TOWN BOARD MEETING
EXECUTIVE SESSION
November 17 , 1975
An executive session of the Danby Town Board was held at the home
of the Supervisor , A . Francis Wright , Danby , New York on November
17 , 1975 . The purpose of the meeting was to go over the insurance
coverage carried by the town and to make a decision on the
proceedure to follow in cleaning up the Bell Property in West Danby .

Councilman Paul Smith
Justice Milton Todd
Member absent : Justice Floyd Dorn
Others present : Ithaca Agency Insurance Representative , Bill Scott ;
H ighway Superintendent , Joseph Hulbert and Onalee Wright .
J oseph Hulbert stated that more work had to be done on the damaged
truck than was included in the original estimate . The rear axle was
sprung and cost $ 300 . 00 to repair . Bill Scott said that it was quite
common to have supplementary bills . He will look into this matter .
Mr . Scott reviewed the insurance on the equipment and buildings and
discussed bonding of town employees . The coverage was looked at to
see that it was realistic . It was found that there was no insurance
on the pump house in West Danby . This should be covered and will be
checked into .
Joseph Hulbert asked the advise of Bill Mobbs in the matter of cleaning
up the Bell property . Mr . Mobbs does not recommend that the town do
t his clean up work as it could set a precedent and also because of the
possibility of a law suit . Supervisor , A . Francis Wright , stated that
t he town must move quickly to get this work done in order to have the
bill added to the tax roll . He would like to see the town highway
department do this work rather than go to bid . Councilman Paul Smith
agreed with Mr . Wright to get the property cleaned up the sooner the
better . Councilman Ralph Wilbur feels there will be problems if the
work is done by the town . The motion was made by Councilman Paul
Smith to contact someone who can do this work and if under $ 2 , 500 . 00 .
check to see that there is proper insurance coverage and then have
Attorney , Richard Thaler draw up a contract . The motion was seconded
by Councilman Ralph Wilbur and carried by a vote of three ayes and
one abstention . Gordon Roberts has been asked to draw up specifications
on just what is to be done in cleaning up the property and then the
attorney will be contacted .
