PRESENT: Mayor Anderson; Trustees Bisogni, collyer, Kira, Kozen, pimentel;Attorney Tyler; supt. of p.w. cross; police chief wall; Fire supr.Day. ABSENT: Trustee Fleuring, Treasurer Silber. OTHERS: David Yeater, Kay Newman, three rthaca High school students. Mayor Anderson called the meeting to order at 7 230 pM opening it to coilmentsfrom the floor. He calIed to the Boardrs attention the special meeting scheduledfor Friday, January 19 at 4:30 pM for rhe purpose of paying bilrs. Motion by Trustee Ki_ra, seconded by Trustee Collyer: VOTED to apProve the minutes of a regular meeting held December 18, 1995 aspreviously furnished Trustees j-n copy form. Trustees Bisogni, Collyer, Kira,Kozen, Pimentel voted yES. *** Mayor Anderson appointed Katherine Ner^nnan to serve on the Local Ad.visory Board ofReview to be held Tuesday, February 13, 1996 from 3 to 6 pM in the Village Ha11. It was the consensus of the Board to cancel the Annual Residentsr Meeting thisyear due to lack of attendance by Villager:s j_n the past. The Mayorrs report is as follows: -Letter from Gregory Rosati, resident of 100 Ridgewood Road., expressing his con-cern regarding the hazardous conditions that exist along the portion oi RidgewoodRoad that lies withj-n the Village of Cayuga Heights. Chief Wa1l comrnented. thatone soluti-on would be to install "No Parkj-ng" signs on both sides of this stretchfrom the intersection of Wyckoff to the Ci.ty 1ine. The possibility of one-waytraffic south was discussed and it was noted this would have to be coordinatedwith the city. The matter will be acted upon later in the meeting. -Letter from Dr- Eric Patterson of 168 Pleasant Grove Road who complains about snor^/ removal service ttwhere his driveway enters Pleasant Grove Roadtt and asecond concern about the water main access road which the Village opened. northof his property. Supt. Cross commented that the DPW crew is aware of the snowremoval problem and is making a special effort to keep his driveway clear, andin reference to the latter, he recommended a chain gate. -Number of responses from Villagers of the fine work Lhe DpW has done in clearinosnow from streets and sidewalks and Supt. Cross, in turn, relayed to the Boardthe menrs appreciation for the recognition. -Re Transmission Master Meter Agreement - on hold. No monthly report from the CHCA. Fire supt. Day presented his monthly report whi-ch is on file. Supt. Day announced the bid prices for the Rescue Pumper, stating the 1ow bidderis Seagraves. Motion by Trustee Collyer, seconded by Trustee Kira: RESOLUTTON 4718 - AUTHORTZE THE TSSUANCE OF $260,000 rN SERTAL BONDS OF THE VILLAGE OF CAYUGA HEIGHTS, NEW YORK, TO PAY COSTS IN CONNECTION WITH THE CONSTRUCTION OF A CUSTOM RESCUE PUMPER RES0LVED, by the Board of Trustees of the Village of Cayuga Heights, New york as fol I ows: Sectjon l. There are hereby authorjzedthe Vjllage of Cayuga Heights, New york purpose, whjch js hereby authorjzed: to be issued $260,000 serial bonds ofto pay for the fol I owj ng vil1age Minutes of Regular Meering - I/$l96 Io pay the costs associated wjth the acquisjtion of a new, classA, Custom Rescue Pumper for the Fire Department at an estjmatedcost of $277,000. it is hereby determined that the plan for thefinancing of such class of objects or purposes js by'the jssuance of not exceeding $260,000 serial bonds.of'said Vjlllge; that thepel19d of probable usefulness thereof is twenty yeari, pursuant to subd'ivision 27 of paragraph a of sectjon 11.00 of the Locar Finance Law; that said bonds will mature over a perjod not to exceed ten years, and that a down payment'is required thereof pursuant to Sectjon 107.00 of the Local Fjnance Law. The aforesajd serial bonds to be sold at private sale and allfurther powers in connectjon with the details and sale thereof are hereby delegated to the village Treasurer of said virlage 'in accordance with the Local Finance Law. Section 2. The faith and credjt of sajd Vjllage of Cayuga Heights, New York,are hereby'irrevocably pledged for the payment of the principai of andinterest on sajd bonds as the same respect'ive1y become.due and payable. Subject to the provisions of the Local Finance Law, the power toauthorjze the issuance of and to sell bond ant'icipation notes in antic'ipationof the issuance and sale of the serjal bonds herein authorized, includihg renewals of such notes, is hereby delegated to the Village Treasurer, thechief fiscal officer. Such notes shall be of such termsl form and contents, and shall be sold in such manner, as may be prescribed by sajd villageTreasurer, consistent with the provisjons of the Local F'inance Law. Section 4. r) 2) The validity of such bonds may be contested only if: Such obligations are authorized for an object or purpose for which sa'id Vjllage js not authonjzed to expend money, or The prov'isions of law which should be complied with at the date_of publication of th'is resolution are not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days aiter the dateof such publ ication, or Such obl igations are authorized in v'iol ations of theprovisjons of the Const'itution. 3) Sec!i9! 5. Motlon by Trustee pimerntel, seconded by ltrustee Kira: RESOLUTION 4719 - AUTHORIZE EXECUTION OF FIRE PROTECTION CONTMCT WI:[H TOWN OF ITHACA VOTED to aPprove the renewal of the contract for Fire protection with the Town ofIthaca (see also minutes of L2/IB/95 - Resolution 4717) in the northeasg sectorof the Town which is defined in the contract dated December 29, 1995, to run forfive years and to authorize the Mayor to execute same in the form received fromthe Tor^m of rthaca on or about December 22, 1995. Re the Franchise Agreeinent with Tirne Warner cabre, the Attorney was advised tocontinue working through the rntermunicipal cable commission toward finalizingan Intermunicipal Cablre Franchise Agreement and. the Board recommended that thevillage of cayuga Heigtrts take the lead for same. The question of cost sharingarose without discussion. After sorne discussion] the Board agreed. to delayaction until the special meeting scheduled for January 19, 1996. Notice received from T.c. solid waste that the tipping fee of $60/ton will beheld through 1996. Discussion arose concerning:the legality of homeowners plowing sno\4r off theirdri'veways into sj-dewalksr the question of whether there is greater saltapplication to roads than had been done in previous years, stake rernoval atthe Norberg and Teichthesen properties (supl. cross was instructed to writethem again). supt' cross was authotized, to hj-re someone to update the fire and smokedetection alarm system in the Village Ha11, and also to pursue the problemwith the heating system above the sutton conference Room and to d.o whateveris necessary to correct j_t.
