SPECIAL BOARD MEETING MINUTES
December 19 , 1974
A special meeting of the Town Board of the Town of Danby and Planning
Board of the Town of Danby was held December 19 , 1974 at the Danby
Elementary School , Town of Danby , Tompkins County , New York at - 7 : 40 P . M .
Members present : Supervisor A . Francis Wright
Councilman Clyde Carrier
Councilman Ralph Wilbur
Justice Floyd Dorn
• Others present : Glen Kline , Stanley Kirk , Mr . Westmiller , Mr . Soule ,
Edward Slights , Joseph Hulbert , Ernest Cole , Donald Graham , Bob
Boehlecke and the Ithaca Journal reporter .
Supervisor A . Francis Wright said that the highway improvement , program
has been completed . The 1974 Highway Budget has been exceeded by
2 , 492 . 42 . This total is made up of the following : Brown Road Bridge
8 . 05 ; Nelson Road $1 , 113 . 19 ; Ridgecrest Road $634 . 54 ; Brown . Road
15 . 0 ; East Miller Road $106 . 60 ; and surfacing East Miller Road $614 . 64 .
Mr . Wright made the motion to transfer $2 , 492 . 42 from Highway Account
DR5110 . 4 item one to Highway Account DE5150 item one in order to balance
the 1974 budget . The motion was seconded by Councilman Clyde Carrier .

Carried four ayes and no noes . .
Glen Kline explained agricultural districts in Tompkins County with the
help of a map . Agricultural Districts are formed for an eight year
period and reviewed and possibly revised at the end of . this • period .
To form a ' district land owners must get together and make application to
the county . Then it is turned over to the Board of Representatives who
can accept or reject it . ' If accepted it goes on to the state for .
approval . If approved at this level it goes back to the Board of
Representatives who again can either accept or reject it . Such . . a district
prohibits towns from passing a nusance ordinance ; makes it necessary
to follow a certain proceedure in installing water and sewer districts ;
makes it necessary to follow a certain process in constrActing highways
where property must be purchased ; there is a farm use tax assessment ;
tax for sewer and water would be treated with an exemption The idea
for starting agricultural districts is to encourage land owners . to stay
in farming . A ' petition has been signed by eleven persons in the Town
of Danby to have an Agricultural District formed in the twin . If a
district is formed it will not affect the Danby Zoning Ordinance as it is
0 already in force . The ' Town Board and Planning Board were asked to react
to this by writting to the County Board of Representatives or by attending
public hearings . This is their only way to react .
Town Highway ' Superintendent Joseph Hulbert asked that the Town Board
consider raises in pay for the town highway employees . A long discussion
followed but no dicisions were made . The highway committee will go over
the figures more closely and make a decision .
Archetect Bob Boehiecke presented the board with estimates of the cost
of several different options for town offices . This included the Option
presented by Historic Ithaca for renovating the old Town Hall . The
possibility of combining town offices with the highway barns was discussed .
A lengthy discussion of all options presented followed . No conclussions
were draWn from the information given .
The meeting was adjourned at 10 : 15 P . M .

WHEREAS , at a . special meeting of the Danby Town Board , at the
Danby Elementary School , Town of Danby , Tompkins County , New York ,
on December 19 , 1974 , it was ,
RESOLVED , that the highway budget for 1974 was exceeded by
32 , 492 . 42 making it necessary to transfer this amount from
highway account Dr5110 . 4 item I to highway account DE 5150
item I in order to balance the 1974 budget , and therefore may
it be further ,
RESOLVED , that the town supervisor be authorized to make the
change in the accounts .
