TOWN BOARD MINUTES
March 11 , 1974
The regular meeting of the Danby Town Board was held in the Danby
Elementary School , March 11 , 1974 , at 8 : 00 P . M .
Board members present : Supervisor A . Francis Wright
Councilman Ralph Wilbur
Councilman Clyde Carrier
Justice Milton Todd

The minutes of the February meeting were put aside until the board
has more . time to look them over for approval .
COMMUNICATIONS :
1 . A letter from Frederic J . Licht , Architect , who would like
to be considered if the Town Hall is renovated .
2 . A letter from Frances Kaye stating that she hopes the Town
Board will make plans to renovate the old Town Hall .
3 . Notice of the tenative. equalization rate of 60 per cent .
4 . A letter from the Office of the Secretary of the Treasury
concerning revenue sharing allocations .
5 . A letter to the Town Supervisor concerning National Flood
Insurance Programs .
6 . A letter from Carol Sisler concerning renovation of the
Town Hall .
7 . A letter from the New York State Transportation Department
concerning 1974 highway projects for State Aid .
8 . A release from the Susquehanna River Basin Commission
concerned with Flood Control .
9 . A notice of Night Quarantine for dogs in Tompkins County .
10 . Agenda of the Tompkins County Board of Representatives
meeting of March 11 , 1974 .
11 . The Certificate of Election of the March 5 , 1974 Special
Election was read .
PRIVILEGE OF THE FLOOR :
• Carol Sisler presented a proposal to be considered by the Town Board
for the restoration of the Danby Town Hall or its ' renovation at an
estimated cost of $ 55 , 000 . 00 .
Moses Peter commended the Town Board for the action taken and hard
work done on the business of the Town Hall . He feels the ' building
cannot be restored because it is too old . He hopes renovation will
not be started as it is an impossible job .

Bradley Corbitt stated that the people of Danby oouitrmake a good
decision concerning the vote for a new Town Hall as more facts and
figures should have been presented .

Privilege of the Floor Continued :
James Fowler feels that there are other parts of the town that should
be given first priorty over the building of a new town hall .
John Novaar said that several estimates for repairing the town hall
are needed . Possibly volunteer help could be used .
Douglas Gillogly stated that we are now assuming that people want to
renovate the old Town Hall as the vote was so overwhelmingly against
building a new town hall . Something to be considered is the life of
a renovated town hall against the life of a new building .
Pat Short is in favor of restoring the old Town Hall and will help in
any way she can .
Supervisor A. Francis Wright thanked the Planning Board Members and
the Town Board members for the time they put into the town hall
referendum and election . He said that the Tbwn Board will now turn
back to the planning board the task of determining the next plan of
action with the following three things in mind :
1 . Do the taxpayers want office space or not ?
2 . Do the people want the Town Hall turned over to the Historical
Society ?
3 . Do the people want to remodel the building on a voluntary basis ?
COMMITTEE REPORTS :
A . Highway - Ralph Wilbur met with Gould Colman to discuss the Updike
road problem . There are three residents on the road and they want
it left as it is except for the replacement of a culvert . The
attorney ' s advise is needed in this matter . Councilman Clyde
Carrier made the motion that a special meeting be held to discuss the
Updike Road problem further . Justice Milton Todd seconded the
motion which was carried by a vote of four ayes and no noes .
Joseph Centini is building a $40 , 000 . 00 home on Eastman Hill Road
and has requested that the road be repaired and maintained .
Specifications have been drawn up for a new truck and frame for
a snow plow . Snowmobile signs have been ordered .
B . West Danby Water District- Justice Milton Todd read the minutes
of the Water Commissioners meeting of March 6 , 1974 . One of the
Commissioners has retired and has not been replaced . As a
matter of information employees are covered by insurance .
C . Insurance - Justice Milton Todd stated that work has been started
on flood insurance but there is more work yet to be done .
D . Refuse Collection and Disposal - Councilman Clyde Carrier stated
that he would like to be advised of problems as they come up so
that he can work on them . The Danby Community Council has set
aside May 4th as Danby Cleanup Day with May 11th as the rain date .
• Town Trucks will be used . Supervisor A . Francis Wright made the
motion that authorization be given by the board for drivers of
the trucks and their wages . Justice Milton Todd seconded the
motion which was carried by a vote of four ayes and no noes . The
removal of junk cars was discussed at length .
E . Youth- The Town Board will meet with the Danby Community Council
and discuss proper procedure with the budget in mind .
F . Zoning and Planning - No report .
G . Fire - No report .
H . Cemetaries - No report .

OLD BUSINESS :
Report of the Highway Superintendent - The employees retirement
program will be worked on .
Zoning Officer - A written report was submitted for the board to read .
Planning Board Chairman - There is some question as to priorities .
Should the restudy of the Town Hall question be given first attention
or the restudy of the zoning ordinance that needs some changes .
Appeals Board Chairman - No report .
411 Supervisor A . Francis Wright made the motion that the plans for the
Zbwn Hall be turned back to the Planning Board for further study . The
motion was seconded by Councilman Ralph Wilbur and carried by a vote
of four ayes and no noes .
Justice Milton Todd mentioned that the town might keep more money in
the town by passing an ordinance for licensing dogs . Everyone seemed
in favor of this idea . More information will be sought and an
oponion from the town attorney will be asked for .
Councilman Clyde Carrier will attend the next senior citizens meeting
April 4 , 1974 . The age exemption for a reduction in property taxes
will be discussed .
Councilman Ralph Wilbur reminded the town board that a representative
from the Town of Danby is needed for the Inviromental Management
Council .
NEW BUSINESS :
A citizens committee needs to be appointed to study T . V . Cable
regulations and make recommendations to the Town Board . Three people
have volunteered ; Douglas Gillogly , Jane Bryce and Alan Foote .
Supervisor A . Francis Wright made the motion that these people be
appointed to the committee . Councilman Ralph Wilbur seconded the
motion that was carried by a vote of four ayes and no noes .
Councilman Ralph Wilbur made the motion that Joseph Hulbert be
authorized to go to bid for a new ten wheel truck and snow frame .
Supervisor A . Francis Wright seconded the motion which was carried b

a vote of four ayes and no noes .
Councilman Clyde Carrier made the motion that six Fraiser Town Law
Books be ordered by the clerk at $22 . 50 per copy . Justice Milton Todd
seconded the motion which was carried by a vote of four ayes and no noes .
General Fund Warrant # 3 in the amount of $777 . 55 was approved to be
paid . The motion was made by Councilman Ralph Wilbur and seconded by
Councilman Clyde Carrier and carried by a vote of four ayes and no noes .
Highway Fund Warrant # 3 in the amount of $1 , 184 . 30 was approved to be
paid . The motion was made by Councilman Ralph Wilbur and seconded by
• Councilman Clyde Carrier and carried by a vote of four ayes and no noes .
West Danby Water District Warrant/ in the amount of $323 . 66 was
approved to be paid . The motion was made by Justice Milton Todd and
seconded by Councilman Clyde Carrier and carried by a vote of four
ayes and no noes .
Councilman Ralph Wilbur made the motion to accept the Supervisor ° s
reports . Justice Milton Todd seconded the motion which was carried by
a vote of three ayes and no noes .
The meeting was adjourned at 9 : 50 P . M . The motion was made by
Councilman Clyde Carrier and seconded by Ralph Wilbur and carried by
a vote of four ayes and no noes .
