The Regular Meeting of the Town of Groton Planning Board was called to order by Chairman Edward Neuhauser at 7:30 p.m. APPROVAL OF MINUTES - 19 APRIL 2012 A motion was made by Member Monica Carey to approve the Minutes of the 19 April 2012 Planning Board meeting, as submitted. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Baxendell Absent: Member Gloster Member Morey Member Clark Member Wyllie Motion carried. This becomes Action #26 of 2012. OLD BUSINESS None. NEW BUSINESS Timothy J. Cornell, Applicant/Timothy J. & Beckie M. Cornell, Reputed Owners - 290 McLean Road -TM #39.-1-25.22 - Site Plan for Elder Cottage Chairman Neuhauser recognized the applicant who explained to those present that he would like to convert an existing mobile home on his property into an elder cottage for his in-laws. He commented that after 17 years, he now has to have permission to have two places on the subject parcel. CEO Gary Coats explained the reason he had to do so: the Code Officer in 1995 made an error by issuing a Building Permit for the trailer when there was already a single-family home on the property. Two single-family homes are not permitted on one parcel. He also explained the status of the existing garage on the property which, someday, the applicant was converting into an apartment on the second floor. The existing house would then be used for storage. With no further questions from the Board, a motion was made by Member John Morey that for the purpose of the State Environmental Quality Review concerning this application, the Page 1 of 3 (T)Groton Planning Board Minutes 17 May 2012 Town of Groton Planning Board hereby declares itself as Lead Agency. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Baxendell Absent: Member Gloster Member Morey Member Clark Member Wyllie Motion carried. This becomes Action #27 of 2012. Chairman Neuhauser read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Monica Carey that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Mark Baxendell, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Baxendell Absent: Member Gloster Member Morey Member Clark Member Wyllie Motion carried. This becomes Action #28 of 2012. With no further discussion, a motion was made by Member Carey to approve the Preliminary Site Plan for the elder cottage as submitted. The motion was seconded by Member Morey, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Baxendell Absent: Member Gloster Member Morey Member Clark Member Wyllie Motion carried. This becomes Action #29 of 2012. With no further discussion, a motion was made by Member Mark Baxendell to approve the Final Site Plan for the elder cottage as submitted, with the Public Hearing waived as its an existing use with no modifications. The motion was seconded by Member Morey, with the vote recorded as follows: Ayes: Chairman Neuhauser Nays: None Member Carey Member Baxendell Absent: Member Gloster Member Morey Member Clark Member Wyllie Motion carried. This becomes Action #30 of 2012. Page 2 of 3 (T)Groton Planning Board Minutes 17 May 2012 OTHER BUSINESS • Member Training - Member Carey reported that she, John Morey, and Ed Neuhauser attended the training courses for ZBA/Planning Board members given by Cortland County Planning on the 30th of April. Credit: 3.5 hours. • Rod Howe - Cobb Street - CEO Coats reported subdivision never filled, and Mr. Howe now wants to subdivide property again. Maps are wrong and it's on hold with the County. • Planning Board Activity - CEO Coats reported that there will be more items coming before the Board — subdivisions, Site Plan Reviews, etc. • Hydrofracturing/Gas Wells -Town Councilman Clark advised that this matter will be on next month's Town Board agenda. • Mass Gatherings - CEO Coats advised Board that he would be talking with the Town Board about this matter. ADJOURNMENT At 8:15 p.m., a motion was made by Member Baxendell to adjourn the meeting. The motion was seconded by Member Carey, with all members present voting in favor. E.
