INTRODUCTION
New York State’s County-wide Shared Services Initiative law requires County Administrator
Robert Corpora, as chief executive officer of the county, to prepare a property tax savings
plan for shared, coordinated and efficient services among the county, city, towns and
villages within Cortland County. A Shared Services Panel consisting of the County
Administrator as chair of the panel, the Mayor of the City of Cortland and each village, and
the Town Supervisors of each town within the county. It is required that a certified draft of
the plan be submitted to the Clerk of the Legislature.

NEW SHARED SERVICES PROPOSALS
The following shared services were voted to be included in the plan by the panel on
October 25, 2023:
PROPOSAL #1: Cortland County will be partnering with Capital Region BOCES, for a
prescription drug plan known as NYS Pharmacy Purchasing Coalition.
This plan will realize an estimated cost-savings of $543,171.
PROPOSAL #2: Village of Homer Police Department will be partnering with the Town
of Homer to move their Village Police offices into the Town of Homer
Town Hall saving money on rent and utilities for the Village and saving
money for security for the town hall for the Town. This plan will
realize an estimated cost-savings of $50,000.
PROPOSAL #3: Legal Services – the County Attorney to provide contract review and
other standard legal aid to Towns and Villages. This plan will realize
an estimated cost-savings of TBD.
PROPOSAL #4: Information Technology Services to City, Towns and Villages including
but not limited to phone service, purchasing, cyber security, help desk
support, etc. This plan will realize an estimated cost-savings of
$50,000 spread across several municipalities.
PROPOSAL #5: Document manage services through County LaserFiche contract. This
plan will realize an estimated cost-savings of TBD.
PROPOSAL #6: Centralized Tax Collection for City, Towns and Villages on a voluntary
basis. This plan will realize an estimated cost-savings of TBD.
PROPOSAL #7: Custodial Services to City, Towns, and Villages. This plan will realize
an estimated cost-savings of TBD.
PROPOSAL #8: Centralized/County-wide assessing for City, Towns and Villages on a
voluntary basis. This plan will realize an estimated cost-savings of
TBD.
PROPOSAL #9: Towns partnering with other Towns in the County to share Town
Courts locations and services. This plan will realize an estimated cost-
savings of TBD.
PROPOSAL #10: County to offer Risk Management services to include but not limited
to policies, training, inspections, etc. to Towns, Villages and City. This
plan will realize an estimated cost-savings of TBD.
PROPOSAL #11: County to install Leachate Pipeline thru various towns and villages
within the County with the possibility of improving and/or inspection
of current sewer systems. This plan will realize an estimated cost-
savings of TBD.
PROPOSAL #12: County to offer GIS services to Cities, Towns and Villages. This plan
will realize an estimated cost-savings of TBD.
TOTAL ESTIMATED ANNUAL SAVINGS: $959,073.00
PUBLIC HEARINGS
Three public hearings were held on the shared services initiative. Proof of Publication can
be found in Appendix A – Public Hearing Notices.
Public Hearing One
The first public hearing was held on December 5, 2023 @ 8:30am at the County Office
Building in Cortland. Feedback was requested from the public for shared services ideas to
be included in the plan.
Public Hearing Two
The second public hearing was held on December 5, 2023 @ 12:00 noon at the County
Office Building in Cortland. Feedback was requested from the public for shared services
ideas to be included in the plan and for the draft proposals approved by the Shared
Services Panel.
Public Hearing Three
The third public hearing was held on December 5, 2023 @ 5:00pm at the County Office
Building in Cortland. Feedback was requested from the public for shared services ideas to
be included in the plan and for the draft proposals approved by the Shared Services Panel.
UNION PARTICIPATION
All bargaining units county-wide were invited to participate in this process. Appendix B – Letter
to Union Officials.
CONCLUSION
This final plan is being provided to the Shared Services Panel on 12/18/2023.
I would like to thank the panel members for their participation in the process and the delivery
of a successful plan.
