CIVIL SERVICE COMMISSION
Regular Meeting
November 3, 2004

Commissioner Richardson called the meeting to order at 10:45 am.
Public Hearing on Proposed Amendment to Appendix C - Labor Class of the City of
Ithaca Civil Service Rules
Commissioner Richardson made a motion to open the public hearing on the proposal to amend
Appendix C - Labor Class of the City of Ithaca Civil Service Rules by deleting the title of
"Sanitation Men" and adding the title of "Sanitation Workers". Seconded by Commissioner
Thompson. Motion carried 3-0.
No one appeared to speak on the proposed amendment.
Commissioner Richardson made a motion to close the public hearing. Seconded by
Commissioner Thompson. Motion carried 3-0.
APPROVAL OF MINUTES
Commissioner Richardson made a motion to approve the minutes of the October 6, 2004
meeting. Seconded by Commissioner Thompson. Motion carried 3-0.
NEW BUSINESS
Resolution for Amendment to Appendix C - Labor Class of the City of Ithaca Civil
Service Rules
Commissioner Thompson made the following motion:
WHEREAS, the City of Ithaca Civil Service Commission duly advertised and held a public
hearing on November 3, 2004 for the purpose of amending Appendix C - Labor Class of the
City of Ithaca Civil Service Rules by deleting the title of "Sanitation Men" and adding the
title of "Sanitation Workers",and
WHEREAS, the Ithaca Civil Service Commission took public comment on the proposed
amendment into consideration,and
WHEREAS, the Ithaca Civil Service Commission supports the proposed amendment, NOW,

THEREFORE, BE IT
RESOLVED, that the title of "Sanitation Men" be deleted from Appendix C- Labor Class,and
be it further
RESOLVED,that the title of "Sanitation Workers" be added to Appendix C- Labor Class.
Seconded by Commissioner Richardson. Motion carried 3-0.
New Position Duties Statement and Adoption of Job Description: DPW - Water Meter
Technician
The Commission reviewed and discussed a New Position Duties Statement from the Water
and Sewer Division of the Department of-Public Works and the proposed job description for
Water Meter Technician. Commissioner Thompson made a motion to classify the position as
Water Meter Technician and to adopt the job description as proposed. Seconded by
Commissioner Richardson. Motion carried 3-0.
New Position Duties Statement: Police Department - Data Entry Specialist
The Commission reviewed and discussed a New Position Duties Statement from the Police
Department. Commissioner Thompson made a motion to classify the position as Data Entry
Specialist. Seconded by Commissioner Eastman. Motion carried 3-0.
OLD BUSINESS
Classification Study Appeals
The Commission finalized the schedule for oral classification appeals, which will be conducted
on Friday, November 5, 2004.
CONTINUING BUSINESS
Commissioner Richardson made a motion to enter into executive session to discuss civil
service examination matters. Seconded by Commissioner Thompson. Motion carried 3-0.
During executive session, the Commission took the following actions:
Approval of Rosters of Candidates for Examination
Commissioner Thompson made a motion to approve the Rosters of Candidates for Examination
listed below. Seconded by Commissioner Richardson. Motion carried 3-0.

Commissioner Thompson made a motion to extend Police Lieutenant Eligible List #73-042
until the establishment of the new list. Seconded by Commissioner Eastman. Motion carried
3-0.
Addition of Names to Continuous Recruitment Eligibility Lists
Commissioner Richardson made a motion to add the names listed below to the continuous
recruitment eligible lists indicated for a one year period. Seconded by Commissioner
Thompson. Motion carried 3-0.
