APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes from the January 4, 2017 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement: Youth Bureau – Deputy Youth Bureau Director The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Abrams made a motion to classify the position as Deputy Youth Bureau Director. Seconded by Commissioner Richardson. Motion carried 2-0. Update of Job Description: Deputy Youth Bureau Director The Commission reviewed proposed updates to the Deputy Youth Bureau Director job description. The updates reflect current Youth Bureau activities and operations; they do not change the overall scope or nature of the position. Commissioner Abrams made a motion to update the Deputy Youth Bureau Director job description as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: Youth Bureau – Recreation Program Assistant The Commission reviewed and discussed a New Position Duties Statement from the Ithaca Youth Bureau. Commissioner Abrams made a motion to classify the position as Recreation Program Assistant. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: DPW – Water Treatment Plant Operator/Trainee The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works. Commissioner Abrams made a motion to classify the position as Water Treatment Plant Operator/Trainee. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission February 22, 2017 Page 2 Update of Job Description: Information Management Specialist The Commission reviewed a proposed update to the Information Management Specialist job description. The update removes the statement “May act as City Clerk in the absence of the City Clerk, with full signatory power”. With the incorporation of the Information Technology Department into the City Clerk’s Office, this statement is no longer appropriate. The City Clerk will instead grant signatory authority for specific tasks within the City Clerk’s Office on a task-by-task basis. Commissioner Abrams made a motion to amend the Information Management Specialist job description as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. Update of Job Description: Deputy Director of Economic Development The Commission reviewed proposed updates to the Deputy Director of Economic Development job description. The job description is being updated in preparation for the search for a new Deputy Director. The updates do not change the overall scope or nature of the position. Commissioner Richardson made a motion to update the Deputy Director of Economic Development job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Update of Job Description: Deputy Director of Planning and Development The Commission reviewed proposed updates to the Deputy Director of Planning and Development job description. The job description is being updated in preparation for the search for a new Deputy Director. The updates do not change the overall scope or nature of the position. Commissioner Richardson made a motion to update the Deputy Director of Planning and Development job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Planning Department – Zoning Administrator The Commission reviewed and discussed a New Position Duties Statement from the Planning Department and the proposed job description for Zoning Administrator. Commissioner Richardson made a motion to classify the position as Zoning Administrator and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Update of Job Description: Chief Wastewater Treatment Plant Operator (Type 4-A Plant) The Commission reviewed and discussed proposed updates to the Chief Wastewater Treatment Plant Operator (Type 4-A Plant) job description. The updates reflect current IAWWTF activities and operations; they do not change the overall scope or nature of the position. Commissioner Richardson made a motion to update the job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission February 22, 2017 Page 3 Request to Expand Residency Requirements – Chief Wastewater Treatment Plant Operator and Assistant Chief Wastewater Treatment Plant Operator The Commission discussed a request from the Superintendent of Public Works to expand the residency requirement for the Chief Wastewater Treatment Plant Operator and Assistant Chief Wastewater Treatment Plant Operator vacancies to New York State. Both positions require Grade 4-A certifications from the NYS Department of Environmental Conservation, so the pool of both local and regional candidates is small. Commissioner Richardson made a motion to expand the residency requirement for the Chief Wastewater Treatment Plant Operator and Assistant Chief Wastewater Treatment Plant Operator vacancies to New York State, through the completion of the next exam process. Seconded by Commissioner Abrams. Motion carried 2-0. New Position Duties Statement: GIAC – Administrative Coordinator The Commission reviewed and discussed a New Position Duties Statement from GIAC. Commissioner Abrams made a motion to classify the position as Administrative Coordinator. Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Annual Report The Commission reviewed and discussed the 2016 Annual Report to the NYS Department of Civil Service. Commissioner Richardson made a motion to approve the annual report. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Richardson. Motion carried 2-0. Seconded by Commissioner Abrams. Motion carried 2-0. Customer Service Representative Trainee #69-241 (1 year) Permit Clerk #71-044 (1 year) Tenant Relations Assistant #61-389 (1 year) Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Abrams made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, April 5, 2017 at 11:30 am. With no further business, the meeting was adjourned at 12:55 pm.
