A,endance: Planning Board Chair Dan Walker; Planning Board Members, Michael Carpenter, Henry Hansteen, Rich
Teeter, Ann Chaffee (7:08); Planning Board Alternates, Greg Hutnik, and Aaron Abb.
Call to Order: Chair Walker called the mee+ng to order at 7:05 PM

Public Hearing and Subdivision Review 3-Lot subdivision Iradell Road, Tax Parcel 3.-3-4.22.
Chairman Walker opened the Public Hearing at 7:10 P M.
Chairman Walker acknowledged Mr. Smith and asked him to submit the full property map for the board's review. The
Board went over the SEQR and submi:ed plans.

PB resolu on No. 2023-7 : Subdivision Approval, Mark Smith Subdivision, Iradell Rd, Enfield, NY, Tax
Parcel No. 3.-3-4.222
Moved By M. Carpenter- Second By R. Teeter–
WHEREAS:
1. This ac+on is Considera+on of Final Subdivision Approval for a 3 lot Subdivision located on
Iradell Road in the Town of Enfield. Mark Smith Owner; and
2. This is an Unlisted Ac+on for which the Town of Enfield Planning Board, ac+ng in an
uncoordinated environmental review with respect to the Mark Smith Subdivision proposal,
made a nega+ve determina+on of environmental significance aAer having reviewed and
accepted as adequate a Short Environmental Assessment form part 1, prepared and submi:ed
by the Applicant; and prepared a Short Environmental Assessment Form Parts 2 and 3; and
3. The Planning Board, on November 1, 2023 has reviewed and accepted the subdivision drawings
en+tled, Survey Map Showing Lands of Mark L. Smith prepared by T.G. Miller PC; and other applica+on materials;
NOW, THEREFORE BE IT RESOLVED:
That the town of Enfield Planning Board hereby grants subdivision approval for the above referenced
ac+on as proposed. VOTE

Planning Board Vacant term seats as of December 31, 2023.
One term for an agricultural seat will be open on January 1, 2023. Will no+fy the Town Board of the vacant seat and one
Alternate posi+on will be vacant as of January 1, 2023.
The planning board is aware that Ann Chaffee’s seat will be up for reappointment star+ng January 1, 2023 and the
Planning Board recommends appoin+ng Ann Chaffee to the posi+on.

Discussion On Town Park Proposal Plan:
Greg Hutnik gave an overview of the Park commi:ee and what the commi:ee has been working on. There is vacant land
not being used at the Highway Facility and he thought as a planner they should survey the community and see what
would be the best use of this acreage. He submi:ed a proposal to Cornell Design Connect and this project was selected.
There is currently a survey posted on the Town Website residents can complete, they have received ~30 responses. The
Design team will have a plan together before the end of their semester this December.
Ag District review discussion with Crystal Buck, Farmland Protec on and Ag Marke ng educator, Cornell Coopera ve
Extension.
Crystal shared that they are in the 8-year review of Ag district 2. This is the only +me that land can be taken out of the
district or added to the district. She pointed out that the regula+ons only really apply to commercial farms and offer
them protec+ons against unreasonable restric+ons. Discussion followed. Planning Board consensus is to add the parcel
suggested and the part around parcel A be leA in.
Public Hearing and subdivision Review 3-Lot subdivision 423 Enfield Center Road West, Tax Parcel 12.-1-3.2
Chairman Walker opened the public hearing at 8:29 P M. He acknowledged the applicants were in a:endance, Lisa and
William Munser.
He shared the Plat map on the computer screen. Chairman Walker shared the proposed 3-lot subdivision.

Chairman Walker went over the SEQR form.

Enfield, NY, Tax Parcel No. 12.-1-3.2

WHEREAS:
1. This ac+on is Considera+on of Final Subdivision Approval for a 3 lot Subdivision located at 423

Enfield Center Road West at the intersec+on with Black Oak Road in the Town of Enfield, Lisa
and William Munzer Owners; and
2. This is an Unlisted Ac+on for which the Town of Enfield Planning Board, ac+ng in an
uncoordinated environmental review with respect to the Munzer Subdivision proposal, made a
nega+ve determina+on of environmental significance aAer having reviewed and accepted as
adequate a Short Environmental Assessment form part 1, and prepared a Short Environmental
Assessment Form Parts 2 and 3; and
3. The Planning Board, on November 1, 2023 has reviewed and accepted the subdivision drawings
en+tled, “Survey Map No. 423 West Enfield Center Road”, prepared by T.G. Miller PC dated
7/6/2023; and other applica+on materials;
NOW, THEREFORE BE IT RESOLVED:
That the town of Enfield Planning Board hereby grants subdivision approval for the above referenced
ac+on as proposed.

Comments: Alan Teeter, Kumas has officially been sold and they are not sure what they will do with the land at this +me.
