Gloster John Morey Bret Wyllie Applicants & Public in Attendance Robert Goddard, Applicant; Mary Roberts, Applicant; Mike Morris; Town Councilman Sheldon Clark. Chairman Ed Neuhauser called the meeting to order at 7:30 p.m. APPROVAL OF MINUTES — 15 SEPTEMBER 2011 Member Barbara Clark advised that she was absent from this meeting, and the Minutes should be corrected to reflect that. A motion was made by Member Monica Carey to approve the Minutes of the 15 September 2011 Planning Board meeting, as corrected. The motion was seconded by Member Mary Gloster, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Baxendell Member Clark Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #40 of 2011. NEW BUSINESS William & Mary Roberts, Applicants/Reputed Owners - 782 Clark Street Extension - TM #17.-1- 8.12 - Proposed Flag Lot Chairman Ed Neuhauser recognized Mary Roberts who explained that she wanted to separate her house parcel from the woods and tree farm on her 143± acre parcel, as shown on a portion of the tax map accompanying the subdivision application. In order to subdivide the parcel as requested, a flag lot was needed, with a 20-foot wide "pole" also as shown. Chair Neuhauser acknowledged that "in accordance with the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." A motion was then made by Member Barbara Clark to approve the flag lot, as requested. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Baxendell Member Clark Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #41 of 2011. Page 1 of 2 (T)Groton Planning Board Minutes 20 October 2011 Robert & Carol Goddard, Applicants/Reputed Owners - 540 Old Stage Road - TM #20.-1-20.2 - Minor Subdivision Chairman Neuhauser recognized Robert Goddard who explained that he wants to sell an 8± acre parcel from his 14.3± acres, as shown on the tax map accompanying the application. The Board had no questions. Chair Neuhauser acknowledged that "in accordance with the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." With no further discussion, a motion was made by Member Gloster to approve the Minor Subdivision as requested. The motion was seconded by Member Bret Wyllie, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Baxendell Member Clark Member Gloster Member Morey Member Wyllie Motion carried. This becomes Action #42 of 2011. OTHER BUSINESS • CEO Coats reported that he, along with others from the Town boards, will be attending the training session on October 25th at TC3. • Debbie Teeter: Tompkins County Review of Agricultural Districts - Board Member Gloster reported that she understood Ms. Teeter was ill, so most likely would not be present. • New Code books were distributed to the Board members. • CEO Coats reported that the Beck matter was slowly working its way through the courts. The State Supreme Court trial is scheduled for November 18th. ADJOURNMENT At 7:48 p.m., a motion was made by Member Morey to adjourn the meeting.
