Commissioner Richardson called the meeting to order at 1:40 pm.
Executive Session—Appeal of Candidate Disqualification
Commissioner Richardson made a motion to go into executive session to review a candidate's
request to reconsider the denial of the candidate's appeal of the candidate's disqualification from
two civil service examinations. Seconded by Commissioner Thompson. Motion carried 3-0.
After executive session, Commissioner Richardson reported that the Commission voted, upon
reconsideration, to uphold their March 3, 2004 decision to deny the candidate's appeal of the
candidate's disqualification. The motion to uphold their previous decision to deny the candidate's
appeal was made by Commissioner Thompson and seconded by Commissioner Richardson. The
motion carried 3-0.
With no further business, Commissioner Richardson made a motion to adjourn the meeting at 1:50
pm. Seconded by Commissioner Thompson. Motion carried 3-0.

Commissioner Richardson called the meeting to order at 11:22 am.
APPROVAL OF MINUTES
Commissioner Eastman made a motion to approve the minutes of the February 5, 2004 meeting.
Seconded by Commissioner Richardson. Motion carried 2-0.
NEW BUSINESS
Executive Session—Appeal of Candidate Disqualification
Commissioner Richardson made a motion to go into executive session to review a candidate's
appeal of the candidate's disqualification from two civil service examinations. Seconded by
Commissioner Eastman. Motion carried 2-0. Deputy HR Director Saul left the meeting.
After executive session, Commissioner Richardson reported that the Commission voted to deny
the candidate's appeal of the candidate's disqualification. The motion to deny the appeal was
made by Commissioner Richardson and seconded by Commissioner Eastman. The motion
carried 2-0.
Deputy HR Director Saul returned to the meeting.
New Position Duties Statement: Ithaca City School District—Senior Network Administrator
The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City
School District. Commissioner Eastman made a motion to classify the position as Senior Network
Administrator. Seconded by Commissioner Richardson. Motion carried 2-0.
Revision of Job Description: Senior Network Administrator
The Commission reviewed proposed changes to the Senior Network Administrator job description.
The changes allow for the use of the classification in all jurisdictions, as opposed to limiting it to
City of Ithaca employment. Specific references to the City of Ithaca have been replaced with the
references to the employing agency. No substantive changes have been made to the job
description. Commissioner Eastman made a motion to adopt the proposed revisions. Seconded
by Commissioner Richardson. Motion carried 2-0.

Commissioner Richardson made a motion to go into executive session to discuss civil service
examination matters. Seconded by Commissioner Eastman. Motion carried 2-0. During
executive session, the Commission took the following actions:

listed below. Seconded by Commissioner Eastman. Motion carried 2-0.
