Supervisor Redmond opened the Public Hearing at 6:00 pm
Public Hearing Comments: Councilperson Lemke shared that there are several versions of the proposed law in
circulation due to many changes that have been addressed. A brief summary of the changes are as follows; a
requirement for a community host agreement between the developer and the town has been added, clarified in Section
4 that the developer can’t delay the project once the building permit has been issued, confirmed that the code
enforcement officer cannot be the enforcer of the complaint, a post or structure has to be set back 150’ or more from
the road, clarification that the planning board does not have the authority to approve a Decommissioning, Community
Host Agreement without approval from the Town Board, will require a type 1 action under SEQR, and additional
limitations of what can be done with the remaining 40 % of the land. These were the major changes to the Solar Law
that the Solar Committee is proposing.
Councilperson Lynch indicated that we cannot by law take action on the solar law amendment tonight under procedural
requirements. Councilperson Lemke - the law requires that the final proposal be on Town Board members desk’s 7-10
business days before the final law can be passed. There are still provisions that the committee is discussing and action
cannot be taken until it is finalized. Councilperson Lynch prepared recommendations and shared them with the Town
Board and those present. He is not opposing anything that the committee is recommending and would like to add
additional protections for agricultural land and the agricultural environment of them. His proposal mainly had to do with
remaining acreage not developed stated elsewhere in the law, it was a provision adopted wisely in the original solar law.
If you want to develop a parcel into a solar farm then you can only develop 60% of the acreage, he doesn’t want the
remaining acreage to go to waste. He proposed last month to change the language for agricultural purpose. He went
back to his drawing board to seek a resolution. Councilperson Lynch also suggested additional language specific to the
Community Host agreement. Councilperson Lemke thanked Councilperson Lynch as she had meant to add this language
to her document and that nothing in this law shall be read as limiting the Town Board, with any applicant. The town
board shall retain the right to enter into a Community Host agreement. Unless state law overrides us, we can demand a
community host agreement.
Holley Jean: In regards to the piece on Podunk and Aiken, are you saying the company can put commercial
development(s) in the middle of the woods in the country? Councilperson Lynch answered that the planning board may
allow it. Holley clarified isn’t this what we are trying to protect, the land. Councilperson Lynch was told that we can’t
force a solar operator to use part of the land for agricultural purposes. Councilperson Lemke - she discussed this issue
with Town Environmental Counsel yesterday and was told that there are serious concerns about these provisions being
added as they are essentially creating zoning which allows business operations. Supervisor Redmond shared that the

planning board is reviewing the site plan and she would like to see stronger land use regulations . She suggested that
Holley attend a planning board meeting.
Councilperson Lynch shared that these changes were precipitated by Norbut Solar Farms (Applegate Rd Project). Norbut
Solar has not started with the Solar project yet as there has been a supply issue, however, they went in a removed a lot
of trees and it now looks ugly.
Councilperson Lemke shared that there are complex rules on what a person can be told what they can or can’t do with
their properties. There are ways of controlling this by having zoning added in our community. Her concerns that a
provision like this opens the municipality up to all sorts of problems and that we should leave it to say they can do what
they want with the remaining 40% of the property.
Supervisor Redmond the problem often seen with zoning is that the regulations can be hundreds of pages long and in
most cases is not enforced. The Town of Enfield is facing development projects and it is time for us to take a look at our
land use regulations.
Holley - Asked if it is within our rights as a town to limit commercial development. Supervisor Redmond shared that
there are projects that would require proposals to go in front of our Planning Board.
Supervisor Redmond closed the public hearing at 6:30 pm
Call to Order: Supervisor Redmond called the meeting to order at 6:30 pm.
Generator discussion: Deputy Highway Superintendent Brandon McGee gave a brief description of the generator.
Supervisor Redmond shared she had applied for a grant to purchase a generator and she had received a quote from
Shisler for ~$40,000. The grant was not funded. Superintendent Rollins would like to purchase this used generator from
Auction as it has been lightly used and the bid is currently at $9,000. Supervisor Redmond suggested a stop at $20,000,
and asked for the Boards comments/suggestions. After a brief discussion Councilperson Lynch shared ARPA funds should
be used for this purchase. The Town Board authorized a maximum bid of $30,000 + the 10 % additional fee charged by
the Auction house.
Supervisor Redmond moved and Councilperson Lynch seconded. No further discussion.

Councilperson Ricks – He was watching television yesterday and they interviewed Jane Goodall. His takeaway from the
interview was “Do you have anything that gives you hope”, his answer is yes. The kids give him hope. He looks forward
to the presentation from our Youth tonight.
Additions and changes to the agenda: The board will enter into executive session to discussion a matter of personnel
and Councilperson Lynch would like to discuss a resolution for health insurance for the town clerk, and discuss NYSDOT’s
response to the Hayts Rd request.
Correspondence: Councilperson Lynch read a thank you Letter from Anita White to the Town Board – In appreciation of
the letter/resolution from the Enfield Town Board on the passing of the husband the former Town of Hector Supervisor;
Enfield Valley Grange report; Response from NYSDOT Hayts Rd. All documents are on file with the Town Clerk’s office.
Enfield Community Council – Cortney Bailey. The café has been going good. CFCU will have a financial advisor at the
ECC during library hours and she will share the dates as soon as they get them. Dec 3 Holiday Craft Faire went well.
Shawna N., Vera, and Colleen did a great job. Supervisor Redmond shared that it would be great if we could network for

the event next year and do more advertising and in the future try not to hold our event on the same day as the
Trumansburg’s Winterfest. Cortney shared they are doing the grownup gala soon (they are planning on a DJ, hot and
cold appetizers, and mini desserts.) They will also be hosting a cabin fever event.
Presentation from Eric Carter and the ECC Youth Enfield Teen Program.
Eric is the Youth Leader for Enfield. They have a survey for area residents and the youth. The youth met in the spring and
shared what they wanted to complete this year. Asher and Anton are going to give a presentation on some of the things
that they would like to see available in Enfield. Ash has lived in Enfield for several years, there is not much to do in this
town. Anton we should have sidewalks so that some people can walk to school and it is not safe currently due to the
possibility of accidents. Ash one of the things to change is the playgrounds, the one at Enfield elementary is not easily
accessible or located. They would like a gaga ball pit and the basketball court at the community center to be updated
with a new one installed. An anarchy zone like what is at the community center. Trails should be created for kids to
bicycle on. They would like a place of self-expression and where they can share their art and a graffiti wall. Why do we
not have more solar panels and they would like to have a skate park. Cortney shared that they had given this
presentation at the October Community Council Meeting. They can’t help with the sidewalk’s, they have a quote for the
basketball court. They are still on the fence about the anarchy zone. Supervisor Redmond asked where they would like
to see a skate park go, Ash shared anywhere that they can use it. Supervisor Redmond asked if they could share more on
what trails they would like. There is still a railway put together and there has been some discussion with those that
completed the Black Diamond trail. Eric shared that there is a small part behind the Enfield School which they have used
for skiing. Supervisor Redmond shared that the Deputy Town Supervisor has looked into a park creation and would like
some youth to assist. Councilperson Ricks asked for clarification of the Anarchy Pit, Eric shared that it would need to be
supervised. Councilperson Lemke suggested reaching out to the Finger Lakes land trust.
Town Board and Community response to the Youth Presentation. Meg Cole shared the presentation was fabulous, she is
currently the interim director for the Cornell Cooperative Extension. She asked if the Town Board had any
recommendations and if the town board could put this topic as an agenda item for the January meeting. Supervisor
Redmond shared they should contact the Deputy Supervisor and participate in the committee. Councilperson Lynch
shared do to the extensive nature of the January Meeting he suggested pushing it to the February meeting, Supervisor
Redmond agreed. The Town Board thanked the Youth for presenting. Randy Brown shared that he would like to meet
with the youth, parents, and teachers to discussion current County funds that could be available. There is some funding
for transportation of youth currently in the counties budget. Schools can often transport kids as they can receive
recovery funds for transporting kids. There is a new person specifically hired for this purpose.
A resident asked who makes the decision if a sidewalk between the school and the ECC is viable. Supervisor Redmond
shared there are funding opportunities to create sidewalks and this is something that the Town Board should look into.
A resident suggested that safety concerns could be addressed by lowering the speed limit between the School and the
ECC. Supervisor Redmond will add a sidewalk talk to the February meeting agenda to discuss possible options.
Quarterly Reports
Environmental Management Council – Stephanie Redmond. A lot of interest had been expressed hear about the FEMA
maps, however, they are not ready yet They had a good flooding awareness event. Maureen Bolton gave a presentation
as well as Dr. Anna Kelles.
Tompkins County Youth Board – Lisa Monroe did not attend and a written report was not submitted in advance of the
meeting.

Enfield Food Distribution. Supervisor Redmond - she read the report submitted to the Town Clerk by Food Pantry
Director Jean Owens.
Cayuga Lake Watershed IO – Stephanie Redmond. They adopted the budget, work plan, and community members. Erin
Morse is the new watershed manager.
Tompkins Health Consortium – Stephanie Redmond. They are offering two fully insured Medicare advantage program
through Aetna. They contracted for investment management services.
Cemetery Committee – Cassandra Hinkle. It was reported that a flag was damaged at one of the cemeteries and she has
not gotten a chance to check on its current status.
Water Protection Committee – Nancy Spero. They had a meeting on Nov 30th. Becky Simms announced that there are
still monies available for septic system replacements. If you know of anyone who needs assistance please let them know,
applications should be in by February 2023. Steve Winkley is still working with them and they are progressing well with
map development.
Monthly Reports
County Legislature – Randy Brown. He feels like the County ARPA committee had too much power/sway. The process is
moving forward and will come before the whole committee at the December 20th Legislature Meeting. He is opposed to
the Second Winds development which they suggested to outsource to Newfield. The Newfield Town Board unanimously
voted against the project. He is also opposed to the allocation to CMC in excess of $1,500,000. To give them these types
of funds is a systemic issue. He thinks farming is important to Enfield. They are trying to figure out how farmers can sell
their land, but require it to stay a farm. The full report is on file with the Town Clerk’s Office. Supervisor Redmond asked
for an update on the Opioid taskforce. Randy shared that there are two people on this committee who have lost their
kids to opioid’s. They are focusing on Narcan and training for proper administration. They have Fentanyl kits which are
fairly inexpensive. Housing is an issue; homelessness leads to drug use. The County is planning to offer Mental Health
assistance and proactive services in schools. Supervisor Redmond asked when the program will roll out, Randy shared
that they should start rolling out in the second half of 2023. Supervisor Redmond shared that Councilperson Lemke has
been coordinating with the ECC for Mental Health Services. There is funding available for this that has been sitting for ~
1 yr.
Ellen Woods – She wanted to speak to what Randy had spoken on. In the last year all Enfield First responders have been
trained for Narcan use. One issue that they have encountered is that all of the Narcan has been used/out and it would
be great if volunteer agencies can have a leave behind program to make sure it is all used and not wasted.
Councilperson Lynch thanked Randy for standing up for Enfield. Councilperson Lynch thinks there is a systemic problem.
It required a 2/3 vote to move forward. The Fire Dept. and the Enfield Food Distribution were not considered as they did
not receive 4 votes. Councilperson Lynch shared that it appears from the State Legislature Website that Governor
Hochel has signed the Firefighters bill into effect.
Councilperson Ricks asked Randy about Narcan, when they deal with them then they want to leave them some for later
use? He believes this can be problematic which can give a junkie the wrong message. Perhaps it should be addressed a
different way. Randy commented that he does not believe the County will be allowed to give Narcan to untrained
individuals. Randy shared there are a reported ~10 overdoses a month.
Town Supervisor’s Report – Stephanie Redmond. In addition to the many normal monthly duties/meetings of the Town
Supervisors Office, she attended the Fire Department Banquet.
Town Clerk Report – Mary Cornell. The new copier has arrived and is set up. Since the enumeration has started we have
licensed ~30 new dogs. We are busy preparing for the 2023 tax season.

Code Enforcement Report – Alan Teeter. For the month of November he issued two permits, for a total of 52 for this
year. He issued a new house number and certificate of occupancies. He has been working with Ace Security for the
implementation of Security Cameras in the Town Courthouse. He is working with the company that is installing the heat
pumps, they should hopefully be operational in the next couple of weeks.
Volunteer Fire Company – Alan Teeter. They had 41 calls last month. They have ~40-50 more calls this year than last
year to date. Trainings for the month. Station maintenance, general meeting, Landing Zone (LZ) training has been
postponed, trucks checks. They do not have any trainings scheduled for the last Thursday of the month. On December
22 they will be having Landing Zone (LZ) training. Councilperson Lynch submitted a quarterly meeting report from the
last Fire Company Meeting
Planning Board Report – Dan Walker. They had a full house at the meeting. They had a proposal for a 34-lot subdivision
from Breezy Meadows. Someone had stuffed a lot of mailboxes with information pertaining to the Breezy Meadows
Development which generated a lot of interest from the public. This project would be broken up into many 3-5 acre lots.
It will be a very involved review project. The applicant should be able to submit a subdivision site plan for their February
Planning Board Meeting. It will require an extensive environmental study. They had a smaller two lot subdivision request
that it adjacent to the large proposal. Nothing will happen right away on this proposal, much needs to be done at this
point before moving forward.
Tompkins County Council of Govts – Robert Lynch. The full file in on record with the Town Clerks Office.
Letter of Appreciation for the Honorably Judge Betty Poole’s retirement – Supervisor Redmond read the letter for the
public.
Councilperson Lynch moved and Councilperson Hinkle seconded to send the letter.

Joshua Shapiro. The County can appoint a Judge while we make a determination on which direction the town would like
to take. Per State Law a municipality can’t eliminate a Town Court. Some options available on consideration of
consolidation. The options are as follows a true consolidation this requires local legislation and home rule legislation.
You can consolidate and use a shared space. As long as the jurisdictions border each other then, you can generally share
services. In that scenario everyone would keep their own justice and would be responsible for their own justice’s
salaries. If interest is shown in the position and the Town resident is an attorney then they can take the County/State
test immediately, or if not an attorney a training can be taken in April of 2023. The remaining option is the town can do
nothing until the next election.
Supervisor Redmond shared that we need to complete a study, and we need to figure out the study requirements and
what is best for Enfield. Joshua shared the Study does not have clear definitions.
Supervisor Redmond shared that she had asked Dave Bock and Roy Barriere if they were interested in the position. Roy
is not interested and Dave has not taken the course. Councilperson Lynch stated we have to look at short-term,
intermediate and long-term options. Councilperson Lynch asked if we would have to complete a Referendum. Joshua
shared that per 106 B, you are not eliminating the Court, Enfield’s docket would be kept separate.
Supervisor Redmond moved and Councilperson Lynch seconded to have the County appoint a Justice to the Town.

Further Town Justice Discussion - Supervisor Redmond shared that she was on a call with another Town Supervisor
whom shared that he feels like he had missed the option to consolidate when he had a justice retiring. We should at

least study the options at this time. Councilperson Lynch shared that we need to let the community speak and tonight is
not the time for the conversation. James shared he has been in court before for protesting and different judge’s give
different interpretations of laws, do we have any say on who is appointed. Supervisor Redmond asked if there any
limitations to hiring a court clerk, Joshua confirmed there are not.
A Court Clerk will be needed to assist the Justice appointed. Supervisor Redmond motioned and Councilperson Lynch
seconded to post the vacant Court Clerk position on the Town Website.

A Special Meeting was set for Dec 27, 2022 at 6:30 pm to discuss the Proposed Solar Law and additional agenda items.
Resolution #91-2023 Appointment of councilpersons to attend the NYS Association of Towns (AOT) Annual Meeting
and Approval of Funding for Attendance
WHEREAS, the Town of Enfield is a member of the Association of Towns of the State of New York, and;
WHEREAS, the Annual Business Session is being held on February 19-22, 2023, and;
WHEREAS, Stephanie Redmond and Cassandra Hinkle will attend the Association of Towns Annual Meeting, now
therefore be it;
RESOLVED that Stephanie Redmond be duly designated as the Town of Enfield delegate and Cassandra Hinkle as
alternate in the absence of Stephanie Redmond, to the NYS Association of Towns Annual Meeting on February 19 -22,
2023 and to cast the vote for the Town of Enfield, pursuant to Section 6 of Article III of the Constitution and Bylaws of
said Association, and;
RESOLVED, the Enfield Town Board authorizes attendance and funding for Stephanie Redmond and Cassandra Hinkle to
attend the AOT Annual Meeting
Supervisor Redmond moved and Councilperson Ricks seconded. Discussion: Councilperson Lynch shared that in the past
female board members have attended the conference and shared lodging, which saves on the expense for the Town.

Purchase of Generator will ARPA funds if The Town of Enfield wins the Auction.

RESOLUTION # 92-2022 Authorization to Include a Summary of the 2023 Budget in the 2023 Tax
Bills
WHEREAS, the Real Property Tax Law section 922 (1) (d) permits municipalities to include a summary of

the 2023 adopted budget with the tax bills if the Town Board approves such action by resolution and
WHEREAS, all taxpayers deserve a clear and transparent explanation of how their taxes are used and the
structure and changes in the Town of Enfield 2023 budget, now therefore be it
RESOLVED, that the Enfield Town Board authorizes the Supervisor and Clerk to prepare a brief summary
of the 2023 Town Budget for inclusion with the 2023 tax bill and further
RESOLVED, that the Enfield Town Board authorizes the use of $1,500 in resources in the Clerk's office for
copies of the summary, envelopes and staff time to prepare such a mailing
Supervisor Redmond moved and Councilperson Lynch seconded.

Resolution #93-2022 2023 Agreement for Legal Representation with Guy Krogh, Esq.
WHEREAS the Town of Enfield has need of an attorney, and waives the requirement that the Town attorney be a
resident, and;
WHEREAS attorney Guy Krogh, Esq. has provided a renewal agreement for his legal services at a rate of $270.00 per
hour, and;
WHEREAS the Town Board is satisfied with Guy Krogh’s legal counsel for the Town, therefore be it; RESOLVED, the Town
Board authorizes the Supervisor to sign the agreement for legal counsel provided by Guy Krogh for 2023.
Supervisor Redmond moved and Councilperson Hinkle seconded.

RESOLUTION #2022-Tabled - A Resolution to Provide Health Insurance Coverage Eligibility to the Office of Enfield
Town Clerk
Whereas, the Town of Enfield recognizes that the position of Town Clerk provides vital, legally mandated services to the
Town and its residents and that the office demands a person of the highest professional caliber; and
Whereas, the recruitment and retention of a competent Town Clerk requires that this Town provide
employee benefits competitive with those offered by other employers in the modern workplace
whenever they employ persons holding comparable skills and qualifications; and
Whereas, the Town of Enfield, unlike many other employers, does not currently offer Health Insurance
Coverage to its Town Clerk; and
Whereas, under the 2023 Final Town Budget adopted by this Town Board on October 26, 2022, the
combined Enfield Town Clerk/Tax Collector position will for 2023 pay an annual salary of $35,000, a level
standing at only 48.8 per cent of the salary paid to the Highway Superintendent, the latter a similarly
elected professional and leadership position for whom full Health Insurance Coverage, including Dental

Coverage, will and has long been provided; and
Whereas, all full-time Highway Department employees are also currently eligible for full Health
Insurance Coverage, including Dental Coverage; and
Whereas, the Office of Enfield Town Clerk, similar to the positions of Town Clerk established in other
Tompkins County municipalities, has traditionally been held by a female elected officer, that fact raising
serious issues of gender equity, issues of great concern to this Board; therefore, be it
Resolved, that the Town of Enfield shall, as a matter of policy, extend full Health Insurance Coverage
eligibility, including Dental Insurance eligibility, to the position of Town Clerk, effective January 1, 2023,
or as soon as practicable thereafter, with coverage and benefits to be established comparable to those
provided the Highway Superintendent and the Highway Department staff.
Councilperson Lynch moved and Councilperson Hinkle seconded. Discussion: Supervisor Redmond shared that she and
Blixy will be doing personnel review over the next year and she supports this resolution, but she is not yet ready to vote
on it. Councilperson Lemke shared Supervisor Redmond’s opinion. Councilperson Lynch shared that everyone should
have access to proper access health and dental benefits.
Councilperson Lynch asked Clerk Cornell her thoughts on the resolution for Town Clerk Health Insurance. Clerk Cornell
shared that she would like to see a buy-out option available to herself and all town employees/personnel that are
eligible. She thanked Councilperson Lynch for drafting the resolution and bringing it to the Boards attention.
Former Clerk Woods shared her thanks to Councilperson Lynch for proposing this resolution and that 20-hour positions
are benefits options. She would like to know why the Town Clerk isn’t asking serious questions of the Town Board on
why they are not supporting the passing of this resolution tonight. Councilperson Lynch asked what the timeline is to
review the personnel policies. Supervisor Redmond shared that further discussion on this can be included on the
February 2023 Agenda.
Supervisor Redmond motioned to table further discussion until the February 2023 Regular Town Board Meeting and
Councilperson Hinkle seconded

NYSDOT – Hayts Rd. finding discussion:
Councilperson Lynch - A neighbor of Ms. Jacks stated that Ms. Jacks was hit and killed while crossing the road from her
mailbox because there is a short sight/view and she was not seen and was stuck by a motor vehicle. Councilperson Lynch
is thinking about drafting Carmen’s Law for Enfield. Why does the state let the city of Ithaca reduce city speeds on city
Roads? Why can’t Enfield set speed limits on Enfield Rd’s. He will work on drafting a local law and will send it to Anna
Kelles and to the Governor Hochul. Councilperson Lynch we have to have the state’s approval to reduce speeds on all of
our roads. Supervisor Redmond shared it is frustrating working with the NYSDOT and getting them to understand the
need.

Audit Claims: General Fund Vouchers #280 - #297, dated December 14, 2022 in the amount of $69,432.81. Highway
Fund Vouchers #195 - #219, dated December 14, 2022 in the amount of $88,671.25.
Supervisor Redmond moved and Councilperson Hinkle seconded.

Councilperson Lemke motioned to send a letter to the Enfield Volunteer Fire Company and Supervisor Redmond
seconded.

Announcements:
Councilperson Lynch - If anyone is passionate about any of the three proposals submitted for the Town of Enfield to the
County ARPA Committee - he suggests attending the County Legislative Meeting on December 20, 2022 to voice your
support.
Ellen Woods – I can’t know what the Executive Session was about, but the Town Board Members can’t know or have the
full context of issues within the Fire Company. If they would like to resolve the issues that are brought to the Town
Board via gender biases. She suggested that The Town Board immediately run background checks on all volunteers and
employees of the Town
