Continually update Maps for All Town to use during project review and for issuance of
permits: This committee agreed with the Comprehensive plan's recommendations 4.2,4.3, 4.4
on pages 4-14 and 4-15. These address protecting and enhancing the Tioughnioga River, also
the Lime Hollow Nature Area and protect stream and wildlife corridors.
Update Site Plan Regulations
The committee recommends that there be an ongoing effort to stay current with the
Town's regulations and policies on zoning , subdivisions and site plan regulations using as a
resource other government recommendations such as FEMA, NYDEC, Cortland County Soil&
Water, and the local Health Department. We need to protect our Wetlands, and limit
development on fioodplains 'Top of Bank Development"(refer to previous discussion) in
particular, and on slopes 15%or greater.
Sense of Place
The Committee suggests that the Town develop some Welcome to Cortlandville signs
perhaps mentioning the home of Gutchess Lumber Sports Complex and Lime Hollow Nature
Center with some directions to these areas. Obviously a Gateway would Rt 13 just before the
Complex but other good locations would be exits from Rt 81 @ Exit 12 andRt 281, another
would be Exit 10 we suggest near the intersection of RT 11&RT41 for being the most effective ,
And if possible Rt 13 near Exit11 in the city.or Rt13 (Tompkins St) leaving the city.
The Town should identify the Town Center, locations of local Community centers or
pavilions where community g rou s could assemble for meetings or shows,and performances.

We have an open pavilion @ Gutchess Lumber Sports Complex also there may be a possible ,
also an open pavilion in Blodgett Mills, 2 more in McGraw @ the Purchase Recreation Park and
a community center there . Also in the future there is a small park near the water garage that
the Town could possibly erect a small pavilion there. Lime Hollow area has a few indoor areas
for meetings as does the Living History Center.
Assist Community Groups in finding available meeting spaces by suggesting contacting
The Cooperative Extension, Cortland County Convention &Visitors Bureau, Chamber of ,
Commerce, possibly assisting with these groups through use of the website and providing a link
to the Experience Cortland website. Use of the Town Newsletter. Also the Town could provide
Collaboration&Communication throughout this county possibly by use of the County Towns
and Villages committee. Also contact with Local School Districts in order to share development
plans. Page 4-16 section 5.4 has a list of other contacts the Town should work with as they
have been in the past.

partnership with the City of Cortland,The Village of McGraw, Blodgett Mills Hamlet and The

action to answer to this by the hiring of an Recreation director and putting a committee in place
for the management of our Town parks and Recreation activities.

a.)The Town should promote an expanded Broadband, we believe that the Town did a
study that addressed this. Possibly the Town could check into using some of the ARPA money
to fund this. There is training available for Seniors through the office of the Aging, Another
source is the libraries, and BOCES. The Town could also provide a Tab on the website for this
information.
b) Promote responsible development of renewable energy sources, The Town has
passed an Excellent Solar Law and our wind power regulations are up to date.
c)Collaborate with Cortland Transit, Seven Valley Coalition and others to improve the
public transportation system. Cortland Transit at this time is improving however they are
experiencing a manpower shortage @ this time.Also the Office of the Aging has acquired a bus
and will coordinate with Cortland Transit to reach outlying areas as soon as they can find the
drivers needed.
d) Collaborating with adjacent municipalities and agencies for shared services. The Town
should and does collaborate with adjoining municipalities.
e) Earn Climate Smart Community Certification, The Town would have to apply to
https://www.dec.ny.cov/energy/65494.html. The Committee suggests reaching out to the Village
of Homer and Town of Dryden as they have earned the Climate Smart Community Certification.
f)Actively seek funding opportunities The Town uses Thoma Development Consultants •
on a regular basis.
g) Support and Attract Community minded businesses. The Town should continue to
support and attract businesses that are conducive to the spirit of the community.
