Clynes, John Crowley, James Yarnell, Attorney William A. Lange, Jr. Mary Louise Battisti, Executive Director ABSENT: Donald Slattery, Miriam Hutchins (arrived at 8:15 P.M.) GUESTS: Bruce Ryan, WTKO; Katie Heine, WHCU Chairperson Scott called the meeting of order with a quorum present. APPROVAL OF MINUTES: Commissioner Yarnell moved to accept the minutes of November 6, 1980; Commissioner June seconded the motion. Minutes approved as read. REPORTS: A. Titus Towers Tenant Council - No report. Northside Tenant Council - Chairperson Scott reported that two more fires had been set in the hallway at 503 Hancock, and the need for this building to be secured before a tragedy occurs. Executive Director has requested that O'Brien & Taube submit a proposal to the Board on two kinds of security. Southview-Tenant Council - No report. B. Attorney's Report - Attorney's report for Executive Session (con- tract negotiations) . C: Chairperson's Report - The Chairperson has received a number of calls in reference to the windows at Southview. Delivery date from manu- facturer after receiving the order is 14 weeks. A lengthy discussion ensued. Commissioner June moved that the Executive Director proceed with ordering the windows, and that she seek a proposal for Architec- tural Inspection Services for the Season-all windows. Commissioner Crowley seconded the motion. Ayes - 5 Nays - 0 • D. Executive Director's Report - Executive Director reported that the contractor has started on Northside roofs. Architect would like input from the Board on roofing colors for Southview. The Board chose the lighter shade for the shingles, and Miriam Hutchins made a motion to use only the orange color for the gables; Commissioner Yarnell seconded the motion. Ayes - 4 Nays - 2 (Margo Clynes, Jim Yarnell) Abstentions - 1 (John Crowley) 1.i REGULAR BOARD MEETING -2- December 4, 1980 Insurance coverage - Executive Director reported that Wausau Insurance Company would not penalize the IHA as long as the property insurance remains with them. NYSHARO liability insurance would cover the Execu- tive Director and each commissioner for up to $1,000,000.00. The present policy limit is for $5,000.00 for Executive Director and each commissioner. Executive Director recommended that the liability insur- ance be cancelled with Wausau and the NYSHARO insurance be purchased, at an annual saving of $4,000.00 plus more coverage, including Section 8. Discussion ensued. Attorney Lange to study policy and report back to Executive Director. Executive Director reported on a City Building Inspection at 216 Third Street (one of five apartments constructed under NY 54-4) , and that the IHA was cited. The living room is deficient in natural ventilation and is, therefore, in violation of the housing code. This must be appealed, and Executive Director requested the Board to so move. Secretary Margaret L. Clynes so moved that the Executive Director appeal to the Housing Board of Ithaca; Commissioner Yarnell seconded the motion. So carried. E. Tenant Relations Specialist - Commissioner Hutchins questioned whether the six vacancies means we have more vacancies than people applying. Executive Director explained. F. Principal Account Clerk - No questions. G. Section 8 Coordinator - No questions. H. Outreach Worker - No questions. G. Maintenance - No questions. OLD BUSINESS: A. Titus Towers Fire Alarm System - Executive Director reported that not only the head, but the base for each alarm to be replaced, and that the architect recommends we have a "Not to exceed" figure of $624.00. Simplex to give us the material, but IHA to pay for cost of the instal- lation. Executive Director felt we should proceed since, at the present time, we are without protection. Commissioner Yarnell so moved that the recommendation of the architect be accepted; Commis- sioner June seconded the motion. Ayes - 6 Nays - 0 B. Letter to IHA and David Taube from HUD - Read by Secretary Clynes. Schedule for NY 54-6 moved up by HUD by one month, and it is impos- sible to maintain. Executive Director stated that a contract with O'Brien & Taube Associates was executed and approved by HUD, and if the schedule were changed, a violation of the contract would occur. Schedule to remain as stated in the contract. REGULAR BOARD MEETING -3- December 4, 1980 C. Letter from R. A. DiPasquale regarding soil conditions at Titus Towers Site. Read by Secretary Clynes - for Commissioners' review at next Development Meeting. NEW BUSINESS: A. Invitation for Section 8 Moderate Rehabilitation Program Application - Executive Director gave an overview, and felt it would be advisable to attempt the program. Commissioner Yarnell queried as to extensive administrative costs for IHA. Executive Director explained that an administrative fee would be received from HUD, that both the existing housing and moderate rehabilitation could be combined, and that one person could be retained to run both Section 8 programs. John Crowley moved that the Executive Director proceed with getting information and applying for this program; seconded by Miriam Hutchins. Ayes - 6 Nays - 0 RESOLUTION #80-25 - Proposal from T. G. Miller & Associates, Engineers and Surveyors, to update property map - NY 54-6. Motion by Commissioner Yarnell to accept this proposal; seconded by Commissioner Clifford June. Ayes - 6 Nays - 0 COMMUNICATIONS: A. Tompkins County Senior Citizens - Read by Secretary Clynes, thanking IHA for use of Titus Towers for the Flu Clinic. B. Letter for Commissioners' information ADJOURNMENT: Motion to adjourn into Executive Session by Margaret L. Clynes; seconded by. Miriam Hutchins. Meeting adjourned.
