HomeMy WebLinkAboutTown of Enfield Planning Board Meeting Minutes_09062023 FINAL 1 Town of Enfield Planning Board Mee ng Wednesday, September 6, 2023 7:00 PM In-Person at the Town of Enfield Courthouse and Via the Zoom Mee ng Pla*orm Present: Planning Board Chair Dan Walker; Planning Board Members; Michael Carpenter, Henry Hansteen, Ann Chaffee; Town Clerk Mary Cornell; Code Enforcement Officer Alan Teeter. Excused: Planning Board Alternate Aaron Abb. Absent: Planning Board Member Rich Teeter Call to Order: Chairman Walker called the mee(ng to order at 7:05 PM Minutes: August 2, 2023 Mee(ng. Carpenter mo(oned and Hansteen seconded. Discussion: Two changes were made as requested by Chairman Walker. Vote: Walker, Aye; Carpenter, Aye; Hansteen, Aye; Chaffee, Aye; Carried. Sketch Plan Review, 3 lot subdivision, Iradell Rd, Tax Parcel 3.-3-4.22. Chairman Walker shared the sketch plan applica(on with those present. No ac(on will be taken as the applicant was not present. Chairman Walker asked Code Officer Teeter to let Mr. Smith know that the Survey plat needs to be submi5ed at least 10 days before the next mee(ng to be on the agenda. Review Subdivision regula ons: The Board started on page 17 of the regulations. A privately owned water and sewer system would still need to follow Health Department regulations. Total control can only be had if full zoning is in effect. We do not have zoning; therefore, we do not limit subdivisions as long as they fall within Town/County/State regulations. In order to proceed with zoning, the planning board would work on a comprehensive plan and present it to the Town Board and then the Town Board would need to approve it based on the recommendation of the comprehensive plan. Nothing in our current comprehensive plan recommends high density planning. Clerk Cornell will work with Code Enforcer Alan Teeter on a subdivision & site plan application scale to bring to the Planning Board. The Board reviewed the full regulations and Chairman Walker will discuss the road specifications with the Highway Superintendent Rollins and then present the clean copy of updated regulations to the Town Supervisor for review/presentation to the Town Board.
