City of Ithaca Public Art Commission Meeting Minutes
December 22, 2016
Committee members in attendance: Carol (Chair today), Caleb, Norma, Todd, Sam, Megan, Sally Grub,
Agenda item #5: “Before I Die……..” Wall
Presenters: Elise Steele, Community Faith Partners, Interim ex director
Chuck Tompkins, retired ‐ works with Cal Walker, and other projects like Second wind
Saw idea in a magazine, Learn how other cities do it, Examples shown. Montclair NJ example, film by
Scott E Moore. New Orleans, LA –over 70 countries
Common concern is what to do with negative comments or profanity, community works it out and
people take pride in what they write up on the board. Self‐monitoring is needed to maintain site.
Rochester placed on worst street in town (crime rates, first few days some negative in few days after a
few days good remarks go up and begin to wash out negative remarks).
Comments & Questions:
Previous panel with this idea had a lot of challenges to monitor. Would need to have strict plan to get
approval.
Portable? And a place of conversation. Outdoor chalk paint? Yes, keep chalk available. Any other
vandalism happened? No.
Process for Independent property vs public space. How large? Any, can suit to the location
Approval through us for public property within 3 months. Due to text has to fall within sign ordinance.
Meet outside of this meeting, to do a walk around, to choose a few spaces.
Get list of locations to be in contact with owners. Cinemapolis, pavilion are ideas for location. Any map
would be helpful to presenters?
Carol‐ What is needed from us? Pick out sites and then decide what is needed to move forward.
Approval of the minutes: Aug, Sept, Oct. Questions or concerns. All in favor. Gold star.
Agenda Item #6: Temporary Community Altar Proposal for DeWitt Park.
Proposing for month of mid‐February to mid‐March. Don’t have to put in formal recommendations,
forward comments to public works. Could be a challenge to get approved. Light on fire at end.
Organizers had a tent with an impromptu theatre scene at artists market. Do with quality and creativity.
Participatory art. Ithaca Festival had mixed experience, didn’t publicize it well, asked for free booth
when other payed and then complained about it. Heard from organizers had a location without a lot of
foot traffic. Appreciate them as artists to have success. Argos event was beautiful.
Attended to twice a week. Use of altar. Some on public art commission have concerns with the use of
Altar. John with CAP does not. Veterans group that adopted location concerns? Have less involvement?
911 Altar, didn’t go through us. Middle of commons. With high beams.

Procedures of items were left, ensure items are curated or maintained. Process: Board of public works,
parks commission, and public works. Scale (34 wide/56wide) and plans for design.
Agenda item#7: Rainwater Art
Caleb did a sample stencil at the Generator. Generous with the demo and time to use the space and
equipment. Precise, tile the pieces of an image together for larger sized stenciling. Stacks of cardstock.
How absorbent is it? Some techniques to sample to avoid spray. Take some testing.
$800 total, $50 per stencil. Ink scape or illustrator. A few people to meet up, how big each one. Not too
big and not too small. A good size for legibility and other factors.
Have a meeting of to discuss details. January meeting,
Work on grant funding, to purchase materials. Monday 9th, at 2:30‐4:30pm at City Hall.
Bring laptops with Illustrator.
$20 use when it is open. 5‐7 each weeknight. $75 with a key. Member can have 2 guests.
Printed to scale is daoable to bring to next meeting.

2. Complete commons boxes Electrical box murals
3. Install Rainwater Art Project
4. Work with Reed to Complete Seneca Street garage Mural
5. Community survey on public art
6. Projects for 2018, funding opps and timeline, acceptance process and timeline (flow chart)
7. Updating website and general application
8. Guidelines for artists, tips on materials and process
9. Event around mural making workshop: write up concept
10. Conditions survey of existing Electrical Box murals, list and follow up with artists.
11. Fill in seats. (Challenge with where things are with the City)
12. Diversity statement and how this committee supports that. (Actively recruits and provides trainings).
Updates:
a. Boards & Committees Workshop
Dec 1st workshop, work that board and committees do. Structure. Take away: key components that need
to exist in each committee. New structure being developed over next few months, have set by March.
Legislation change happening. (What changes to expect)

Deadline is January 23rd at 2pm. Official meeting at Jan 26th at noon. Reserved for going over proposals
