The Board has previously waived the pavilion rental fees for the Large Pavilion in Stewart Park. The picnic planning committee is requesting that the fee be waived again this year. B. Request for Encroachment Agreemencense at 213 Cascadilla Street — Proposed Resolution 0 . We already have a recommendation from Parks Commission and it was found that there is not a requirement for a variance (see thread below). The Commission reviewed a similar proposal in January 2016 but requested to see the final design once available. The updated proposal shows the sign moved further away from Rt. 89 and into t�e fenced area of the garden. A few design features, including materials and the turtle at the top, have been revised as well. While a quorum was not present, all Parks Commissioners in attendance were supportive of the proposed new sign for the Ithaca Children's Garden. Parking is currently free along both sides of University Avenue. The west side of University Avenue is subject to odd -even parking and the east side is 24-hour limit parking. Occupancy was counted over several days in November/December 2016 and February/March 2017 during the morning, mid-afternoon and evening to capture a variety of conditions. As shown in Appendix A, occupancy on the uphill and downhill parking lanes along University Avenue varied between half and full occupancy. The lowest occupancy was noted during the evening time periods and highest in the mid-aftemoon. Parking occupancy counts were conducted simultaneously in the University Avenue parking lot, east of University Avenue, and along the 600 block of Stewart Avenue. Tlie University Avenue lot had between 60-70 open spaces at any time and Stewart Avenue had between 40-45 open spaces at any time. The University Avenue Parking Lot is owned by Cornell University; however, anyone with the Parkmobile app can park there for a rate of 75 cents per hour ($6 per day maximum) plus a 35 cent convenience fee. Per our conversations with Cornell an annual parking pass for $333.15 and on -campus residents can purchase an annual pass for $752.86. Inaplementation of Option I would necessitate removal of all 60 parking spaces along the rock wall and 15 spaces along the downhill lane for a total of 75 spaces. Alternative 2 would remove approximately 23 spaces on the east side of University Avenue to protect the existing utility ywlssav 2MLJ'4t'A-ikzY'.-J *'P University Avenue. Based on the parking occupancy counts, the removal of parking associated with Options 1 and 2 can be accommodated between the University Avenue Lot and Stewart Avenue with at least 25 unused spaces at any time. However, the loss of parking under Option 3 could not be absorbed by the University Avenue Lot and Stewart Avenue. The vast majority of those providing feedback indicated a preference for Option 1. Appendix B provides a summary of the typical comments received at the open house. Generally, the attendees seemed to favor alternative 1, as it was a compromise that allowed parking, and also provided an uphill bicycle lane. 2. Positive comments were received concerning the floating bus stop. To attendees, it seemed like a safe way to limit the potential bus and bicycle conflicts. 3. Many people talked about the condition oft e road and the need for it to be improved. Currently, the potholes impact the way people drive and bicycle along the roadway. 4. A few people suggested a parking permit system so residents of the street have preference tat reduced number of parking spaces. 5. One resident suggested a narrower (5') width sidewalk to eliminate the potential bicycles that would utilize the wider (7') sidewalk. 6. Some people wanted the design team to look at safe alternatives for the terminations of the bicycle lanes at the south and north ends of the project. They cautioned against an abrupt end to the bicycle lane at the intersection, leaving bicyclists to 'fend for themselves'. 7. There was some concern about the parking near the cemetery. Currently, the parking is not sa' and when larger vehicles park there, the rear end often extends out into the street. In addition, number of parking spaces near the cemetery entrance will be significantly reduced with Optionif That may be an issue, as there isn't any parking within the cemetery. Some attendees cautioned about the potential for bicycle and vehicle conflicts at the sharp curves between Linn Street and the cemetery. Often, vehicles tend to 'cut the comer' at these curves, which will wear away the bicycle lane striping. The bicycle lane striping in that location is the most critical, with all of the sharp turning movements. The suggestion was to include more durable striping and/or delineation in the form of reflectors or even plastic bollards in the pavement. University Avenue Open House 4/11/17 Page 2 of 2 10. One resident spoke about the amount of water that collects along the curb line in the very steep gutter. Often, this water gets so high it extends down driveways. 11. A concrete pad or shelter was suggested for the bus to at the University Avenue / Lake Street intersection. There is to a large group of people waiting for the bus when it is cold and rainy. 12. Many people asked about the utility poles and valued moving them to the west side of University Avenue to allow forte bicycle lane in alternatives I and 3. 13. The wide lanes of option 3 did not appeal to anyone, as they feel vehicles would end up traveling to as with the wider lanes. 14. There was a suggestion to add sharrows in the downhill lane to encourage vehicles to share the road with bicyclists. 15. There were a few comments regarding the popularity of the parking along University because it was free. According to some, the on -street parking is mostly used daily by Cornell students and faculty, not residents of the road. A Proposed Traffic Calming Process for the City of Ithaca Traffic calming request procedure: A traffic calming request form will be developed for residents seeking such improvements. The form will explain the process, will as questions about the perceived traffic problems, and will require signatures from over 50% of the nearby residents (as determined by the Traffic Engineer). Traffic calming projects can also be initiated by City staff or officials at the discretion of the Transportation Engineer. A master list of requests will be maintained by the Transportation Engineer that can be updated annually and re -ranked annually. Location selection factors: To determine if a location (which could be an intersection, a block, a neighborhood area, etc.) warrants the installation of traffic calming measures, a number of data types could be considered, depending on availability of data, such as: - Traffic speeds (851h percentile speeds and the percent of traffic traveling over the posted speed limit) - Traffic volumes Presence of schools, parks, bus stops, community services, and other pedestrian and bicycling generators The presence of existing pedestrian and/or bicycling facilities such as sidewalks and bike lanes Crash history 0 VIVI" of arterial streets) Residential Density along roadway Other factors or public feedback that might be relevant to a particular location If multiple locations are under review, they may be ranked to determine which ones are the most beneficial to,?.dv,,2ace.
