HomeMy WebLinkAbout2022-12-13 - Notes from Chair, Jay Cobb Comprehensive Implementation Committee 12/13/2022 5:16pm Present were Mike Barylski, Bruce Weber, Cheryl Kenyon,Jay Cobb,Mr. Barylski presented a Guide from the NYSDEC on preserving NYState Scenic Roads that he was involved with During his tenure with the department which he feels this guide is relative to the Comprehensive plan Action#5-1j. Mr.Barylski and Weber believe that this section is beyond the scope of this committee.We discussed steep slopes of more than 15%will require erosion control. Please refer to zoning laws#178-90c(1)& E3.And developing a stormwater plan dealing with water quality&quantity. Page 5-5 section a&b. Prepare and Adopt Utilities Master Plan.>This committee believes that all future developments will be considered for sewer and water connections and all efforts to connect these future developments.We know that considerations pertaining to the number of units,physical location and proximity to existing utilities are the main issues that will be addressed when reviewing these applications. Prepare a Multi-modal Facilities Plan encompassing all transportation modes. >This committee believes that when new developments are presented for approval,the planning committee will suggest that all provisions for shared roadways, bike lanes, and sidewalks will be included. Expand use of Access Management Standards>The committee discussed the Local Waterfront Revitalization Plan suggested that the Town work with the CNY Living History Museum and The Village of Homer to develop a Waterfront Access Point Along the River.Town board may want to appoint a committee for this purpose. Protect/Strengthen Blodgett Mills Hamlet.>This committee recommends the Town appoint a resident from this area to address the issues and opportunities that may arise in Blodgett Mills. Protect/Enhance Tioughnioga River>The committee suggests that the Town Review the LWRP and work to implement Public access. The committee believes that the existing Stormwater Regulations cover this well. If not covered by existing regulations. For steep slopes of more than 15%erosion control must be established. Refer to Town zoning law 178-90c (1)&E3,We may need to develop a plan for Stormwater dealing with water quality and quantity.As is stated on pg 4-15, section 4.5 Limiting development is the most important factor. Pg.4-14 4.3 Protect Lime Hollow Nature Center> The town should maintain natural buffers to preserve this area from neighboring properties. This Committee believes that there already exist sufficient regulations for this. Page 5-5 Land Conservation Maps should continually update these to be used as a resource during project reviews and issuance of permits. b. FEMA regulates development in wetland areas, flood plains and slopes greater than 15%. c. Town should follow DEC Regulations to set buffers from"Top Of Bank"near wetlands and streams.
