M . at the Danby Elementary School , Town of Danby , Tompkins County , New York on April 14 , 1975 . Board members present : Supervisor A . Francis Wright Councilman Clyde Carrier Councilman Ralph Wilbur Justice Milton Todd Justice Floyd Dorn . Others present : Mildred Weitzel , Edward Slights , Erie J . Miller , Ralph Sager , Louise Carrier , Mr . & Mrs . Corbitt , Mildred Miller , Mary Miller , Gould Coleman , Moses Peter , Betty Melchen , John Novarr , Paul Mackesey , Beatrice Hogben , Liz croft , Beverly Hogben , Mr . Sebesta , Becky Sundquist , John Turk , Lou Billington , Fred Pampuch , Arvo & Charlotte Hautala The minutes of the March 10 , 1975 meeting were approved as presented . The motion was made by Councilman Ralph Wilbur and seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . Application of Supervisor for the Extention of time for the collection of 1975 Town and County taxes . 15 . Minutes of the Board of Zoning Appeals Meeting of March 26 , 1975 . 16 . Resolution #24 — —Apportionment of Dog Monies adopted by the Tompkins County Board of Representatives January 28 , 1975 . 17 . A resolution for the purchas: bjof a recorder for the County to be considered by the Danby Town Board . PRIVILEGE OF THE FLOOR : - in, Justice Floyd Dorn discussed the problem of brim people into court for failure to purchase a dog license . This year 88 summonseswere issued . He suggested that the town adopt a dog ordinance rather than issue summonses under the Agriculture and Markets Law as we have been doing . Gould Coleman introduced John Novarr and Paul Mackesey who have drawn up plans for and estimated the cost of restoring the Town Hall and adding new office space . He discussed what has happened in the past year as it relates to the Town Hall . John Novarr passed out information sheets showing the estimated cost of materials and labor to renovate the Town Hall . The estimated cost is $ 56 , 252 . 56 . He then answered questions from the floor and the town board . A lengthy discussion followed . Supervisor A . Francis Wright pointed out that the job of renovating the town hall would have to be put to bid . The land next door would need to be purchased for parking space . This would be an added expense not accounted for in Mr . Novarr ' s estimate . The board is not ready at this time to make a decision on what to do about the Town Hall . Councilman Clyde Carrier made the motion that the renovation estimates submitted by N ovarr and Mackesey be included along with the other plans the board has been working with . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . Councilman Clyde Carrier amended this motion to include the fact that the Town Board would answer the matter of the Town Hall in three months time . The date set for this answer was July 15 , 1975 . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . When asked what the Town of Danby is doing for the Bicentenial Celebration Supervisor A . Francis Wright stated that there is a county wide committee working on this and Danby is represented . Mr . John Turk stated that the condition of Comfort Road where -he lives is very bad and he asked for some repair work to be done . Lou B illington and Fred Pampuch who also live on Comfort Road said the condition of the road is bad . They realize not much money is available for work such as this but would be satisfied with some gravel to fill the holes and the repair of a culvert . After a lengthy discussion it was decided that the Highway Superintendent would do some repair work on the road and install a culvert . B everly Hogben asked if the Town Hall is going to be in condition to be used by the teenagers . Supervisor Wright stated that there is no objection to the teenagers using the Town Hall . They must first develope a program supervised by adults and present it to the Town Board for final approval . Town Board Minutes - April 14 , 1975 - Page 3 Privilege of the floor continued : Moses Peter stated that he would like to see Danby do something on their own for the Bicentenial Celebration . Possibly it could be something that could be done annually . Erie J . Miller stated that restoration of the County Court House was voted down at the board meeting today . He said he would answer questions if anyone had any . COMMITTEE REPORTS : • A . Highway Report - Work is being done on Michigan Hollow Road and also ditch work . B . West Danby Water District - Everything seems to be in good order . C . Insurance - Nothing has been received on Flood Insurance . As the application was sent in some months ago the clerk was asked to write and find out what the status of the application is . Information on health insurance was turned over to Milton Todd for committee work . D . Refuse Collection and Disposal - No report . E . Youth - No report . F . Zoning and Planning - No report . G . Fire - Councilman Ralph Wilbur stated that he will meet with the fire commissioners to discuss contract work with the south part of the Town of Ithaca . H . Cemetaries - No work done this year so far . OLD BUSINESS : A . Highway Superintendent - No report . B . Zoning Officers report - A written report was submitted . C . Appeals Board Chairman - The minutes of the last meeting were read f and Moses Peter reported that a request for a special permit for an airstrip on Gunderman Road will be heard . D . Planning Board Chairman - No report . E . Freedom of Information Law - Turned back to committee for further study of fees . NEW BUSINESS : Craig Boniface has agreed to serve as the representative from the Town of Danby to the County Bicentenial Celebration Committee . Moses Peter declined to work with him . The clerk reported that she found a typewriter that would be appropriate for the office of the Town Clerk . The cost of the typewriter would be $344 . 25 . Milton Todd made the motion that the clerk be authorized to purchase the typewriter for her office . Councilman Clyde Carrier seconded the motion . RESOLUTION #7 . APPROVE THE PURCHASE OF A TYPEWRITER FOR THE TOWN CLERKtS OFFICE FOR $ 344 . 25 . Francis Wright made the motion that the Town Clerk be appointed as the registrar to keep a list of names , address and telephone numbers of operators of underground facilities in the town in compliance with New York State Industrial Code ( Rule ) 53 . This will be duly advertised . Councilman Ralph Wilbur seconded the motion . RESOLUTION V8 THE CLERK NAMED OFFICIAL REGISTRAR OF OPERATORS OF UNDERGROUND FACILITIES IN THE TOWN OF DANBY Roll Call Vote : Wright - aye Wilbur - aye Carrier - aye Dorn - aye Todd - aye Carried by a vote of five ayes and no noes . The application for a permit to mine in the Town of Danby in accordance with the requirements contained in the New York State Mined Land Reclamation Law of 1974 was turned over to the Highway Superintendent . Councilman Ralph Wilbur made the motion that the Town not join the Civil Service Employees Association , Inc . at this time . The clerk was asked to notify Jack Miller of the boards decision . The motion was seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . The application for the extension of time to collect late Town and County taxes was signed by the supervisor to be mailed to the County Administrator . After some discussion it was decided by the board to send a copy of the town board minutes to the editor of the Danby Area News . This to be done monthly . . _ Road signs were discussed and it was noted that the Nelson Road sign has been reset . Councilman Ralph Wilbur asked that Justice Floyd Dorn and Justice Milton Todd draw up a dog ordinance for the town to be in force by the end of the year when dog licenses are due again . Supervisor A . Francis Wright said that Attorney Thaler has everything ready to go to court April 15th . on the Maycumber situation . Junk around the town was discussed . There seem to be many new violations that should be brought to the attention of the Zoning Officer . Councilman Clyde Carrier stated that May 10th is Danby Cleanup Day . Volunteers are needed . Auto Salvage will haul junk cars away if called by the owner . Milton Todd made the motion to authorize the Highway Superintendent to use town equipment and hire his employees to help 411 ; with the clean up . General Fund Warrant #4 in the amount of $ 5 , 553 . 69 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . Highway Fund Warrant #4 in the amount of $ 2 , 083 . 53fwas approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . West Danby Water District Warrant #4 in the amount of $ 25 . 90 was approved to be paid . The motion was made by Supervisor A . Francis Wright and seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes .
