plan; therefore be it
Resolved, that the Enfield Town Board hereby recommends to the Tompkins County Independent Redistricting
Commission that any recommended plan to restructure or redistrict the Tompkins County Legislature place the
Town of Enfield within as few legislative districts as possible, and that Enfield be placed within no greater a
number of districts than its present number of two; and be it further
Resolved, that this Town Board recommends the TCIRC seriously consider merging the entire population of the
Town of Enfield within a single legislative district, one combined, as population balancing requirements dictate,
with the population(s) of an adjacent rural town or towns; and be it further
Resolved, that a copy of this Resolution shall be forwarded to Mr. Henrik N. Dullea, Chair of the TCIRC, and to
the Commission’s individual constituent members.

RESOLVED, the regular meeting of the Enfield Town Board shall be held monthly on the 2nd Wednesday of each
month, at 6:30 pm, at the Enfield Town Courthouse, 182 Enfield Main Road, Ithaca, NY 14850. Meetings may, as
an alternative, be held via the Town of Enfield’s zoom platform, consistent with the provisions of New York
State law, and upon prior Resolution of this Town Board, with such alternate meeting arrangements adequately
and properly noticed. For the benefit of both the Board members and the attending public, it shall be the
general practice of the Enfield Town Board to conclude its regular and special meetings no later than 10:00 pm
of its meeting night, and the extension of any meeting beyond that hour shall only occur upon the majority
consent of those Board members in attendance and voting.

from 5PM to 7PM,
• Town Court to commence at 10:00 AM on Mondays unless it is a holiday.

Resolution # 9-2022 General Rules for Procedure and Guidelines for Public Comment
Supervisor Redmond moved and Councilperson Lemke seconded.
RESOLVED, in an effort to foster an orderly meeting process, the following rules and guidelines will be used and
enforced at all Town Board meetings:
GENERAL GUIDE FOR PROCEDURE
The Supervisor shall preside at meetings. In the Supervisor’s absence the Deputy Supervisor shall preside. The
presiding officer may debate, move and take other action that may be taken by other members of the Board.
Board members are not required to rise but must be recognized by the presiding officer before making
motions. A member, once recognized, shall not be interrupted when speaking unless it is to call him/her to
order. If a member, while speaking, be called to order, according to the agreed upon pu rposes set forth in this

resolution, they shall cease speaking until the question of order is determined by vote of the entire board. If
determined to be in order, they shall be permitted to proceed.
The board commits to adhere to Resolution #2017-50, Town of Enfield Chooses Civility Resolution, in all
discussions to achieve the purpose of fairness and reasonable discourse. For purposes of process, organization,
and legal requirements, parliamentary procedure will guide the Town Board in its work. There is no limit to the
number of times a member may speak on a question. Motions to close or limit debate may be entertained but
shall require a two-thirds vote.
GUIDELINES FOR PUBLIC COMMENT
The public shall be allowed to speak only during the Public Comment / Privilege of the Floor period of the
meeting or at such other time as a majority of the Board shall allow.
• Speakers may stand at their seats if they are able.
• Speakers must give their name, address and organization, if any.
• Speakers must be recognized by the presiding officer.
• Speakers must limit their remarks to 3 minutes on a given topic.
• Speakers may not yield any remaining time they may have to another speaker.
• Board members may, with the permission of the Supervisor, interrupt a speaker during their remarks,
but only for the purpose of clarification or information.
• All remarks shall be addressed to the Board as a body and not to any member thereof.
• Speakers shall observe the commonly accepted rules of courtesy, decorum, dignity and good taste.
Interested parties or their representatives may address the Board by written communication at any
time.
AMENDMENTS TO THE RULES OF PROCEDURE:
The foregoing procedures may be amended from time to time by a majority vote of the Board.

Resolution #12-2022 Town E-Mail Accounts
Supervisor Redmond Moved and Councilperson Lemke seconded.
RESOLVED, the Town Board has official e-mail accounts for all Town employees and elected officials for use in
their official capacities. These e-mail accounts will be connected to our official website domain,
townofenfield.org. Ownership of and access to these communications will be with the Town of Enfield. All
employees and elected officials will set up accounts and use their account for Town business after it is set up for
as long as they work for or serve the Town of Enfield.
BE it Further RESOLVED. The Town Board delegates these duties to the Town Clerks office, while Legal
Responsibility will remain with the Town Board.

Resolution #13-2022 Official Newspaper
Supervisor Redmond moved and Councilperson Lemke seconded. No Discussion.
RESOLVED, The Ithaca Journal, a newspaper regularly published and having general circulation in the Town, is
hereby designated as the Official Newspaper for the Town of Enfield and;
RESOLVED, the Town will post all Public Notices on the town website at www.townofenfield.org

RESOLVED, all Public Officials, appointees, and employees for the Town of Enfield are subject to the Code of
Ethics as adopted by the Town which is written in the Policies and Procedures Manual in the Employee
Handbook.

Resolution #15-2022 Records Access Officer
Supervisor Redmond moved and Councilperson Lemke seconded.
RESOLVED, that the Town Clerk Mary Cornell, shall be appointed as the Town's Record Access Officer and;
RESOLVED, that the Town Clerk will serve as the person who receives all FOIL requests.

Resolution #16-2022 Deputy Town Supervisor – salary at $5,000/year, paid monthly
Supervisor Redmond moved and Councilperson Lemke seconded.
RESOLVED, the Town Board establishes the Office of Deputy Supervisor to act for and in place of the Supervisor
in his/her absence
RESOLVED, the Town Supervisor appoints Isabel Castillo to fill this position

RESOLVED, the Supervisor is hereby authorized to designate a Town Bookkeeper, and further
RESOLVED, the Supervisor is authorized to list the Bookkeeper on the Town Security Insurance Policy, and
further
RESOLVED, the Supervisor appoints Blixy Taetzsch to fill this position.

Resolution #Tabled-2022 Establishing Position of Maintenance for Buildings and Grounds
Supervisor Redmond moved and Councilperson Lemke seconded; Discussion – Justice Poole suggested that it
become a contractual agreement instead of an hourly agreement. Councilperson Hinkle stated it might help if
hourly expectation were listed. Supervisor Redmond stated we have limited funds at this time. Councilperson
Lemke suggested we look again to find someone. The Town owns the equipment. Councilperson Lynch stated
we should consider it at Budget season and not at the Organizational meeting. Supervisor Redmond moved to
table and Councilperson Lynch seconded.
RESOLVED, the Town Board establishes the position of Enfield Buildings and Grounds Personnel – at $18.00 per
hour/paid bi-weekly/hours to be determined
RESOLVED, the Town Board authorizes the Supervisor to advertise and fill this position.
Resolution #27-2022 Public Officials/Town Employees Pay Schedule

Supervisor Redmond moved and Councilperson Lemke seconded.
RESOLVED, the following salaries and pay schedule for all Town Officials and employees, is approved for 202 2:
• Town Supervisor - $25,000.00/year; paid monthly
• Town Councilpersons - $3600.00 each/year; paid quarterly
• Town Clerk - $30,000.00/year; paid biweekly
• Town Justice - $17,340.00/year; paid monthly
• Highway Superintendent - $64,000.00/year; paid monthly
• Motor Equipment Operator – Hiring rate - $19.00/ hour; To be determined by Highway Superintendent. Pay
rate may increase yearly with Town Board approval, as requested by Highway Superintendent.
• Part time and seasonal Highway employees will have a hire rate of $16.00/hr.-$24.00/hr. as determined by
the Highway Superintendent.
• Merit Increases – An employee may receive a pay increase based upon the employee’s past performance. The
merit increase will be granted at the discretion of the Town Board.

Resolution #28-2022 Management of Town Website, Emails, and Hosting
Supervisor Redmond moved and Councilperson Hinkle seconded. Discussion Councilperson Lynch would like
the Town Clerks office manage these duties. Supervisor Redmond moved the following amendment and
councilperson Lemke seconded. The Town Board delegates these Duties to the Office of the Town Clerk.

WHEREAS the Town of Enfield utilizes the town website for most communications and information presentation
to the public, and;
WHEREAS the Town of Enfield utilizes designated town email addresses for communication with the public and
within the offices of the Town, and;
WHEREAS the Town of Enfield purchases and manages a hosting service for website and email management
and hosting, and;
RESOLVED, these tasks will be managed and delegated under the office of Town Board.
And be it further RESOLVED the Town board delegates the management of the email, webhosting and website
to the town clerk.
