Gloster John Morey Bret Wyllie Applicants & Public in Attendance Attorney James Henry for Kathleen Garrett, Applicant; Howard & Elizabeth Snyder, Debbie Teeter, Mike Morris; Town Supervisor Glenn Morey; Town Councilmen Sheldon Clark & Rick Gamel. Chairman Ed Neuhauser called the meeting to order at 7:36 p.m. APPROVAL OF MINUTES — 20 OCTOBER 2011 A motion was made by Member Mary Gloster to approve the Minutes of the 20 October 2011 Planning Board meeting, as submitted. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Baxendell Member Clark Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #43 of 2011. CEO INSTRUCTION Code Enforcement Officer Gary Coats instructed the Board members on the proper process for State Environmental Quality Review (SEQR); all applications reviewed by the Planning Board require SEQR review, as stated in the handout distributed by him at this meeting. NEW BUSINESS James R. Henry, Attorney, Applicant/Kathleen Garrett, Reputed Owner - Smith Road- TM #25.- 1-5.2 - Minor Subdivision Chairman Ed Neuhauser recognized Attorney Henry, representing the reputed owner of this property, Kathleen Garrett, who was seeking approval to subdivide this 14± acre parcel into two parcels of 3.10± acres (vacant land which will be sold), with the remaining 11± acres, all as shown on the survey map accompanying the application. Page 1 of 3 (T)Groton Planning Board Minutes 17 November 2011 With no further questions from the Board, a motion was made by Chairman Neuhauser that for the purpose of the State Environmental Quality Review concerning this application, the Town of Groton Planning Board hereby declares itself as Lead Agency. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Baxendell Member Clark Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #44 of 2011. Chair Neuhauser read aloud Part II of the Short Environmental Assessment Form. Negative responses were obtained to all questions in Part II. A motion was then made by Member Monica Carey that, based on the information and analysis of the SEQR concerning this application, the Town of Groton Planning Board has determined that the proposed action will not result in any significant adverse environmental impact, resulting in a Negative Declaration. The motion was seconded by Member Gloster, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Baxendell Member Clark Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #45 of 2011. With no further discussion, a motion was made by Member Carey to approve the Minor Subdivision as requested. The motion was seconded by Member Gloster, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Baxendell Member Clark Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #46 of 2011. Christopher Haas, Applicant/Reputed Owner - 170 Bossard Road- TM #s 22.-1-4.4 & 4.23 - Boundary Line Change Chairman Ed Neuhauser acknowledged that there was no applicant, nor a representive, present to answer the Board's questions regarding this application. Therefore, a motion was made by Member Barbara Clark to postpone any action on this application until the December 2011 meeting of the Planning Board. This becomes Action #47 of 2011. OTHER BUSINESS • Debbie Teeter: Tompkins County Community Agricultural Awareness Educator - Review of Agricultural Districts - Ms. Teeter was appearing before the Board to review Town farmland as shown on a map she displayed for review. She stated that she was visiting all County planning boards to ascertain if the maps on file indicating ag properties were current; were there any lands that should be either removed from the Ag District, or added thereto? At the conclusion of their review, the Board concluded that the Town of Groton map displayed by Ms. Teeter was current. ADJOURNMENT At 8:10 p.m., a motion was made by Member Morey to adjourn the meeting. The motion was seconded by Member Gloster, with all members present voting in favor. J n E.
