TOWN OF DANBY
SPECIAL BOARD MEETING MINUTES
April 28 , 1975
A special meeting of the Danby Town Board was held April 28 , 1975
at the Danby Town Hall , Town of Danby , Tompkins County , New York
at 7 : 45 P . M . .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Clyde Carrier
Justice Floyd Dorn
Justice Milton Todd
Also present : Joseph Hulbert Highway Superintendent and Edward Slights .
Supervisor A . Francis Wright received notification that the Town of
Danby ' s application for participation in the National Flood Insurance
Program lacked the certification of the resolutions necessary to
qualify the town to participate in the program . The clerk..was instructed
to mail the necessary certifications to the Department of dousing and
Urban Development .
The board looked over the application for a permit to mine in the Town
o f Danby in accordance with the requirements in the New York State Mined
Land Reclamation Law of 1974 . The Highway Superintendent has done the
✓ equired advertising and has been working with the county on parts of
the application . Maps will be needed and more work will be done to , .

The Freedom of Information Law was discussed . The motion was made by
Supervisor A . Francis Wright that the charge for copies should be $ 3 . 00
for up to three sheets and $ 1 . 00 for each additional sheet . Councilman
Clyde Carrier seconded the motion which was carried by a vote of five
ayes and no noes .
The amount of money to be received by the town as their share of Federal
Revenue Sharing funds will not be as large as last years . The amount to
be received will be $ 12 , 669 . 00 for the year starting July 1 , 1975 and
ending June 30 , 1976 . Budgets set up for Federal Revenue Sharing may be
amended following the guide lines set by the Federal Revenue Sharing
Office . It is not necessary to notify the Federal Revenue Sharing Offfice
o f the ammendments . The board discussed the possibility of using this
years Federal Revenue Sharing monies to build a town highway machinery
building . After a lengthy discussion as to the type of building , size
needed and the , necessary wiring , Councilman Ralph Wilbur made the motion
that this years Federal Revenue Sharing funds be budgeted for building
a town highway machinery building . The motion was seconded by Justice
Milton Todd .

Carried five ayes and no noes .
Hospital insurance for the town highway employees was discussed . The
policy currently in force was compared to the coverage offered by the
State Employees Health Insurance Plan . The policy now carried by the
town has a lower yearly premium put less coverage than The State
Employees Health Insurance Plan . Justice Milton Todd made the motion
to cancel the health insurance with Metropolitan Life Insurance Co . and
apply for The State Employees Health Insurance Plan . The motion was
seconded by Councilman Clyde Carrier .

Carried by a vote of five ayes and no noes .
The up coming referendum for the Town Hall was discussed . It will have
to be decided when the referendum will be held and what will be included
in it . It was suggested that the Planning Board and the Town Board meet
and invite interested people to talk over the referendum . Something
must be started now as the dead line to have something prepared is
July 15 , 1975 . The architect must be alerted . Someone must talk to
Mr . Thaler . The option to purchase the property next door to the Town
Hall needs to be looked into . The . board must know if it is still
available and for what price . Supervisor A . Francis Wright will set a
meeting date with Ernest Cole of the Planning Board .
