REGULAR MEETING The Regular Meeting of the Town of Groton Planning Board was called to order at 7:35 p.m. by Chairman Ed Neuhauser. APPROVAL OF MINUTES — 21 OCTOBER 2010 A motion was then made by Member Mary Gloster to approve the Minutes of the 21 October 2010 Planning Board meeting, as submitted. The motion was seconded by Member Barbara Clark, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Haines Member Gloster Member Baxendell Motion carried. This becomes Action #40 of 2010. OLD BUSINESS - None NEW BUSINESS David Viscotha, Applicant/Kenneth Welch, Reputed Owner - 172 Chipman Corners Road - Part of TM #16.-1-12.3 - Boundary Line Change Chairman Neuhauser recognized the applicant who explained to the Board that he had purchased approximately four acres of adjacent land from Kenneth Welch (TM #16.-1-12.4) that he wished to add to his (Mr. Viscotha) TM #16.-1-9.35. Mr. Viscotha stated that he also owned another adjoining parcel, TM #16.-1-9.342, and wanted all three parcels combined into one tax map parcel, as shown on the map accompanying the application. The applicant also presented a survey map to the Board. Chair Neuhauser acknowledged that "under 6 NYCRR Part 617.5(c)(10), (12) or (13) of the State Environmental Quality Review Law, the proposed action is a Type II action and is determined not to have a significant impact on the environment, or is otherwise precluded from environmental review under the Environmental Conservation Law, Article 8." The motion was seconded by Member Monica Carey, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Haines Member Gloster Member Baxendell Motion carried. This becomes Action #41 of 2010. PLANNING BOARD CANDIDATE INTERVIEWS The Town of Groton Planning Board then proceeded with interviewing three candidates for an opening on the Board. Those applying for the vacancy on this Board were: • John Morey of 1141 Spring Street Extension, who has lived in Groton for 26 years; • James Burch of 730 Old Stage Road, a resident for the past four and a half years; and • Otis Jackson of 842 Cobb Street who has resided in Groton since 1989. It is noted for the record that a fourth candidate, Laurene (sp) Rosenbush, did not appear for an interview. At the conclusion of the interviews, a motion was made by Member Gloster that the Town of Groton Planning Board recommended to the Groton Town Board that they appoint John Morey to serve as a member of the Planning Board. The motion was seconded by Member Clark, with the vote recorded as follows: Ayes: Chair Neuhauser Nays: None Member Carey Member Clark Absent: Member Haines Member Gloster Member Baxendell Motion carried. This becomes Action #42 of 2010. ADJOURNMENT At 8:40 p.m., a motion was made by Member Clark to adjourn the meeting. The motion was seconded by Member Gloster, with all members present voting in favor. J E.
