HomeMy WebLinkAbout2022-08-08 - Notes from Chair, Jay Cobb August 8,2022 5:09pm Town of Cortlandville Comprehensive Implementation Committee x The Committee explored many different areas of the Comprehensive Plan.We concentrated on the action plan outlined on page 5-3,table 5-1 of the plan booklet. 5-1a)Wellhead and Aquifer protection could be set up as a Critical Environmental Area on all wellheads;there should be a study of Travel Times for the aquifer. The Town has adopted a new Wellhead Protection and,Aquifer Protection Plan 2022. The committee believes that this new law covers the criteria that the Comprehensive Plan outlined. 5-1b)A-R zoning district the committee suggests increasing lot size in the Agricultural area to 5 acres for subdivision of Agricultural Land. Must follow the 2018 Farmland Protection Plan of 2018 and Cortland County Health Department regulations. 5-1c) Conservation Residential (CR) District Member Bruce Weber circulated zoning law 178-63 which allows for Cluster Development.We discussed PUD (Planned Unit Developments)Which Walden Oaks and Walmart are. We discussed R1 districts where Town Water&Sewer are conveniently accessed a lot size of 30,000 sq ft minimum according to Cortland County Health Department Regulations We suggest modifying the area near Cosmos Hill and Blue Creek Road Intersection to extend the R1 district into that area. 5-1d) Solar Energy Law-This Law has been adopted by the Town 2022 It is a well written law and we have nothing to add here. 5-1e) Business Overlay District we need to encourage and incentivise prospective developers or business to repurpose vacant or empty lots or buildings that are already on water and sewer to make efficient use of the infrastructure already in place. Rt 11 North to the Homer line and Tompkins St we recommend a change from B-2 to B1 5-1f) Industrial districts The original plan committee showed concern for this district in the vicinity of SR13 and SR281 it's a mixed zoning area. Their idea is that all • businesses presently there be grandfathered in and that we should suggest an appropriate zoning for this area. Our Implementation will have to revisit this @ a later date. 5-1g) New Mix Use Districts,The Implementation committee briefly addressed this and considers the SR11 North Corridor between the city line and Homer Village line, SR11 South city line to the Intersection of Ridge Road, also Tompkins St from the City Line to the intersection of SR281 and from there North to the City Line shoul;d be considered mixed use districts. This committee believes that all new developments are required to produce plans for proper runoff management conforming with present Town Stormwater Management. 5-1i) Stream Corridor overlay , it is suggested by the original Comprehensive Plan Committee to maintain a 30' buffer from the top of the bank minimum (The Implementation Committee agrees that somehow we need to define"top of bank") 5-1j)Visual Character To protect from the impact of soil erosion and sedimentation on slopes greater than 15%an engineer shall provide Stormwater plans for Cortlandville to review. The Implementation Committee also was tasked with defining a new district incorporating land on SR13 South near Gutchess Lumber Sports Complex. The committee suggests creating 5 business districts in order to accommodate 2 new districts. We defined 1 new area encompassing SR13 South from Empire Tractor to the Virgil Town Line ,both sides of SR13 and extending to sections of Byrne Hollow Crossing behind Essex Steel and the existing Byrne Dairy facility opposite side of the road.to Northeast.(Park Area) most restrictive area. Another area was defined as being from Empire Tractor North To Bennie Rd and -SR11 North from The City line to the Village of Homer line.
