M . at the Danby Elementary School , June 10 , 1974 . Board members present . : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Clyde Carrier Justice Floyd Dorn Justice Milton Todd Others present : Mary Casterline , Roy Casterline , Dorothy Smith , • Joseph Hulbert , Edward Slights , Douglas Gillogly , Lawrence Knuutila , Fred Thayer , Gordon Roberts , Ernest Cole , Erie J . Miller , Mr . and Mrs . Reeves , Lynn Deuschle , Mrs . Griffin , Mr . Hardesty , Mr . Shefley , Daniel Strong , Albert Rustyak . Councilman Clyde Carrier made the motion that the minutes of the May meeting be approved as presented . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . Minutes of the May 15 , 1974 meeting of the Town of Danby Planning Board . 2 . Minutes of the West Danby Water District Meeting of June 5 , 1974 . 3 . A letter from Robert G . Helgesen concerning the areas that need cleaning up in the .Town of Danby vs the fate of the Town Hall . 4 . A letter from T . G . Payne , Division of Assessment , concerning the 1974 Tenative Assessment Roll . 5 . Resolution #108 from the Tompkins County Board of Representatives intitled Mandatory Rabis Vaccination of Dogs and Licensing . 6 . A letter of resignation from Gary Vincent who feels that he no longer can function effectively as a member of the Board of Zoning Appeals of the Town of Danby . 7 . A letter from the Enviromental Workshop for Community Leaders concerned with a planned workshop July 28 , 1974 - August 2 , 1974 . PRIVILEGE OF THE FLOOR : Several people from Danby Road living close the the Michigan Hollow Road turn off and all the families living on the East end of Michigan Hollow Road were represented_ at the board meeting . Their purpose was to ask the Town Board to black top part of Michigan Hollow Road in front of the homes because of the problem of dust from the traffic is a nuisance for all of them . These people are as follows : Dorothy Smith , Mr & Mrs . • Reeves , Clare Hardesty , Lawrence Knuutila , Douglas Gillogly , Albert Rustyak and Fred Thayer . A lengthy discussion followed . David Strong of German Cross Road was interested in the zoning regulations in the Town of Danby, He was referred to . Gordon Roberts the Zoning Officer . Roy and Mary Casterline reported that the clean up . in West Danby over the past two weeks has brought about a big improvement in the area . Erie Miller stated that the Town of Danby will be cleaned up . The town attorney has been contacted and is ready to back the town up to help get it done . Town Board Minutes - June 10 , 1974 - Page 2 COMMITTEE REPORTS : A. Highway - Councilman Ralph Wilbur reported that the pipe recommended by the County to repair the bridge leading to the Speech Clinic will be too small according to the caretaker of the clinic . It was also discovered that one of the buildings at the clinic is nine feet in the right of way and should be moved . . Differences should be reconciled between the town and the property owners involved before more pipe is purchased . One recommendation was that the town attorney send the property owners a registered letter with return receipt telling them that the building is in the right of way and asking them to move it . Another recommendation was that the Town Board eet with the owners and the County Engineer and see if things • M could be straightened out before legal action is taken . Joseph Hulbert said pipe has been ordered and could come any time . The problem of trees on Updike Road was discussed . Comfort Road and Nelson Road will get oil and stones . The ditches need to be opened but the town doesn ' t have the equipment to do this . B . West Danby Water District - Roy Casterline asked if the old pick up truck owned by the town could be used . He mentioned some mowing needed to be done on the pipe line . If the highway crew can ' t do this someone should be hired to take care of it . Joseph Hulbert will take care of this matter . C . Insurance - Everything has been prepared to apply for Flood Insurance . A new Health Insurance plan is being looked into . The present coverage is not satisfactory . The Water Commissioners have asked for insurance coverage . This will have to be handled in next years budget . D . Refuse Collection and Disposal - There seem to be no problems at least nothing has been brought to the attention of the board . E . There will be a meeting of the Danby Community Council Wednesday June 19 . 1974 . F . Zoning and Planning - The Planning Board has been very busy working on the Town Hall problem . There will be a meeting of the Planning Board June 19 , 1974 at the Town Hall . G . Fire - The fire Commissioners have let bids for a new tank truck which will be capable of pumping a high rate of gallons per minute . The cost is expected to be in the neighborhood of $42 , 000 . Also The West Danby Fire Department is getting ready to purchase a new truck. This will eventually come to public referendum . H . Cemetaries - Everything is in order . All mowing is being taken care of . OLD BUSINESS : Report of. Highway Superintendent - Joseph Hulbert said that he will be o iling and adding stone to Michigan Hollow Road in about 10 days . Many • signs have been stolen and will have to be replaced . Traffic while working on the roads is getting to be a problem . . Report of Appeals Board Chairman - No report. Report of Planning Board Chairman - The Town Hall question is being worked on currently. Seventy-five questionaires have been received to date. Hopefully more will be filled out and returned . The people answering the questionaires seem to be 9-1 in favor of office facilities . The Board met with the Fire Commissioners about adding to the fire station for office space . Recommendations are still pending . Mr . Cole stated that he would like someone available to comment on the proposals that have been received . Mr . Boehlecke has offered his services on an hourly basis. Justice Floyd Dorn made the motion that Mr . Boehiecke be asked to assist the Planning Board by makingrecommendations on the proposals they have received concerning the Town Hall . His services to be limited to $200 . 00 worth of time' . Justice Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . Town Board Minutes • June 10 , 1974 • Page 3 Old Business Continued : Report of Zoning Officer - Gordon Roberts reported that work is continual but slow. Other towns have problems of junk cars and general clean up the same as Denby . Some are in worse condition because of no zoning laws . He has opinions on some of the cases he has been working on . Dobson and Maycumber are two of these . The Town attorney is giving help and advise . The attorney awaits. word from the Town Board to take action in the Maycumber situation . People are being dealt with personally . This is a Ing slow process but the results are generally good . Councilman Clyde Carrier made the motion that legal action be taken to correct the Maycumber situation . The motion • was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Clean up in the Town of Danby was discussed at length . Douglas Gillogly ,` chairman of the T . V . Planning Committee said that a report is ready to be submitted to the Town Board but must be advertised in the newspaper twice and twice in toodifferent magazines . This will take in the neighborhood of 90 days . Supervisor A . Francis Wright made the motion. to authorize publication of the necessary reports . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . . NEW BUSINESS : Supervisor A Francis Wright reported that a certificate of Deposit in the amount of $40 , 000 . came due June 1 , 1974. The money and all the interest involved were invested for another six months . Ernest Cole proposed that Robert Snedden be appointed representative from the Town of Denby to the Enviromental Management Council . He has been contacted and is willing to serve . Councilman . Ralph Wilbur made the motion that Robert Snedden be appointed as representative to the Enviromental Management Council . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Supervisor A. Francis Wright reported on a meeting of the Town Supervisors of Tompkins County and the County . Representatives. County wide youth programs were discussed . This would make additional funds available. Richard Desroehers from the New . York State Division of Youth will attend the Denby Community Council meeting June 19 , 1974 to discuss problems they may have running their youth program . A custodian of the voting machine chosen from the registered Democrats is badly needed No recommendations have been made as there is no chairman of the Democratic Party in the Town of Danby . Jean Angell County Chirman has been contacted to no avail . A. Francis Wright made the motion that Justice Floyd Dorn and Mary Oltz go over the list of eligible people and be authorized to appoint a custodian of the voting machineE Councilman Clyde Carrier seconded the motion that was carried by a vote of five ayes and no noes. Supervisor Wright reported that he met with Barbara Fellows of the Board of Elections concerning the setting up of a third voting district in the Town of . Danby . He was informed that it was not necessary at this time to set up a third Ilk district:' It was suggested that as long as we have . the new voting machine we should set up one machine for the people with names beginning with A - M . The second machine would take care of the voters from N-Z . We will need two more election inspectors , one Democrat and one Republican. Doctor Bryce will be contacted for the Republican inspector . Justice Milton Todd made the motion that the committee of Floyd Dorn and Mary Oltz contact the Democrats that have served for another term. Also they would choose the extra person needed. The motion was seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes; One new member is needed for the Planning Board . Names will be submitted at the next meeting of the Town Board. Town Board Minutes - June 10 , 1974 - Page 4 New Business Continued : Two new members are needed for the Appeals Board . Milton Todd made the motion that Roland Neefe be appointed to fill the unexpired term of Gary Vincent. His term to expire June 30 ,. 1978 . Councilman Ralph Wilbur seconded the motion which was carried by a vote of five ayes and no noes. Supervisor A . Francis Wright made the motion that James Fowler be appointed to serve another term as a member of the Appeals Board . The motion was seconded by Justice Floyd ,Darn and carried by a vote of five ayes and no noes. • It was noted that Highway Superintendent will gravel and oil Michigan Hollow Road this year and it will be considered in the budget for 1975 . Mr . Hardy and Professor Shelley are considering development of a trailer park on Danby Road and wish to know the correct procedure to follow to do this . They were instructed to present a plan in detail in writing to the Town Board . This should include a map . This will then be turned over to the Planning Board for their recommendations . General Fund Warrant #6 in the amount of $1 , 488 . 91 was approved to be paid. The motion was made by Justice Milton Todd and seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . Highway Fund Warrant #6 in the amount of $840 . 87 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Justice Milton Todd made the motion to accept the Supervisor ' s reports . Justice Floyd Dorn seconded the motion which was carried by a vote of four ayes and no noes .
