PUBLIC HEARING #1 Sharon Dickerson, Applicant/Reputed Owner - 196 Lick Street - TM #36.-1-14 - Proposed Healing Center/Gift Shop Chairman Ed Neuhauser opened the Public Hearings at 7:30 p.m. The Board Secretary read aloud the Public Hearing Notice as published in the Groton Independent, Proof of Publication has been placed on file for the record. Chairman Neuhauser recognized the applicant who explained to everyone present that she would like to open a natural healing center and a small gift shop in two existing rooms in her home with a private entrance. Parking spaces will be in the back off Stevens Road. Member Monica Carey asked about the five parking spaces shown in the front, and the applicant responded that vehicles parked there could pull across her lawn; there would be no reason for anyone to back out onto the road. There will be no parking on the road. The facility would be open by appointment, Tuesday thru Sunday, and there's normally only one person there at a time. Chair Neuhauser then asked if there was anyone present who would like to make any comments regarding this application; there was no one who wished to comment. With everyone being heard who wished to be heard, Chairman Neuhauser closed the Public Hearing at 7:38 p.m. PUBLIC HEARING #2 Shelly Covert, Applicant/Reputed Owner - 767 Clark Street Ext. - TM #20.-1-7.7 - Proposed Multi-Family Housing Unit Chairman Neuhauser recognized the applicant who explained to everyone present that she and her husband had purchased approximately three acres of land improved with a three-apartment house. They would like to modify one of the large rooms into a fourth unit (studio apartment) containing 384± SF. Chair Neuhauser then asked if there was anyone present who would like to make any comments regarding this application; there was no one who wished to comment. With everyone being heard who wished to be heard, Chairman Neuhauser closed the Public Hearing at 7:40 p.m. Page 1 of 4 (T)Groton Planning Board Minutes of Public Hearings&Regular Meeting 21 April 2011 REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order at 7:40 p.m. by Chairman Ed Neuhauser. APPROVAL OF MINUTES — 17 MARCH 2011 A motion was then made by Member Barbara Clark to approve the Minutes of the 17 March 2011 Planning Board meeting, as submitted. The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Baxendell Member Gloster Member Haines Member Morey Motion carried. This becomes Action #15 of 2011. OLD BUSINESS Sharon Dickerson, Applicant/Reputed Owner - 196 Lick Street - TM #36.-1-14 - Proposed Healing Center/Gift Shop (Reference is made to the Planning Board Minutes of 17 March 2011 for details pertaining to this matter.) The applicant has submitted a new Site Plan, as requested. Chair Neuhauser acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." A motion was then made by Member Clark to approve the Final Site Plan for the proposed healing center and gift shop, as revised, with the stipulation that there will be no on-street parking. The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Baxendell Member Gloster Member Haines Member Morey Motion carried. This becomes Action #16 of 2011. Shelly Covert, Applicant/Reputed Owner - 767 Clark Street Ext. - TM #20.-1-7.7 - Proposed Multi-Family Housing Unit Chairman Neuhauser recognized the applicant and acknowledged receipt of a revised Site Plan, as requested at the March meeting of the Board. Chair Neuhauser acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." The motion was seconded by Member Carey, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Baxendell Member Gloster Member Haines Member Morey Motion carried. This becomes Action #17 of 2011. (It is noted for the record that Kelly Smith and Dan Klimaszewski arrived late for the Public Hearing on this matter. They had some questions, which were answered by the Board. They had no objection to what was being proposed.) NEW BUSINESS Barry & Karen Shaw, Applicants/Reputed Owners - 774 Peru Road - TM #36.-1-10 - Proposed Antique Shop Chairman Neuhauser recognized the applicants who explained that would like to convert a portion of their existing barn into a 27 ft. by 30 ft. seasonal retail shop selling antiques and collectibles, as shown on the drawings accompanying their application. There will be an area of approximately 40 feet by 50 feet for parking. CEO Gary Coats had visited the proposed shop, according to the Shaws. All will be in compliance with the codes and will be handicapped accessible. Proposed signage will be two 24 SF signs, one on the north end and one on the south end of the structure. Since there will be no heat provided, the shop will operate seasonally, April to October, although they plan to insulate it. Mrs. Shaw stated that they are thinking of opening Fridays, Saturdays, and Sundays from 10 a.m. to 5 p.m. The parking shown on the plan will accommodate five vehicles, but there is plenty of room for overflow parking. They will install a new door to the shop. At the conclusion of the discussion, a motion was made by Member Clark to approve the Preliminary Site Plan for the proposed antique shop. The motion was seconded by Member Janice Haines, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Baxendell Member Gloster Member Haines Member Morey Motion carried. This becomes Action #18 of 2011. A motion was then made by Member Carey to set a Public Hearing for the proposed antique shop for 19 May 2011 at 7:30 p.m. The motion was seconded by Member John Morey, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Baxendell Member Gloster Member Haines Member Morey Motion carried. This becomes Action #19 of 2011. In the past, parking on the road has created difficulties for farm machinery traveling thereon. ADJOURNMENT At 8:05 p.m., a motion was made by Member Clark to adjourn the meeting.
