TOWN OF DANBY
TOWN BOARD MINUTES
December 9 , 1974
The regular meeting of the Danby Town Board was called to order
at 8 : 00 P . M . at the Danby Elementary School , . December 9 , 1974 .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Clyde Carrier
Justice Milton Todd
Justice Floyd Dorn
Others present : Gordon Roberts , Edward Slights , Mike Wiese , Mary
and Roy Casterline , Mrs . Carrier , Joe Hulbert , Jimmie Miller ,
Ernest Cole .
The minutes of the November 11 , 1974 meeting were approved as
presented . The motion was made by Justice Milton Todd and
seconded by Councilman Clyde Carrier and carried by a vote of
five ayes and no noes . .
COMMUNICATIONS :
1 . A letter from Ithaca Real Estate Agency concerning a
parcel of land that is for sale in the town .
2 . A letter from the Tompkins County° . Municipal Official ' s
Association advising the board of their December 18th
dinner meeting .
3 . A letter from the New York State Executive Department
Office for the aging concerning state aid for Municipal
Recreation Programs for the elderly .
4 . A letter from the Ithaca Journal advising the board of an
increase of legal advertising rates .
5 . A letter from the State of New York Public Service
Commission concerning Electric and - Gas rate increases .
6 . Resolution #228 from the Tompkins County Board of
Representatives - Apportionment of Mortgage Tax .
7 . Resolution #229 from the Tompkins County Board of
Representatives - Workmen ' s Compensation Budget and
Apportionment Mutual Self Insurance Plan .
8 . A meeting of the West Danby Water District Commissioners
of December 4 , 1974 .
9 . Minutes of the meeting of the Town of Danby Planning Board
November 20 , 1974 ,
410 10 . A letter from the Danby Fire District concerning a change
in their 1975 budget .
11 . Minutes of the meeting of the Danby Board of Zoning Appeals
• held November 6 , 1974 .
PRIVILEGE OF THE FLOOR : -
Mr . Ernest Cole questioned the use of snowmobiles on Nelson Road . He
feels that the section where he lives in very dangerous place for
the snowmobiles . He was advised that all town roads are open to
snowmobiles excepting Gunderman Road . The matter of the problem on
Nelson Road will be turned over to the Highway Committee for them to
review':

Privilege of the Floor continued :
Jimmie Miller Danby ' s representative to the Tompkins County Board of
Representatives stated that the board 'had - voted that day fourteen to
one in favor of anew hospital for the county . Next week the board
will work to straighten out the management problem at the hospital .
The dot quarantine law has been passed and • will become effective .
12/15/74 . - Also a County Youth Program 1s being talked about . A
long discussion followed . .
COMMITTEE REPORTS : •
Aiir Highway report - The highway department- has. ... been busy . cindering ,
cleaning out ditches and some road. patching .
B West . Danby . Water District - A new member, of the board of
Water Commissioners will need to be appointed as Mr . Sinn ' s
I term ends this month.
C Insurnace - The Town Board would like to hear from a
representative of Blue Cross and Blue Shield as the town
employees are not satisfied with their present policy.
D. Refuse Collection and Disposal - Clyde Carrier said that refuse
Is being dumped on Bald Hill and something should be done to .
stop this . Jimmie Miller said that he would contact Robert
Tompkins County Sheriff and ask for his help in this matter .
E Youth - nothing . •
F. Fire - There will be an election December 10 , 1974 .
G. Zoning and Planning - Written reports : were submitted .
H. Cemetaries - No report . - -

. Floyd Dorn reported on his visit to the Orient . He said that we can
be glad that we are a young township and have some control over our
future: The countries he visited are much older and have many
more problems:
Highway Superintendents Report - Joseph Hulbert said that raises
for the highway men have not been discussed and that this should
be done as soon as possible & There have been oomplaints on the
snowmobile signs . The clerk was asked to look up and see if there
is ' a curfue on time snowmobiles may be operated . A 'grade all may
be needed in the near future.
Zoning Officer - A written report was submitted . He has met with
Richard Thaler ; Attorney and discussed the Mayeumber situation . Mr .
Thaler will advise the supervisor on this matter . Mr . Roberts has
been looking into the commune situation in the town .
Appeals Board Chairman - no report
• Planning Board Chairman - no report . . .
Supervisor A . Francis Wright stated that 494 . 42 was needed in the
West Danby Water District Account SW83404. - . .. He made the motion to
modify the West Danby Water District Budget . by transferring $94 . 42
from SW8340 . 2 to SW8340-. 4o Milton Todd seconded the motion .

NEW BUSINESS : '
Mike Wiese a representative of the Denby Community Council came to
the board seeking approval to spend the balance of the amount allotted
to the Community Council to extend the youth program to be used for
salaries or equipment or supplies . He understood that the budget
must be ammended . It was not necessary for the budget to be ammended .
Milton Todd made the motion that the Community Council be granted
their request . Councilman Clyde Carrier seconded the motion which
was carried by a vote of five ayes and no noes .
Mr . Hemming of Ithaca Real Estate has suggested that he be allowed
to present an offer in behalf of the Town of sDanby for the property
at 1815 Danby Road in his letter to Mr . Wright . He did not appear
at the meeting . Councilman Clyde Carrier made the motion that this
matter be tabled for now and a committee set up to study it .
Justice Floyd Dorn seconded the motion which was carried by a vote
of ' five ayes and no noes . Supervisor A . Francis Wright stated that
the Highway Committee would handle this and asked the clerk to mail
Councilman Ralph Wilbur a copy of Mr . Hemmings letter .
The clerk was asked to make reservations for the town officials for
the Municipal Officials Association of Tompkins County dinner
meeting of December 18 , 1974 .
A special meeting of the Denby Town Board will be held December 19 ,
1974 at the Denby Elementary School at 7 : 30 P . M . with the planning
board , Mr . Glen Kline will discuss setting. up an agricultural
district in the Town of Denby .
A study needs to be made of the old town hall by the architect , He
in turn should make recommendations to the Town Board . Councilman
Ralph Wilbur made the motion that Mr . Boeahlecke make a study of the
old Town Hall . Justice Milton Todd.. seconded- . the motion which was
carried by a vote of five ayes and no noes .
Gordon Roberts stated that he received at letter from the State
Transportation Department saying that all signs on state highway
right of ways will be removed .
General Fund Warrant #12 in the amount of $2 : 732 . 33 was approved to
bespaid . The motion was made by Councilman Ralph Wilbur and seconded
by , Justice Milton Todd and carried by a vote of five ayes and no noes .
Highway Fund Warrant #12 in the amount of $4 , 517 . 48 was approved to
be paid . The motion was made by Councilman Ralph Wilbur and seconded
by Councilman Clyde Carrier and carried by a vote of five ayes and
no , noes .
West Danby Water District Warrant #9 was approved to be paid in the
amount of $46 . 75 . Justice Milton Todd made the motion which was
seconded by Justice Floyd Dorn and carried by a vote of five ayes and
no noes .
Justice Milton Todd made the motion to accept the Supervisor ' s
reports . Councilman Clyde Carrier seconded the motion which was
carried by a vote of five ayes and no noes .
Justice Milton Todd made the motion to adjourn the meeting , The
motion was seconded by Supervisor A . Francis Wright and carried by
a vote of five ayes and no noes .
