Employee Comments Sue Kittel, CSEA Administrative Unit President: Health insurance issue addressed Doug Wright, PBA President: Staffing issues addressed Debbie Parsons: Request that this Committee review the way that management salaries are established. Look at how ranges are determined and how individuals are placed in those ranges. C. Chairperson’s Report Introduction of Committee Members: Joan Spielholz, Tracy Farrell, Paulette Manos, Pat Vaughan, Sara Shenk, Alan Cohen. Staff: Schelley Michell-Nunn Other Common Council members present: Diann Sams, Jane Marcham Comment from Council Member Sams. Concerned that she was not asked to serve on the Committee and that the perception that here is a conflict of interest because she has a child working for the City. If it is a conflict then what about departments that have family members reporting into each other. D. Sub-Committee Reports - None 1. Affirmative Action Advisory Committee Report - Marcia Fort & Phyllis Radke Salary inequity concerns at the managerial level. Marcia passed out an internal salary study that on a glance highlight significant inequities in average salaries between men and women. Salaries of City Clerk and City Chamberlain are not equitable. Request review of their salaries outside of normal request for increase. Minutes of the Human Resources Committee Meeting February 22, 1999 Page 2 Alderperson Manos explained that the Human Resources Committee is a policy and procedure Committee, Budget and Administration Committee is the appropriate Committee to handle individual request. Alderperson Sams suggested that there is a flaw in the system and that the Committee look at correcting it. It was suggested that an appeal process be created for the managerial increase request process. F Human Resources Director’s Report The Human Resources Director outlined several initiatives, work environment survey design team, employee recognition proposal, contract negotiations and Process Improvements. G. Mayor’s Report - None H. Issues Training for Y2K Rollout Computers and Software. Doc presented a report outlining training approaches for new computer and computer upgrade rollouts. Work Environment Task Force - Brian Wilbur Four Committees 1. Prior Events - compiling information on events and policies since 1974. Currently developing comparative analysis. 2. Employee Assessment - will capture information from employees about their work environment. Will use a participative process to design assessment tool. 3. Benchmarking - working progress. Looking at best practices. 4. Communications - developed a strategy to communicate. City Administrator Position - Mayor Cohen handed out charter sections, C-11, 4-1. The City cannot rely on an elected official who is not elected for his/her managerial skills. Alderperson Farrell requested a responsibility breakdown of what the manager does, a job description. Alderperson Vaughan asked for small cities that have a City Manager and a Mayor. Minutes of the Human Resources Committee Meeting February 22, 1999 Page 3 Alderperson Shenk asked for what is not being done that needs to be done and what is he doing that previous Mayors had not done. Alderperson Marcham suggested a quick survey of small cities and look at how we do things. Can someone else in the City take on some aspect of the day to day operation? The Mayor will also ask legal whether or not there will need to be a referendum. Salary Survey - Need to know which positions we would look at, where are the problem areas. Schelley was asked to gather more information, number of positions, CSEA only, if not which? Schelley was asked to contact Joe and Sue to problem solve this issue. Suggested Work Programs 1.
