HomeMy WebLinkAboutB - 04 Parks & Recreation Minutes 10/2023 Town of Cortlandville Parks and Recreation Commission Meeting Minutes The regular bi-monthly meeting of the Town of Cortlandville Parks and Recreation commission was held on Wednesday, October 18th, 2023 at 4:00pm. The meeting was held at GLSC office trailer. Commissions Present: Machell Phelps, Katy Wagner, Abe Johnson, Others Present: John McNerney and Jacob Rivers Excused: Matt Coats 1.The meeting started with a review of the minutes from the previous meeting which was held on August 15th, 2023. John talked about the RFP as a fall priority to get the ball rolling on the project. He also mention the civil service requirements for the new park maintenance supervisor position. John also talked about a conversation regarding Doug’s Fish Fry To-Go willingness to set up a food truck in 2024. 2. Reviewed John McNerney August and September Activity report with board members. Discussion was had regarding the following topics in the report: New fall Site Supervisors Ben Albright and Patrick Hartnett have been hired due to the loss of college students returning to school, Dugout Painting and trim project completed, New Backstop netting has been installed, John mentioned that Steve Woodard long time President of CCLL was stepping down in 2023 and a conversation with Dick’s Sporting Goods regarding a potential 2024 sponsorship opportunity at GLSC. 3. Parks & Recreation Maintenance Supervisor August and September Activity Report was reviewed. We talked about the damaged batters eye and the need to replace in 2023. His supervision of PT/Seasonal Cleaning staff also discussed. His maintenance duty of grooming and sweeping the fields was also discussed. 4. The commission members discussed possible candidates to replace John Folmer and timeline. A few town residents were considered but Abe and John decided to reach out to Brandon Galutz who is very active in youth sports locally and works at Bailey Place Insurance to gage interest. Goal would be to have new member in place by the start of 2024. 5. John lead a discussion regarding the DASNY grant application with Assembly Member Dr. Anna Kelles for a shared services mobile stage. The mobile stage would be a joint project with the Town, City and County. The City owned mobile stage that has been taken out of commission was used for over 20 local events and festivals annually. In the tentative plan Town will submit the application and help with storage, the city will complete bookings and collection of fees while the county assist with set up and deliver task. This new mobile stage will be a huge asset for the local arts community. 6. The commission was updated on the Town/CRSC RFP to update the economic impact and feasibility study for GLSC. A handout of the RFP was presented to the members in attendance. At the advice of the Cortland County Business Development Corp. encouraged to the town to apply for a Empire Development grant. The town did and was awarded a $32,500.00 planning grant award. RFP approval will be an agenda item this evening and upon review of submittals and associated fees a recommendation will be presented to the Town Board and Parks and Recreation Commission in December. If acceptable proposals are submitted we will under take the study during 2024 calendar year. 7. The commission was issued a 2024 Town of Cortlandville proposed Parks and Recreation budget. John talked about meeting with the finance staff in July to discuss planning for 2024. The goal was to forecast parks and recreation operating cost associated with personnel, supplies, equipment and revenues. Total parks and recreation budget is approximately $249,911.00 or 2.1% of the $11.8 million dollar budget. The meeting was adjourned at 5:15pm and next schedule meeting tentatively schedule for December 20th, 2023. Submitted by JMc and Machell Phelps.
