Questions from the floor. None. Minutes of Previous Meeting. Minutes of February 5, 1976, meeting were approved on motion by B. Whispell; second by Mae Kelly. Motion carried. Vote: 5 Ayes 0 Nays Reports. 1. Section 8. D. Slattery stated thatthe Ithaca Common Council re- cently approved, though not by formal resolution, turning Section 8 over to Ithaca Housing Authority. Everything appears in proper or- der, and operation under this program can begin. D. Slattery will transmit, for Ithaca Housing Authority records, copy • of Common Council minutes stating recent action of the Council con- cerning Section 8. 2. NYSARHO Meeting in Washington, D. C. Attended by F. Baldwin, D. Slattery, and S. Deeb. Interesting and instructive meeting with Congressmen, Senators, HUD representatives and others. F. Baldwin spoke briefly of activities at the Conference, which started at 10:00 p.m. , 2/17/76. Chairman of NYSARHO welcomed all present. (F. Baldwin suggested the program become a part of these minutes.) Congressmen, Senators, and others attended the 8:00 a.m. break- fast in the Rayburn Office Building. Several Congressmen spoke, also Senator Javits and mayors from various towns who put forth suggestions and ideas concerning field problems in housing. Congressman Matthew McHugh was also present at this breakfast meeting. Communications. 1. S. Deeb read a letter from Congressman McHugh expressing pleasure at joining Board members at the Washington Breakfast, and ac- cepting S. Deeb's invitation to visit Titus Towers and the IHA project. 2. Letter from City of Ithaca requesting use of Titus Towers facil- ities for Election and Registration days for 1976. B. Whispell moved Titus Towers, 800 South Plain Street, be established as a permanent polling place until such time another IHA Board may decide to rescind or change this resolution (#201) . Vote: 5 Ayes 0 Nays S. Deeb will inform Joseph Rundle, City Clerk, by letter of the Board action and above resolution. Chairman's Report. 1. F. Baldwin and S. Deeb recently made an area inspection of the Ithaca Housing Authority property - Overlook Terrace, South View, and Northside - both were favorably impressed with the condition of each project. There are a few items that could be improved. Garbage proposition seems pretty well solved, but needs to be carefully watched. 2. Modernization, Hector Street Roofs. New roof construction is being carried on by G. Puglisi. Present drainage problem will be taken care of as soon as weather improves. Board of Commissioners Page 3. Regular Monthly Meeting March 4, 1976 Director's Report. 1. S. Deeb met with Betty Hill , Chairman, Northside Tenant Council, 2/6/76. She explained Northside programs. F. Baldwin and S. Deeb earlier visited this area to observe. Found programs well attended, good group supervision, and well accepted by all children. 2. Model Dwelling Lease. S. Deeb feels few changes need be made as lease follows (HUD) procedures. Asked for reaction and com- ments of Board members before further action is taken. B. Whispell questioned terminology (not intent) of parts of Model Lease. Following discussion, changes were suggested: (a) page 2, para. 12 - Transfers. From: If Management determines that the size of the dwell- ing unit is no longer appropriate to Tenant's needs, Manage- ment may amend this lease by notice to Tenant that Tenant will be required to move to another unit within the project in which he lives; giving Tenant a reasonable time in which to move. To: If Management determines that the size of the dwelling unit is no longer appropriate to Tenant's needs, Management may amend this lease by giving written notice to Tenant that Tenant will be required to move to another unit within the project in which he lives. Tenant will be given 30 days in which to move. (b) page 4, para. 16 - Rights and Obligations of Tenants and IHA in the event of damages which are hazardous to Life, Health or Safety. Add: (e) The portion of rent abated shall be proportionate to the fraction of the unit which is unusable due to damage. (c) page 4, para. 18, item (a) - Entry of Premises During Tenancy. From: The IHA representatives shall be permitted to enter a unit, during reasonable hours, for routine inspections, repairs or maintenance, making improvements, or to show the apartment for re-leasing. Written notice, specifying reason for entry and delivered to the unit at least 2 days in advance, con- stitutes "reasonable" notification. To: The IHA representatives shall, after reasonable notifi- cation, be permitted to enter a unit, during reasonable hours, (remainder of para. same as above) . Chairman Baldwin asked if there were other corrections or suggestions. As there was none, the Board approved the above suggested changes. Vote: 5 Ayes 0 Nays Board of Commissioners Page 4. Regular Monthly Meeting March 4, 1976 3. Water Line Break, Center and S. Plain. Due to this break, 100 gal. per minute are being lost, according to Water Department check. Loss was metered; increased meter reading clued Water Department to the problem. A break in 2" heavy copper pipe was discovered by them. Although prior to laying (pipe) lines, gravel bed had been laid, one area appears to have been (only) ashes. The ashes mixed with ground water, caused chemical reaction that ate through the pipe. S. Deeb expressed his concern that (1) work is past warranty period, and (2) as far as possible recurrence, he does not know quantity of ashes presently in the ground around same area. V. Giordano to have pipe checked for possible flaws. F. Baldwin confirmed with S.Deeb that warranty period had passed; then questioned holding architect responsible. 4. Animal/Pet Problem. Letters have been sent all families in IHA units referring to the lease - no pets other than fish or birds. Those tenants housing animals, other than above, will be informed by letter to rid their premises of animals, or an eviction notice will follow from IHA attorney. 5. D. Slattery suggested seeking partial expungement on the hiyb water billing (due to pipe break) as lost water was not treated by sewer plant. As suggested by D. Slattery, S. Deeb will contact Superin- tendent, Board of Public Works for partial expungement of the bill covering this period. 6. Modernization, Hector Street Roof. There has been a water problem in two apartments. Skylights (replacements) have arrived and are to be installed. S. Deeb will have architects (A. Egner and M. VanMarter) thoroughly check contractor's work prior to final pay- ment. 7. Modernization, Hector Street Outside Lighting and Parking Lot Ex- tension. (a) Outside lighting to be for front and back of buildings. (b) The architect discussed with S. Deeb several problem areas to be considered prior to contracting for parking lot exten- sion job. Parking lot to be enlarged, graded and paved. The lower level crawl space is frequently full of water in the 6 unit building. Therefore, it necessary that grading and water run-off be done properly to eliminate water problems and dry rot. More money is needed from HUD to accomplish above, which is not covered under Modernization with existing problems. S. Deeb asked the Board to take needed monies from one of other funds. A cost figure for needed work is not available until Architects explore the situation. Board of Commissioners Page 5. Regular Monthly Meeting March 4, 1976 M. Wasilchak questioned IRA's previous expenditure of $5,000/$6,000 paid to V. Giordano to correct the drainage problem. S. Deeb re- sponded it continues to be a problem; he will talk with A. Egner and request specifications before the work is put up for bid, and will present to the Board for their approval. 8. D. Slattery questioned when Section 8 will go into effect. S. Deeb will visit HUD, Albany and talk with George Penta, in the near fu- ture. Following HUD's sanction and final approval, it hoped Section 8 will be in effect April 1976. 9. Payment to City of Ithaca, In-Lieu-of-Taxes, will be made as IRA has received subsidy. 10. IHA will pay water bill. Partial payment was not accepted. The Authority will pay 1972 bill; make payments on arrears as each monthly bill is received. S. Deeb stated arrears arose through computer error. 11. Partial payment of subsidy, which will be in three installments, has been received. IHA's total subsidy is $66,000. Other monies due IHA (from HUD) - approximately $37,000 for NY 54-5; Moderni- zation funding, $12,500 ($28,000 in total) . Unfinished Business. None. New Business. None Cash Disbursement Report. M. Wasilchak questioned payments being much greater than previous pay- rolls. S. Deeb explained these 10 payments to be retroactive to October 1, 1975, following budget approval. Mason, Raich' & Company. M. Wasilchak brought up the reason for having a Fee Accountant representing the Authority, and how long IHA should continue to have one. S. Deeb stated this to be through HUD authori- zation.. All housing authorities must have a fee accountant, plus bookkeeper, and every two yeaxs a private CPA firm to do the Authority audit. The Books have been put into shape by Mason, Raich for audit which is being performed by Maxfield, Randolph and Carpenter of Ithaca. Upon completion, the audit will be forwarded to Ronald L. Falcon, Regional Inspector General for approval. On motion by D. Slattery, second by B. Whispell, Cash Disbursement was approved as submitted. Motion carried. Y. 14850 April 1, 1976 To: Board of Commissioners Executive Director From: Richard Hayes Maintenance Foreman Subject: Monthly Maintenance Report for March 1976 The month of March has been another busy month. I believe we are in the process of accomplishing two things in particular. First, we are not having as great a garbage problem; and second, we are in the process of getting rid of the cats and dogs on all projects. Mr. Deeb has sent strong letters to all tenants on both of these matters. I can see a great improvement already. We have had many work orders this past month. We have had one vacant apartment to make repairs, so it can be rented - (Hector Street) . The roofs are not completed yet on Hector Street, but hopefully they will be soon. The roach problem is not as bad as it was a few months ago. We have Mr. Weeks working with us under the E.O.C. program. He has really done a great job so far. He keeps the community building almost spotless along with the laundromats. He keeps busy washing windows and keeping the lawns picked up. We have started to clean up the parking lots and lawns when we have time and weather permits. I think all the projects look great. Some of the tenants have remarked on its appear- ance. This makes us (the Maintenance Department) feel good. I don't think we have one automobile on any project that is abandoned or parked illegally. This has been taken care of. We had a plugged drain at 503 Hancock Street this month. The drain connected three apartments and we could not open it. We finally had to remove part of the wall in the basement apartment, and have Donohue and Halverson open it (the drain) with their big power snake. They had a rough time, even with this equipment. I have put Harry on repairs at South Plain and Center Streets, and Hector Street. Howard and Garth make repairs at Hancock. If I need all of them on the same project, then they work together. It seems to be working out quite well this way. About three weeks ago, someone broke in our stock room and took a lot of our tools. I had to do something, so I closed the laundromat at 3:00 p.m. each day. I couldn't find anyone to take the responsibility of closing it at a later time, so I am going to leave it open all the time. They have to open the laundromat door to get to our stock room. We have moved all our tools to a, better place, so if they do any damage Maintenance Report Page two March 1976 April 1, 1976 to the laundromat, then we will close it for good. It seems the ma- chines are often broken, and we have a hard time getting them repaired, so it really isn't much of a laundromat. I would like to see it run . properly for those who wash and need to do their laundry nights and weekends, but it has to have some supervision, and this I can't get. In the laundromat in the community building, a lot of holes were put in the walls. We repaired them, and about a week later they made twice as many. This is lack of supervision on the tenants' part, and if they don't care then I cannot see why we have to spend time and money to keep them (the Laundromats) open. I have tried everything I can think of to keep these laundromats open, but it hasn't worked. If any of you have suggestions, I would be glad to have them. Maintenance-wise, things look good. It seems we are having a small problem with the tenants and their C. B. sets (Citizen Band). I am sure the Executive Director will discuss this with you, and a decision will be made in the best interest of all. The tenants seem to be getting along with each other quite well. At least I haven't had many complaints - except for two families, and Mr. Deeb now is working on this problem. It has been a long, rough winter, but the way the project looks now, and when we really get it cleaned up, it will be great. I am really working to keep the projects in good operating condition, and also its appearance. I welcome you all to look them over and see for yourselves. Thank you for your time. Tenant Relations. Mr Baldwin congratulated editor of the Tituss Towers Times Newsletter. Nancy Hall, -for her good work onthis monthly paper, 'as did other Board members. Mr. Baldwin also reported on the South View playground. Excel- lent job. 4. Personnel. Mr. Slattery discussed sick leave with respect to City Comptroller copy, submitted as per City Policy. It was found that CSA benefits are used instead of disability. This subject was discussed at the last Executive Board meeting, in reference to.Dick Hayes leg injury. 5. Executive Director. Mrs. Battisti reportedverbally on the following: (a) Letters have been mailed to CPA's requesting Fee Account pro posals. Responses from local firms are good. She wishes a decision to be made as soon as possible as the Authority is in need of Foe Accountant services. (b) Exterminating course and certification. Two I.R.A. mainten- ance personnel will attend a 2-hour lecture course and later take an examination to become qualifed for this work, as per HUD directive. I.H.A.' will then be able to cut cost of extermination. The Board agreed to cover cost of this course for I.H.A. maintenance men. (c) Attendance to a Tompkins County Elderly Housing Project meeting; good rapport there. (d) HUD-Albany representatives, Percy Rochester and Robert Kaolin, recently spent three days visiting the Authority. Very good rapport. Page 3. Board Meeting - Octobs1 I 7, 1976 Reports: (cont.) % 5. 'A Myron Wasilchak Secretary ITHACA HOUSING AUTHORITY 800 South Plain Street Ithaca, New York 14850 Administrative Report Sept. 13 October 31, 1976 • The Executive Director attended the following meetings: Titus Towers Tenant Council Meeting Northside Tenant Council Meeting Common Council Meeting Social Services Meeting Youth Bureau Department of the Elderly Department of Family and Children Services Youth Bureau (Rick Detrick) Mr. John McDowell, S. O. Specialist from HUD-Albany Office, spent one (1) day in our office monitoring our files and policies. Mr. McDowell stated that our Affirmative Action Plan should be revised omitting the Executive Director as the Hearing Officer. This will be amendedwhen we pass on all the policies that require modifications/ revisions. He con- curred with my wishes. • Mr. Percy Rochester, Management Officer from HUD Albany Office spent three (3) days in our Office Monitoring our Modernization Program 1975/76. He reviewed Section-8 Housing with me and we reviewed the Hector Street Project with Mr. Robert Malin, HUD Engineer. I feel it was a very fruitful three, days with Mr. Rochester. I look for- ward to a good working relationship with him. I attended the Court Hearing on Mr. James Glover's eviction. The judge referred it back to _a Grievance Hearing due to the fact that the grievance procedure adopted by the Ithaca Housing Authority was not carried out properly. I met with Mr. Mike Labowski, in reference to the washing and drying equipment on our Northside Project. He has offered to help defray the costs of the installation of a window for the building. He stated to me that he could not keep the machinery in good working condition due to the van- dalism and complete distruction that has continued to occur. I have had new locks installed and keys issued to 'tenants. If and when the building is respected, I recommend the in- stallation of a window. Mr. Labowski has indicated he would install new equipment after this has been accomplished. They were the worst of the 11 apartments we had since the 23rd of September. A lot of time and money . had to go in these three. There are five that are ready now. The other three will be done, by the first of November. There are two more that will be out by the 1st that I know nf. The six apartments on Hector Street have been completely sealed. The heat'was cut back so that the water line won't. freeze. There is a problem with the roofs on the four Hector Street apartments. The Executive Director is taking, _ care of this matter. The Laundromats at Hancock Street have had new locks in- stalled and each tenant will receive a" key; `75¢ charge. (Unless they have the old key that they used before) . • 1. hope the heating problem at Titus Towers has been corrected. Many hours have been spent on this and I have not had one complaint yet. The water problem that some tenants are having is being checked out. I haven't come up with an answer but. I hope to soon. The drain line on the hot water tank has been replaced. The old one was almost ready to break off. _ Also a vent pipe was installed from the tank to the floor for safety reasons. There wasn't one on it before.. Thor c, haven' t been any elevator problems lately. the truck will be checked this week for the winter season. Also the inspection runs out the end of this month and will be taken care of. The new locks have not been installed at Titus Tower, as Ace Security hasn' received them. Ace was notified the locks were shippedt. 1 Maintenance-Wise thin are going along quite well cor 4ering the number of apartments that needed to be cleaned and re- paired. I try to do most of the work orders so the other men can stay in the apartments to work. All the equipment is being prepared and readied for the winter weather. There have been fewer broken windows this month. There are a lot of other things that have been done and that will be done but I won't bother you with them at this time. A thorough discussion was 'held concerning the adverse effect the'su worsening of the parking situation at Titus Tawers is having on the nutrition program. After the discussion, the following resolution was nnved, seconded and unanimously carried: WHEREAS, the Title VII Zbntakins Nutrition Program includes, as a major part of the program, lunches at Titus .Towers, Ithaca., New York five days per week, 52 weeks per year; and WHEREAS, approximately 35% elderly participants in said program are non-Titus Zbwers residents and are individuals who are unable to walk to Titus Tbwers to . partake of said lunches, but instead must rely upon motor vehicle transportation to attend; and WHEREAS, upvuntil recently there appeared to be adequate visitor parking facilities at Titus Towers; and WHEREAS, Titus Towers management has now done away with all visitor parking at the site; and WHEREAS, the said elimination of visitor parking has significantly reduced the attendance at said lunches thereby depriving too many needy elderly of the benefits of this program; and WHEREAS, it is the understanding of this council that the Ithaca Housing Authority is the owner of a considerable amount of land surrounding Titus Towers building Sp that the parking facilities can be readily en- larged, not only to better accomodate the non-Titus Towers' residents to enable them to better participate in this much-needed nutrition prugLam but also to better accomodate the Titus Towers' residents; and WHEREAS, the above-described problem concerning the very existence of the nutrition program is urgent and requires immediate action. NOW, THEREFORE, be it RESOLVED, that the Ithaca Housing Authority now resolve to enlarge the parking facilities at the Titus Towers site and to then take immediate necessary action to make the enlargement a reality in the immediate future; and be it further RESOLVED, that in the meantime the Ithaca Housing Authority and/or Titus 'Ibwers' management make some temporary provisions to accomodate the non-resident participants in said program; and be it further RESOLVED, that this Council will do all it can, within its limita- tions, to cooperate with the Ithaca Housing Authority to resolve this problem; and be it further RESOLVED, that several copies of this resolution be transmitted to Lydia Darling, Project Director, for distribution by her to the Ithaca Housing Authority, Titus Zbwers' management, the proper State and Federal agencies, and to any and all other agencies or persons which she, said Director, in her wisdan,' deems best to being the immediate solution of this problem to fruition. • t A4L L L- • t (------ atlaa she ,\\ lirqb.. AND TITLE VII The Ithaca Housing Authority agrees to the use of the Community Room, the serving kitchen, and the serving room at Titus Towers by the Tompkins County Nutrition Program five days per week for serving the noon meal . Such facil- ities shall be utilized to' operate a Title VII Nutrition Program, in accordance with regulations promulgated by the Department of Health and the New York State Office for the Aging. Further, the Nutrition Program shall have access to the Facilities Mondays through Fridays except for ten legal holidays. The use of• these facilities is a very generous contri- bution on behalf of the Ithaca Housing Authority and it is understood there is no monitary transfers involved. This agreement is for one year and will be renewed on a yearly basis, beginning January 1, 1977. If, for any reason, the Ithaca Housing Authority cannot handle the program at any time, the program can be terminated by the two parties in mutual agreement and with 60 days notice. Maintenance and Repair Daily custodial service shall be provided by the custodian of Titus Towers, including disposition of all disposable paper goods and refuse. The average numbed* being between i0 20 per day. The center is seen as a place to get acqua#rated, a' explore relationships, meet, talk, and fired out about coming events. But the pro- :' gram emphasis is on an integrated process that seeks to combine compassionate sup- ; { I. • From September 1975 to September 1976 this program was used by 120 par- . ticipants between the ages of 8 and 14. We have gone to May's point fishing, ' l providing boats, fishing rods, etc. A canoe trip down the, Deleware River, skeet shooting, canoeing on Fall Creek when water is up, gone out on the archery ranges, attended moto X races, skiing, toboggining, and have visited all of the parks within a thirty mile radius. The above activities have involved 41 youth most of whom were teens: V. One-to-One Program - I put this seyarately because it is a separate com- ponent of all of our programs. All too Olken when dealing with large numbers of youth we lose sight of the real intent of what we are doing. We do see a lot of youth in a variety of activities, but we try to sort through and°make 'contact with those that .seem to need assistance the most. This is our primary target group and it is hard to put a figure on exactly how many youth we are serving in this stay. In a month any staff person could become involved on a one to one basis with a 'youth by playing ball„ going to movies, a fishing trip, etc. and discovering 'a problem. Some Of these contactswill bind the staff person and a youth, others will 'not. All of our relationships are separate things hard to lump together and put figures on. Again we try to make ourselves real, we look for long range in • - volveument, that operates for the mental and physical well being of each contact we make. We encourage one to one in involvement so that energies can be collected and focused. • I ' VI. Referrals - We make a great many referrals to a number. of agencies. Office for the Aging, Social Services 20, Family and Children's Service 6, Police 2, probation 3, schools 23, community jobs 30, Big Brother/Big Sister 4, YMCA 40, , Camp Fire Girls 1, Alpha Hbuse 1, GIAC 30 and Handicapped 5, 'bealth - dentist, hospital 8, Salvation Army 3. 1 When a request comes to us we try to match the question to the answer'. " We always try to find a service that will facilitate the request. If the service exists but either through musunderstanding or lack of communication it is not being used we will try to bridge the gap. Only as a last resort do we step in and provide 'the solution ourselves. VII. Handicapped Program - This program is run in conjunction with the Recrea- tion Department at the Youth Bureau. It is an attempt to provide more selective setvices for those that through so•me handicap are not able to participate in regular programming. IN REVIEW In getting Lo know. the community,' knowing resources, trying to integrate services and service recipients we see vast problems in defining and integrating 's sense of self in relation to society/vise versa. Trying to understand the cornmun.tty that iv Ithaca and that Hancock ' a a part of. 'Bridging the gap - personal contact with all major agencies in the area.. Trying to understand youth and their problems and how these relate to schools, and society. There is confusion and misunderstand • ing. Our programs are designed to try and facilitate the solution to these problems by long range integrated comcepts and programs. - 4 the stimulus for this report was the presentation of the ithla, the Youth Bureau requests so as to continue our programs in the Hancock - Northside area. The preceding section was seen as valuable so as to provide a better understanding of what are the programs and purposes to which this request is tied. Part II Figures for the program at Hancock will be grouped since it is difficult at this time to define exactly which of the several program areas money is spent on. Documentation of incurred expenses will be made available if required. The single largest expense has been the personnel expenses. These expenses include the coordination time and various staff broken down as follows: Coordinator - Andy 25 hours per week for 36 weeks $ 1,560.00 6 - 10 Center and program staff 4,379.75 Total $ 5,939.75. To the above figure it is necessary that we include the time and effort of the detached workers, principally Ric Dietrich, and the general administrative in- volvement of others of the Youth Bureau staff. This would include Ric's supervisors Bob Cutia and Sam Cohen, as well as the general Youth Bureau office staff. By our calculation the total expense incurred by these people is equal to the involvement of 50% of a detached worker's time or $5,027.68. The cost of equipment for the programs has begun to mount as we have attempted to provide more and better resources at Hancock itself . The expense for such items as supplies, bats, balls, camping equipment and life jackets has amounted to $1,684.64. The other major expense incurred for this program has been transportation costs. These costs include use of the EOC van, the city bus system, school buses and private cars. The total amount of which has been $540.00. To the above list not incurredby the.Youth Bureau must be added the $1,400 contributed by the tenant's counsel of the Hancock project. This money was needed to continue various programs as well as to purchase various pieces of equipment • that were out of range of the Yduth Bureau budget allocation. In summary then, the Youth Bureau has spent from September 1975 to September 1976 . the following amounts on the provision of services and programs at the Hancock Housing project: Coordinator and 6 10 staff $5,939.75 Detached worker and administrative support 5,027 .68 Equipment 1,684.64 Transportation 540.00 Total 11,77r07 Recognizing that Hancock is a responsibility of the City generally, and thus also a responsibility of the Youth Bureau we do not feel that a request for the total ($13,192.07) is equitable. Instead we propose the sum ard$10,000 as being an amount whit/will allow us to continue to provide the above mentioned programs, add new programs as they become necessary, and to demonstrate the City's committment to the growth and development of all residents of the Hancock - Northside community. Vote: 6 Ayes 0 Nays • II Mary Hart { Secretary U U ITHACA HOUSING AUTHORITY 800 South Plain Street Ithaca, New York 14850 Administrative Report Month of November, 1976 The Executive Director attended the following meetings: Titus Towers Tenant Council Meeting Social Services 'Meeting - Elizabeth Morris E.O.C. - Lynn Rhenich Youth Bureau - Robert Cutia Family & Children's Services - Dianne Svendsen Cornell Legal Aid - John Capowski Office for the Aging - Ann Dien Representatives from the HUD Albany,Office began their Manage- ment Review of our Agency on November 14, 1976. They were here for the entire week and the review will be an ongoing procedure for the next six (6) months. Technicians in attendance this trip were: Percy Rochester - Management Officer Arlene Halfon - Social Services Bob Kaelin - Engineer. John Wright - Engineer (Utility P. Heating Tec:hnicion) Andy CI idwin - Engineer (Modernization) Mr. Rochester and Ms. Halfon met with representatives of City and County Agencies and explained the position of the Ithaca Housing Authority, as far as HUD Regulations apply, in reference to financing, services, etc. The meeting with Bob Cutia, Youth Bureau, revealed that he was informed by a Commissioner from the Housing Authority that Money was available in our Budget for -him to request $10,000.00. Mr. Rochester stated that this was an im- possible request. He also reiterated that the Cooperation Agreement executed between the City and the Housing Authority clearly defines the responsibility of the City to render services to the Housing Authority. He also stated the stability of past budgets and adherence to some left much to be desired. Any future expenditures, not budgeted, and disbursed without HUD concurrence will be frowned upon and action by HUD will follow. As you are aware we had very serious problems with our boilers in Titus Towers. The result of the leaks in both boilers led to the replacement of the rear sections on each. I have had an engineer in from Sargent, Webster, Krenshaw and Folley and the District Manager from Weil - McLein the manufacturers of the boilers. Page 2. This is the second time for each boiler in five (5) years. I am awaiting a report including findings and recommendations from both of these gentlemen. I would like to discuss some of their remarks in reference to our problems in Executive Session. John Wright, HUD Engineer, also checked our Heating plant and plumbing layout. He was distressed to discover the lack of ventilation in our Boiler Room. He will formally cite this in his report along with other deficiencies discovered in Titus Towers and the Northside Project. Bob Kaelin, HUD Engineer, inspected the Southside Project. These structures are only two (2) years old and the deficiencies discovered, I feel, should lead to litigation between the Housing Authority and the General Contractor. The roofs are starting to leak and the bathtubs have cracks and leaks in them. When Mr. Kaelin submits his report to us I shall request a Special Meeting with the Board and the Authority's Attorney to discuss his findings. Under Old Business, I have included a document, for your re- view, from William C. Barrett, Presiding Judge at the hearing held October 6, 1976, between the Housing Authority and James and Diane Glover. We cannot follow his directive until the Board appoints a member to fill a vacancy created by the resignation of Barbara Whispell. In last month's board material I included a resolution and Agreement submitted by the Tompkins County Nutrition Program. After discussion with HUD Representatives, and studying our financial picture, there is no way we can enlarge our parking lot at this time. We do not have the money.' I have been meeting and working with the Office for the Aging in an attempt to make sure these non-resident elderly people have a cooked meal. We are attempting to make arrangements with the Gad-About Bus to transport these people to Titus Towers. I have also requested Attorney Stohp to review this Agreement and to prepare a "Hold Harmless Agreement", to protect the Housing Authority in the event of injury, etc. , to the non- resident on resident participants. Under New Business, I have includeda Notice received from HUD in reference to utilities. It is self explanatory and I have included a report on utility usage for the year 1975. and 1976 up to present. Please note that many of the rents de- rived from apartments, particularly those on Hector Street, do not even cover the utilities. There is a letter filed under communications from Mr. Robert V. Pezdek, Executive Secretary of the Civil Service Commission in reference to Mrs. Virginia Larison' s request for a re- classification of the position in which she presently serves. No action by the Board is required at this point in time. Mrs. Larison must pass the Civil Service Test for this position in order to retain her status. Page 3. I have been meeting with Chuck Hasbrouck, a member of the Alpha Phi Omega Fraternity. They will run the election for our tenant representative to fill the vacancy on the Board. In our research of the former election we discovered that the Authority never passed by-laws. I discussed this with Attorney Sutton of the State and he concurred in our findings. Before this election can take place the Board must pass by-laws to comply with the langly Act. I am in the process of writing these and will present them to the Board for pass- age upon completion of same. As of this date, 11/29/76, we have nine apartments vacant. I believe five of these will be occupied by the time you get this report. That will leave four that we are working on now that are quite bad. We plan to have them all ready by the middle of December. We may have more vacant apartments by then to repair. On November 28th a hot water heater an Fifth Street started to leak. I came in and checked it out; it was shut off until the j following day. The next day Donohue& Halverson took care of the job for us. The tank was difficult to remove and the gas to the apartment had to be shut off. This had to be done without shutting the gas off to the other 5 apartments in that complex. They unhooked the line and capped it until the new tank was in- stalled. There is no place. to shut off the gas to just that apartment. I felt that they could do it faster and also they have the equipment to do this. The boiler sections for Titus Towers have arrived and are ready to be installed. One circulating pump at Titus Towers kicked off, so we put it on manual control on 11/27/76. This may have been due to the warm temperature that day. This is the pump that kicked off the last time we had a problem with the heat. I don't think there is anything wrong except the change in temperature did not call for it so it simply shut off. it seems to be running ok now. We have closed the laundromat in the Community Building at Han- cock Street for repair. The locks for the front and back en- trance doors to Titus Towers are in at Ace Security. the blank keys were not shipped. 1 talked with Ace; they ,ire hying to get blank keys. We have started exterminating the apartments with our new exterminator. It is going along fairly well but we have to have more help from the tenants to do the job right. I have been trying to do all work orders so the men can stay in the apartments to work. Maintenance Report 'age 2. November 1976 The truck seems to be running well. On 11/29/76 we used it for the first time with the plow. It did a good job. We are still working on the water problem that we have at Titus Towers. Hopefully we can clear this matter up soon. O'Brien Federal Building rf 4- North Pearl Street & Clinton Avenue Albany, New York 12207 NOTICE DIRECTOR'S 0100 Alb. 7460.5 November 11, 1976 SUBJECT: _ INDIVIDUAL METERING OF UTILITIES FOR EXISTING PHA-OWNED PROJECTS The Department of Housing and Urban Development has published in the Federal Register dated May 17, 1976, a Final Rule requiring that "to • the extent practicable, all utilities consumed directly by tenants will be individually metered". The Regulation, identified as Part 865, PHA-owned project utilities under Chapter VIII, Low-Income Housing of Title 24 HUD, sets forth the regulations for making Benefit/Cost Analysis and the conversion of PHA-owned master- metered projects to individual meters or checkmeters. The Regulations, effective on May 17, 1976, established the following requirements: 1. PHA-owned projects with master-petered systems must, within eighteen (18) months of the effective date, complete a Benefit/Cost Analysis of the conversion from the master-metered system to retail service or checkmetering. 2. Master metered projects determined to be cost effective for conversion to retail or checkmetering shall be so converted within thirty (30) months of the above effective date. 3. Because of changes in the cost of utility services and periodic changes in the utility regulations, PHAs with master-metered systems are re- quired e- quired to re-evaluate master metered systems without checkmeters by making Benefit/Cost Analyses at least every thirty-six (36) months. It is' imperative, since five (5) months of the first eighteen (18) months have already elapsed, that PHAs begin the preparation of the Benefit/Cost Analysis as soon as possible. Presently, checkmetering is not permissible in the State of New York. However, the Public Service Commission has indicated that, as of January 1, 1977, agencies under the jurisdiction of HUD may be permitted to use checkmetering. Discussion was held reference letter from HUD, Albany concern- ing 54-5 deficiencies. On motion by J. Crowley, second by F. Cusack, the Executive Di- rector was requested to investigate proper procedures to have heating expert make recommendations reference installation of ventilators in boiler room, as per letter from HUD. There was discussion on the lack of ventilation in the boiler room. Mr. Cusack recommended ventilators be installed and charged against the 1977 budget. Mrs. Battisti recommended against this. One of these is ready and the other one will be ready in about 3 days. We have had an unusual amount of bad weather this past month, which meant snow removal and salting of walks and driveways. We have had a lot of work orders that held us back on some jobs but we have done a good job catching up with the vacant apartments so they could be rented. We had some real bad ones. The family units have had what we call a clean-out by our new exterminator and some apartments in Titus Towers. A schedule will be set up for Titus Towers the first of the year to do the whole building. The family units will start to have their monthly spraying on January 7th. I am not sure how many he (Del Grover) will do each day. He will start spraying Titus Towers on the 6th of January. He will do the 4 top floors on the first visit. On the 11th he will do the next 4 floors and on the 14th he will do the remaining floors time permitting. The tenants will be informed of the date and what Mr. Grover expects to have done before he starts. After the whole building is completed he will set up a routine monthly schedule for the High Rise. The first time the apartments are sprayed the tenants will have to leave for about 2 hours. One of the maintenance men will go ahead of him on the first visit to see that the apartments are prepared for spraying. Garth Ellsworth has been working at the Titus Towers now for about a month. He will take over Joe David's position on January 1st. I think he will do ok. I believe he will have a full-time man to help him soon. We now have the boys from Camp McCormick to help us several hours three times a week. I hope to have a schedule for them by the first of January. We are going to move all stoves and refrigerators from the six units on Hector St. to the other project for storage until the building has been repaired. Probably. Titus Towers stock or storage rooms. The garbage problem is a little out of hand but this is being taken care of. Maintenance Report Page 2. December 1976 The new locks have been installed on the front and rear en- trancesof Titus Towers and almost everyone has a new key. I hope that this will step a lot of people from entering the building that should/ here. I have talked with Herb and asked him to watch people from opening the door to anyone that comes to the High Rise. I think that if they have business at the Towers they should use the intercom to identify them- selves. I have seen people come to the door and if someone is in the lobby they simply get up and open the door for them, whether they know them or not. Herb said he would do all he can to stop this. The one thing that will help is that the new keys cannot be duplicated unless I have it done and sign for them. All the keys passed out to tenants were signed for. There are only 6.masters made and they are accounted for. I believe things are looking a lot better than they were a few months ago. As for the Maintenance Department, we will do everything we can to keep the project in good running order. There are a lot of projects and plans we are working on with the Executive Director but I won't bother you at this time with them. Overall, the project in general is not in bad shape.
