HomeMy WebLinkAbout1974-01-14 TOWN OF DANBY TOWN BOARD MINUTES January 14 , 1974 The regular meeting of the Danby Town Board was held in the Danby Elementary School , January 14 , 1974 , at 8 : 00 P . M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Clyde Carrier Justice Floyd Dorn Justice Milton Todd Others present : Edward Slights , Ernest Cole , Joseph Hulbert , George • Thomas , Roy Casterline , Mary Casteriine , Roland Boda , Dick Hautala , Gordon Roberts . Justice Floyd Dorn made the motion that the minutes of the December meeting be accepted as presented . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . A welcome was extended to Clyde Carrier the newly elected councilman and he was introduced to the public . COMMUNICATIONS : 1 . Minutes of the West Danby Water Commissioners ' meeting o f January 2 , 1974 . 2 . A letter from the Supervisors ' and County Legislators ' Association of the State of New York , Inc . advising of a conference - school January 20th - 23rd . 3 . A letter from the New York State Department of Transportation requesting a review of all highway iicthting . 4. Criminal Justice Facilities for Local Governments first ✓ egional seminar will be held February 20th and 21st . Board 5 . Agenda of the Tompkins County /Representatives meeing of Monday January 14 , 1974. 6 . A letter from the Association of Towns of the State of New York concerning the annual meeting . 7 . A letter from State Assemblywoman Constance E . Cook concerning overweight vehicles . 8 . Town of Ithaca notice of public hearing on January 7 , 1974 at the town offices located at 108 East Green Street , Ithaca , New York . 9 . Minutes of the Board of Appeals meeting of December 26 , 1974 . PRIVILEGE OF THE FLOOR : • George Thomas of Thomas Real Estate has sold some property on Eastman Hill Road and would like some assurance that the road will be maintained by the town . Joseph Hulbert said that the area has not been maintained in the past and would be expensive to maintain . Mr . Thomas will be given an answer in the near future . Roland Boda and Dick Hautala attended the board meeting as ✓ epresentatives of the Flashing Feathers Bow Club and asked the Town Board if they could use the town hall once a week for indoor shooting . They would reimburse the town for the heat and e lectricity used. . • Danby Town Board Minutes - January 14 , 1974 - Page 2 COMMITTEE REPORTS : A . Highway - Councilman Ralph Wilbur reported that trees are being cut on comfort Road and the snow plowing and cindering 'is going on as usual . There is a possibility that a new show plow will be needed . B . West Danby Water District - Ralph Wilbur made the motion. that . the clerk advertise for bids to sell a booster pump . Councilman Clyde Carrier seconded the motion which was carried by a vote of five ayes and no noes . C . Insurance - The new cinder spreader will have to be insured . The • insurance company will be contacted . D . Refuse Collection and Disposal - No report . E . Youth - Justice Floyd Dorn made the motion that the Youth Budget for 1974 in the amount of $4 , 390 . 00 be approved and the Supervisor be given authorization to apply for State Aid for the Youth Program . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION #1 APPROVE THE YOUTH BUDGET FOR 1974 Roll Call Vote : Wright - aye Wilbur - aye Carrier - aye Dorn - aye Todd - aye Carried five ayes and no noes . F . Zoning and Planning - The chairman of the Apeals Board made the recommendation that a fee be charged for each appeal brought before the board . This fee to be paid by the person making the appeal . The supervisor asked that the planning board study this recommendation and bring this matter up at the February Town Board meeting . G . Fire - No report . H . Cemetaries - No report . OLD BUSINESS : Report of the Highway Superintendent - No report . Zoning Officer - A written report was submitted . Report of the Planning Board Chairman - Nothing new on the building program . There is a proposition before the County Planning Board concerning historic land marks in the towns . Appeals Board Chairman - Absent , no report . • NEW BUSINESS : Supervisor A . Francis Wright asked for a motion to pay the annual membership fee for the " Supervisors and County Legislators ' Association" in the amount of $2 . 00 . Justice Milton Todd made the motion that the annual fee be paid . The motion was seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . The dates were set for two public information meetings on the proposed new town hall . The first meeting will be held in the Danby Town Hall on January 21 , 1974 , the second will be held in the West Danby Fire Station on January 23 , 1974 . Danby Town Board Minutes - January 14 , 1974 Page 3 New Business Continued : The matter of a permissive referendum on the new town hall will be tabled until February . • Supervisor Wright advised the board that Mrs . Makie no longer will be the Deputy Supervisor and he would like to appint Onalee Wright to that office . The motion was made by Ralph Wilbur that Mrs . Wright be appointed as Deputy Supervisor . The motion was seconded by Justice Milton Todd and carried by a vote of four ayes and no noes . Supervisor Wright then made the motion that the following people be appointed : Edgar Oltz - Deputy Town Clerk ; Mary Casterline - Deputy Town Clerk for the West Danby Water District ; Edward Slights - • Custodian ; Harold Barnhardt - Town Constable ; Gordon Roberts - Zoning Officer ; Roy Casterline - West Danby Water District Superintendent ; and Perry Crance as meter reader in the West Danby Water District : All salaries will be as budgeted . Justice Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . Justice Milton Todd made the motion that the Town Board and any other Town Officer that wishes to attend the annual Association of Towns meeting February 4- 6 , 1974 be authorized to do so . The motion was seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . The following committee appointments were made by the Supervisor : Highway - Wilbur , Carrier ; West Danby Water District - Todd , Dorn ; Insurance - Todd , Wilbur ; Refuse Collection and Disposal - Carrier , Wilbur ; Youth - Carrier , Todd ; Zoning and Planning - Dorn , Carrier ; Fire - Wilbur , Dorn ; Cemetaries - Dorn , Todd . Councilman Clyde Carrier made the motion that the " Flashing Feathers Bow Hunters , Inc . " be authorized to use the Town Hall once a week until May with the understanding that they will carry their own insurance and leave the town free of all liability and also they will work around the business of the town . Justice Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . The fuel shortage and its ' affects on the Town of Danby was discussed at length . Also the energy shortage was discussed . A study will be made and an answer made to the public through the board . Robert Doan read a report of the - organizational meeting of the Tompkins County Emergency Medical Services Committee held December 4 , 1974 . He is the representative from Danby . Supervisor A . Francis Wright asked Ernest Cole and Ralph Wilbur to find a representative from Danby to serve on the Enviromental Council . General Fund Warrant #1 in the amount of $438 . 20 was approved to be paid . The motion was made by Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . • Highway Fund Warrant #1 in the amount of $ 598 . 48 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . West Danby Water District Warrant #1 in the amount of $ 114 . 18 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Clyde Carrier and carried by a vote of five ayes and no noes . Justice Floyd Dorn made the motion to accept the Supervisors reports . Justice Milton Todd seconded the motion which was carried by a vote of four ayes and no noes .
