TOWN OF DANBY
TOWN BOARD MINUTES
November 11 , 19 74
The regular meeting of the Danby Town Board was called to order at 8 : 10 P . M .
at the Danby Elementary School , November 11 , 1974 .
Board members present : Supervisor A . Francis Wright
Councilman Clyde Carrier
Justice Milton Todd
Board members absent : Councilman Ralph Wilbur
Justice Floyd Dorn
• Others present : Moses Peter , Ernest Cole , Mrs , Carrier , Edward Slights ,
Joseph Hulbert , Robert Snedden , Gordon Roberts , Gould Coleman and the
Ithaca Journal reporter .
The minutes of the October 14- , 1974 meeting were approved as presented .
The motion was made by Justice Milton Todd and seconded by Councilman
Clyde Carrier and carried by a vote of three ayes and no noes .
COMMUNICATIONS :
10 A letter from Thomas Campbell owner of the former Grange Hall
in West Danby .
2 . Minutes of the meeting of the West Danby Water Commissioners
held November 6 , 1974 .
3 . A letter from Mary Casterli. ne stating_ the names of the people
with water bills that have not yet been paid .
4 . Minutes of the Town of Danby Planning Board meeting held
October 16 , 1974 .
5 . A letter from the Association of Towns of the State of New York
asking for a list of the state mandated programs undertaken
in the Town of Danby .
6 . A letter from the Ithaca Journal explaining the raise in the
cost of legal advertising affective November 4 , 1974 .
7 . A letter from the Danby Board of Zoning Appeals advising of
the necessity of Appeals Board Members taking the oath of
office .
PRIVILEGE OF THE FLOOR :
Bob Snedden „ the Town of Danby Representative to the Enviromental
Management Council , reported on the meetings he has attended .
A date was set for a meeting with the friends of the Town Hall ; the
Town Board ; and the Town Planning Board . The meeting will be held at
the Town Hall on Thursday , November 21 , 1974 at 7 : 30 P . M .
• Moses Peter stated that the Snowmobile Club will help the town in
putting up the snowmobile signs . He also stated that he thought it was
IIa bad thing for the Town Board to allow an individual in the town to
remove a road sign and put up his own sign .
COMMITTEE REPORTS :
A . Highway - No report .
B . West Danby Water District - There is a bad motor that will have to
be replaced .
C . Insurance - No report .

Committee Reports continued :
D . Refuse Collection and Disposal - Councilman Clyde Carrier reported
that he challenged an outfit dumping septic waste on private
property . They had a permit from the Health Department but nothing
was on file at the Zoning Officers office . Mr . Carrier stated that he
felt Gordon Roberts should have a copy of all such permits on file
and also that town officials should have some means of identification
to carry with them . This matter will be brought up at the next
municipal officers meeting .
• E . Youth - A meeting was held with Mr . Desrochers the State Youth
Director which seemed to be very helpful .
F . Fire - There were three fires last week . The old fire truck has been
sold . The new truck is ready for delivery .
G . Cemetaries o No report .
OLD BUSINESS :
Report of Highway Superintendent = The trucks are ready for snow plowing
when necessary . The Lieberman ' s have requested a bus turn around .
Problems with the changing of road signs should be looked into by the
Town Board and raises for highway employees should be discussed . The
highway committee will look into this and report back .
Report of Zoning Officer - A meeting has been set with Dick Thaler at
4 : 15 P . M . November 12 , 1974 to go over some problem cases .
Report of Appeals Board Chairman - Moses Peter stated that he was pleased
with the joint meeting of the Planning Board ; Town Board and the Appeals
Board . He apologized for the poor attendance of the Appeals Board
Members . He stated that the board is having problems with attendance .
He asked if the Town Board had any suggestions to make to help with
this problem . The Town Board suggested a news release ; possibly a letter
from them outlining the duties of Appeals Board members ; and possibly
Town Board members could attend Appeals Board meetings . The secretary
will advise them of the meeting dates .
Report of Planning Board Chairman - Ernest Cole felt that the joint
meeting of the boards was sucessful . At the regular meeting of the
Planning Board they have started work on the zoning ordinance . The
next meeting will be held November 18 , 1974 at the Danby School .
T . V . Cable bids will be delayed until next month .
Supervisor A . Francis Wright made the motion that the unpaid water bills
in the amount of $1 , 416 . 15 for October 1 , 1973 through September 30 ,
1974 be added to the tax roll . Justice Milton Todd seconded the motion .

Councilman Clyde Carrier made the motion that the preliminary budget be
adopted as presented as the 1975 Town of Danby Budget . The motion was
seconded by Justice Milton Todd .

The clerk notified the Town Board that Jean Nowack has consented to
act as alternate Election Inspector for Danby District II to replace
Anna Covert who has resigned . Justice Milton Todd made the motion
that Jean Nowack be appointed as alternate Election Inspector . The
motion was seconded by Councilman Clyde Carrier and carried by a vote
of three ayes and no noes . The clerk will notify Mrs . Nowack .
IISupervisor A . Francis Wright stated that the clerk will make reservations
for the Town Officials who are able to attend the Association of Towns
Meeting in New York City . The meeting will take place February 10 , 11 ,
and 12 , 1975 .
rThe committee set up to study the Public Information Law will not meet
until December 1 , 1974 . Some rules will need to be set to give guide
lines for fees for making copies of documents and the reasonable access
to the records .
It was noted that the salaries for the election inspectors to be paid
exceeds the amount left in the account for this purpose . Councilman
Clyde Carrier made the motion that $244 . 20 be taken from A1990 . 4
Contigent Account and added to A1450 . 1 Elections . This will cover the
deficit . Justice Milton Todd seconded the motion .

paid . The motion was made by Justice Milton Todd and seconded by
Councilman Clyde Carrier and carried by a vote of three ayes and no noes .
Highway Fund Warrant #11 in the amount of # 2 , 246 . 83 was approved to be
Paid . The motion was made by Justice Milton Todd and seconded by
Councilman Clyde Carrier and carried by a vote of three ayes and no noes .
Justice Milton Todd made the motion to accept the Supervisor ' s reports .
Councilman Clyde Carrier seconded the motion which was carried by a
vote of two ayes and no noes .
Justice Milton Todd made the motion to adjourn at 9 : 40 P . M . The
motion was seconded by Councilman Clyde Carrier and carried by a vote
of three ayes and no noes .

Danby Elementary School , Town of Danby , Tompkins County , New York , .
on November 11 , 1974 , it was ,
RITSOLVED , that "244 . 20 be transferred from continent account
A1990 . 4 to A1450 • . 1 for elections as this amount is needed to
nay the election inspectors for. 1974 . The Supervisor is hereby
authorized to make the necessary changes .

TOWN OF DANBY
PUBLIC HEARING ON PRELIMINARY BUDGET
November 14 1974
The town Board of the Town of Danby held the public hearing on the
proposed budget for the Town of Danby for the year 1975. at the
Denby Elementary School ; November 14 1974 at 7 : 00 P . M . Notice of
the public hearing was duly advertised in the Ithaca Journal
Board members present : Supervisor A . Francis Wright
Councilman Clyde Carrier
Justice Milton Todd
411 Board members absent : Councilman Ralph Wilbur
Justice Floyd Dorn
Others present : Moses Peter , Ernest Cole , Mrs . Carrier , Edward
slights,- Joseph Hulbert Robert Snedden , Gordon Roberts and the
Ithaca Journal Reporter .
Supervisor A. Francis Wright called the public hearing to order and
reviewed the proposed amounts to be raised by taxes in the
preliminary budget for 1975 . All persons present were given a copy
of the proposed budget: He stated that there has been an increase
in the amount to be raised by taxes of about 64¢ per thousand
dollars of assessed evaluation. Most of the increase is under
highway as the costs for gasoline and all parts and repairs have
increased`: .
Moses Peter asked if the budget would be adopted as two members of
the board are absent. Supervisor A . Francis Wright stated that it
could be General questions were asked and answered by the board .
Public hearing adjourned at 8 : 10P . M .
