TOWN BOARD MINUTES
January 23 , 1975
A special meeting of the Danby Town Board and the Danby Town
Highway Employees was held January 23 , 1975 at the Danby Fire
Station , Town of Danby , Tompkins County , New York at 8 : 15 P . M .
Board members present - Supervisor A . Francis Wright
Board members absent - Councilman Ralph Wilbur
Councilman Clyde Carrier
Justice Milton Todd
Justice Floyd Dorn
Others present : Joseph Hulbert , Highww Superintendent ; Mr , Westmiller ,
County Highway Department ; Mr . Button , County Highway Department ;
Ardith Davie , Mr . & Mrs . Ronald Oshier , Elizabeth Helemitz , Gene
Helemitz , Ken Coddington , Mr . Westmiller , Tim Chaffee and Alex Soule .
The purpose of the meeting was to discuss the raise in pay given to
the Danby Town Highway employees for 1975 . The highway men stated that
theyare the next to the lowest paid highway employees in the County .
The 4% increase given the men is not a cost of living raise as the
cost of living has increased by much more than 4% this past year . The
health insurance for the town highway employees is not satisfactory .
The highway men feel that a 10% raise is What they should have . It
was mentioned that the Danby Highway Men must have more experience to
do their jobs than the county men as they must know how to do all the
jobs involved in the highway work instead of one specific job . Also
the question was asked why are raises for the employees decided on
after the meeting is over and the clerk gone ? The men feel that the
Town Board should handle the matter of raises with more concern and
in a more reasonable manner at budget time . They would like to ask
Hugh Hulbert to attend the next Town Board Meeting . Joseph Hulbert
stated that he feels the money is available to pay the men a 10%
increase . : , The budget he submitted at budget time included this much
increase in salaries .
Several people came to the meeting to show support to the highway
employees . Gene Helemitz spoke for the group saying the highway people
have done a good job and they would be willing to pay the increase
in taxes if this is necessary to give the men the raise they are
asking for .
Supervisor A . Francis Wright stated that wage rates must be
established at budget time . The retirement program that is new this
year is paid for entirely by the town . He stated that it would be
necessary to borrow money to pay the men the 10% increase they are
asking for . As he was the only board member present he said he could
make no decisions but would take the information given him to the
rest of the board for their decision .
Supervisor A . Francis Wright stated that the date of the next board
meeting will be changed from the 10th of February to the 17th as
several of the board members will be attending the Association of
Towns meeting on the 10th . He stated that he would notify the
public of the change .
Meeting adjourned at 9 : 30 P . M .
