HomeMy WebLinkAbout1974-02-11 TOWN OF DANBY TOWN BOARD MINUTES February 11 , 1974 The regular meeting of the Danby Town Board was held in the Danby E lementary School , February 11 , 1974 , at 8 : 00 P . M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Clyde Carrier 1 Justice Floyd Dorn Justice Milton Todd ® Others present : Edward Slights , , Ralph Sager , Fran`es Sager , Joe Hulbert , Emily Wiggins , Moses Peter , Gould Colamn , Gordon Roberts , Mary Casterline and Roy Casterline . Councilman Ralph Wilbur made the motion that the minutes of the January 14 , 1974 meeting be accepted as presented . The motion was seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . A memorandum from Hicks Dow reminding town board members of the meeting of the Tompkins County Municipal Officials on March 20 , 1974 . 2 . A letter from the Tompkins County Trust Company stating that the town ' s deposits have been secured with $200 , 000 securities . 3 . Agenda of the Tompkins County Board of Representatives meeting of Monday , January 28 , 1974 . 4 . Agenda of the Tompkins County Board of Representatives meeting of Monday , February 11 , 1974 . 5 . A letter from Moses Peter stating that he would be willing to serve as consultant in town insurance matters . 6 . A resolution from the Tompkins County Board of Representatives giving the apportionment of surplus dog monies . 7 . A petition to the Town of Danby Highway Department . 8 . Minutes of the West Danby Water Commissioners meeting of February 6 , 1974 . 9 . A copy of a letter to Howard A . Stevenson concerning speed limits on town and county roads . 10 . A letter from the Mobile Pipeline Co . listing officials to be contacted in an emergency . PRIVILEGE OF THE FLOOR : • Councilman Ralph Wilbur asked that the apportionment of dog monies be added to the agenda . Moses Peter discussed the revision made in flood insurance and how it pertains to the Town of Danby . Ralph Sager said that he was attending the meeting as a representative o f the senior citizens . The state limits annual income to $ 6 , 000 . for anyone to be eligible for the age exemption on property taxes . At the present time the Town of Danby only allows an annual income o f $ 5 , 000 . or under to be eligible for age exemption on property taxes . Mr . Sager asked the board if this could be increased to $ 6 , 000 . as allowable . Gould Colman discussed the referendum coming up on the raising of the Town Hall and felt that this should be put off for economic and h istoric reasons . Town Board Minutes - February 11 , 1974 - Page 2 COMMITTEE REPORTS : A . Highway - Joseph Hulbert reported that he has been trimming dead trees and patching roads and repairing equipment . He stated that as yet the town has not felt the affects of the fuel shortage . B . West Danby Water District - Roy Casterline asked if there was a conflict of interest in the water district contracting him for work that needed to be done and his serving as West Danby Water District Superintendent . Supervisor A . Francis Wright said that the commissioners should set a rate of pay for the people they hire . Also Attorney Richard Thaler will be contacted for his interpretation of the conflict of interest . C . Insurance - Milton Todd made the motion that the insurance carriers be advised by the town clerk that Moses Peter has been appointed as consultant in insurance matters of the town . Councilman Ralph Wilbur seconded the motion which was carried by a vote of five ayes and no noes . D . Refuse Collection and Disposal - No report . E . Youth - The next meeting of the Danby Community Council will be Wednesday February 20 , 1974 . Gary Vincent has resigned as president of the council and Walter Reimers as 1st vice - president has taken over the job . F . Zoning and Planning - No report . G . Fire - No report . H . Cemetaries - No report . OLD BUSINESS : Report of the Highway Superintendent - No report . Zoning Officer - Gordon Roberts submitted a summary' of the activities of his office for 1973 . A written monthly report was also submitted . Planning Board Chairman - Ernest Cole was not able to attend the meeting . A regular meeting of the planning board was not held . The board has been working on the plans and the presenting of the plans with the Town Board for a new town hall . Appeals Board Chairman - No report . NEW BUSINESS : Justice Milton Todd made the motion that the Ithaca Journal be named the official newspaper for the town . Councilman Ralph Wilbur seconded the motion which was carried by a vote of five ayes and no noes . Councilman Ralph Wilbur made the motion that the Tompkins County • Trust Company be named the Official Bank of the town . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . Justice Milton Todd made the motion that the amount reimbursed by the town for official mileage should be 150 . This motion was seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . Justice Floyd Dorn made the motion that Supervisor A . Francis Wright be given authorization to invest idle funds in certificates of deposit . The motion was seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . Danby Town Board Minutes - February 11 , 1974 - Page 3 New Business Continued : Supervisor A . Francis Wright stated that the board needs to appoint election inspectors for the referendum vote on the Town Hall . This special election will be held March 5th . After these people are chosen a meeting will be set up with Attorney Richard Thaler and he will go over the rules and regulations governing an election of this kind . Recommendations were made by the board for the following inspectors : Ralph Sager , George Potter , Sr . , Ray Boda , and Helen Fairchild with Mary Casterline as foreman in West Danby and Mary Oltz foreman in Danby proper . Clyde ® Carrier seconded the motion which was carried by a vote of five ayes and no noes . Supervisor A . Francis Wright asked for authorization to file a summary of annual report with the Town Clerk . Justice Milton Todd made the motion giving the supervisor this authorization and the motion was seconded by Justice Floyd Dorn . RESOLUTION #3 AUTHORIZE DANBY TOWN SUPERVISOR TO FILE SUMMARY OF HIS ANNUAL REPORT Roll Call Vote : Wright - aye Wilbur - aye Carrier - aye Dorn - aye Todd - aye Carried five ayes and no noes . Justice Floyd Dorn made the motion that resolution #31 passed on December 10 , 1973 be rescinded . This resolution was passed to reduce the speed limit to fifty miles per hour on roads within the Town of Danby . This is no longer needed as the state speed limit has been increased to 55 miles per hour . The motion was seconded by Justice Milton Todd . RESOLUTION #4 RESCIND RESOLUTION #31 PASSED DECEMBER 10 , 1973 . Roll Call Vote : Wright - aye Wilbur - aye • Carrier - aye Dorn - aye Todd - aye Carried five ayes and no noes . Reports were given on the annual meeting held in New York City . General Fund Warranr #2 in the amount of $ 1 , 012 . 86 was approved to be paid . The motion was made by Councilman Ralph Wilbur and • seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . Highway Warrant #2 in the amount of $4 , 415 , 00 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no . :noes . West Danby Water District Warrant #2 in the amount of $ 181 . 69 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . Justice Floyd Dorn made the motion to accept the supervisor ' s reports . Justice Milton Todd seconded the motion which was carried by a vote of four ayes and no noes .
