SUGGESTED CONSTITUTISN AND BY-LAWS FOR A MAYOR'S CITIZENS ADVISORY COMMITTEE ARTICLE I - NAME The name of this Committee shall be the Ithaca Citizens ainr Advisory Committee. re of city) ARTICLE II - PURPOSE This is a non-profit orLanization whose purposes shall be to provide an opportunity for citizens to assist the City Administration in developing goals and objectives for community improvements. Specifically, the purpose of the Committee shall be to: (1) Learn about the nature and extent of community deicienc- ies and the means and methods for remedying them; (2) Make recommendations for improvement; and 1?) Help inform other citizens and group as to the need for the community improvements and thus develop united community understanding of this need. ARTICLE III - MEMBERSHIP -Section I. Members shall be selected from all neighborhoods of the city and from all economic, civic, church, educat- ional, governmental, minority, welfare and informat- ional media groups. Members shall be appointed by the Mayor or presiding officer a❑f the city. Section II Members shall be limited .to a three year appointment unless otherwise specified. Members maysucceed them- r.'selves. The terms of one-third of the membership shall expire each year. Section III Each member shall have one vote. ARTICLE IV- OFFICERS Se.cti., I The officers of the committee shall be a President, Vice-President, Secretary and Treasurer. Section II A pointment The officers shall be appointed by the Mayor for a one year term, or until their seccessors are appointed. -1- Section III The Duties of the Officers Shal Be: President: To preside at all meetings of the mei.ber- ship, ap.oint committees with approval of the Executive committee, act as chairman of the Executive Committee as directed and needed. Vice-President: To preform the duties of the President in event of his absence, resignation or inability to perform his duties. SecretarySecretarzl To keep minutes of all membership meetings and have custody of the records and minutes of the organ- ization. To give advance and proper notice of all meet- ings of the membership and Executive Committee and pre- pare a formal agenda ahead of time--which should be mailed with notice of meeting. Treasurer: To have the responsibility for the custody of all the funds of the organization, and to pay out same upon the direction of the Executive Committee. ARTICLE V - COPZ1';TITTEES Section I Committees shall be formed when necessary and chairmen appointed by the President with the consent of the steer- ing committee and the Mayor. Section II Executive Committee: The executive Committee shall consist of the officers of the full committee and the chairmen of all appointed subcommittees. The Executive Committee shall meet regularly to: (1) Set policy, develop rules and by-laws; (2) Plan the overall Advisory Committee program and (3) Coordinate the activities of the subcommittees. ARTICLE VI - MEETINGS Section I The Committee shall meet once a month ,^.t a regular meeting place at: a specific time. Section II A majority of the Committee shall represent a quorum. Section III Subcommittee sr 11 meet as determined by the chairman of said subcommittee. • Section IV An annual meeting shall be held each year, on ten date written notice to the membership, for the purpose of receiving reports and voting on recommendation: Thole members present at an annual meeting shall consfitutea quorum. $ ARTICLE VII - FINANCING The Committee may request monies or staff assistance from the City Admin.. =tration to enable it to adequately carry out its responsibil .t- ies. -2- ARTICLE VIII - M NDI11'ENTS This Constitution and By-Laws may be amended by a majority tote at '. any membership meeting provided that the proposed amendments were read at the previous membership meeting or sent in writing to the membership by the Executive Committee ten days prior to the member- ship meeting. All changes are subject to veto of the Mayor. At a regular meeting on Tuesday, February 22, 1966 a by-laws amend- ment creating the office of second vice-chairman was voted on and carried.
