HomeMy WebLinkAbout1973-11-12 R5 TOWN OF DANBY PUBLIC HEARING ON PRELIMINARY BUDGET November 12 , 1973 The Town Board of the Town of Danby held the public hearing on the proposed budget for the Town of Danby for the year 1974 at the Danby Elementary School , November 12 , 1973 at 7 : 30 P . M . Notice of the public hearing was duly advertised in the Ithaca Journal . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Gerald Crance 411 Justice Milton Todd Justice Floyd Dorn Others present : Gordon Roberts , Ed Slights , Ernest Cole , Roy Casterline , Mary Casterline , Joseph Hulbert , Moses Peter , E . J . Miller , and Fred Lee , Donald Coon , Gary Vincent and Henry Lower . Supervisor A . Francis Wright called the public hearing to order and reviewed the proposed amounts to be raised by taxes in the preliminary budget for 1974 . All persons present were given copies of these figures . Supervisor A . Francis Wright stated that any questions would be welcome and anyone wishing to examine the budget further could do so . Mr . Wright stated that the tax was stabilized so that it is the same as for 1973 . Public hearing adjourned at 8 : 00 P . M . Respectfully Submitted , a 67 . TOWN OF DANBY TOWN BOARD MINUTES November 12 , 1973 The regular meeting of the Danby Town Board was held in the Danby Elementary School November 12 , 1973 , at 8 : 03 P . M . Board members present : Supervisor A . Francis Wright Councilman Gerald Crance Councilman Ralph Wilbur Justice Floyd Dorn Justice Milton Todd Others present : Gordon Roberts , Ed Slights , Ernest Cole , Roy Casterline , Mary Casterline , Joe Hulbert , Moses Peter , E . J . Miller , Fred Lee , Donald Coon , Gary Vincent and Henry Lower . • Justice Floyd Dorn made the motion that the minutes of the October 8 , 1973 meeting be accepted as presented . The motion was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . A letter from the Association of Towns of the State of New York advising of 1974 dues and the annual meeting . 2 . A letter from the State of New York Office for Local Government concerning the fire prevention code . 3 . Agenda of the Tompkins County Board of Representatives meeting of November 12 , 1973 . 4 . Resolution No . 278 - Workmen ' s Compensation Budget and Apportionment . 5 . New York State Department of Audit and Control concerning proposed changes to the Highway Law . 6 . A letter from the Tompkins County Comprehensive Health Planning Council concerning the provision of better health care for all persons . 7 . A mailgram from Governor Nelson A . Rockefeller concerned with President Nixon ' s program to conserve energy . 8 . A letter from the Buffalo Federal Executive Board concerned with Federal Grant Applications . 9 . A letter from Ashland Petroleum Company concerned with allocations fraction of fuel based on 1972 figures . 10 . A letter from the Town of Ithaca concerning the closing of the account with the Tompkins County Trust Company in the name of Tompkins County Town Supervisors ° Association treasurer . PRIVILEGE OF THE FLOOR : • Moses Peter commented on the heating of the Town Hall and also flood insurance . Tompkins County Representative , E . J . Miller , stated that the main topic of discussions at their meetings is the hospital question . This may go to vote in another week . The old Ithaca College Building that houses the Planning Department , Board of Elections and Assessment Department is going to be modernized . Fred Lee asked why build a new Town Hall ? He is against it . The town board told him that offices were needed for town officials and a place to hold justice court was also a necessary thing . A meeting place for other town meetings is also needed . In the case of the justices their place for holding court is inadequate and the school may not always be available for town meetings . D anby Town Board Minutes - November 12 , 1973 - Page 2 Privilege of the Floor continued : Henry Lower complained that his propoerty on Brown Road extension has been cut off . A grader piled dirt in the road way and there is no way to get to his property except on foot . Highway Superintendent , J oe Hulbert will check into this . COMMITTEE REPORTS : A . Highway e Councilman Ralph Wilbur reported that a pay scale for part time help was being set up . He and Joe Hulbert agreed that the rate should be 250 an hour less than the rate • paid the full time worker in any job classification . Mr . Wilbur stated that a new cinder spreader was needed and would probably cost from $ 3 , 000 . to $ 3 , 500 . He made the motion that Joe Hulbert be authorized to write up specs and advertise for bids . The motion was seconded by Justice Milton Todd . RESOLUTION # 22 ADVERTISE FOR BIDS FOR A MATERIAL SPREADER Roll Call Vote : Wright - aye Wilbur - aye Crance - aye Dorn - aye Todd - aye Carried five ayes and no noes . B . West Danby Water District - No report C . Insurance - An insurance bill has been received and needs to be paid . Supervisor A . Francis Wright reported that the budget would need to be modified in order to pay this bill . He recommended that item A19110 . 4 be increased by $ 45 . 00 from the contingency fund account A1990 . 4 . Justice Milton Todd made the motion to transfer the $ 45 . 00 to pay the insurance bill . Justice Floyd Dorn seconded the motion . RESOLUTION # 23 TRANSFER $ 45 . 00 FROM THE CONTINGENCY FUND TO ITEM A19110 . 4 Rols Call Vote : Wright - aye Wilbur - aye Crance - aye Dorn - aye Todd - aye Carried five ayes and no noes . D . Refuse collection and disposal - The committee felt the sheriff should be notified that garbage is being dumped along Michigan Hollow Road and also on Bald Hill Road . • E . Youth - No report . F . Zoning and Planning - Justice Milton Todd made the motion that Ernest Cole be appointed chairman of the planning board . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . Justice Dorn reported that the planning board is studying the zoning law . There is a case pending before the board of zoning appeals . G . Fire - No report . H . Cemeteries - All are closed up for the winter . OLD BUSINESS : Report of Highway Superintendent - Joseph Hulbert mentioned that he has been notified that some people that have built their house on a remote road will retain an attorney if necessary to make sure 71 Danby Town Board Minutes - November 12 , 1973 - Page 3 Old Business continued : they get plowed out in the winter time . More work is being done on salaries and this will be reported on at the December meeting . He also reported on a salt seminar that he attended . Report of Zoning Officer - A written report was submitted . Report of Planning Board Chairman - As Mr . Cole was just appointed he had no report for the board except the fact that the board is currently working on the plans for a new town office building . Report of Appeals Board Chairman - Moses Peter said that there will be a public hearing November 15 , 1973 . He mentioned that if people • are dissatisfied with the Appeals Board decisions they should attend meetings and complain or mail their complaints to him . NEW BUSINESS : Councilman Ralph Wilbur made the motion that the preliminary budget as presented be adopted as the 1974 Town of Danby Budget . The motion was seconded by Justice Milton Todd . RESOLUTION # 24 ADOPT THE PRELIMINARY BUDGET AS THE 1974 TOWN OF DANBY BUDGET . Roll Call Vote : Wright - aye Wilbur - aye Crance - ave Dorn - aye Todd - aye Carried five ayes and no noes . Supervisor A . Francis Wright said that someone should be hired to survey the property where the town hall is now located and also the property next door that the town has an option to buy . Also a topographical map is needed . Justice Floyd Dorn made the motion that the supervisor be given authorization to engage a qualified person to survey the property at a fee not to exceed $ 200 . 00 . The motion was seconded by Councilman Gerald Crance and carried by a vote of five ayes and no noes . Councilman Gerald Crance made the motion that Janice Todd be appointed alternate election inspector in District # 2 to replace Tresa Cortright who is resigning due to illness . The motion was seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . Councilman Ralph Wilbur made the motion that the unpaid water bills in the amount of $ 1 , 328 . 61 for 1972 and 1973 be added to the tax roll . Justice Milton Todd seconded the motion . RESOLUTION # 25 UNPAID WATER BILLS IN THE • AMOUNT OF $ 1 , 328 . 61 FOR 1972 AND 1973 BE ADDED TO THE TAX ROLL Roll Call Vote : Wright - aye Wilbur - aye Crance - aye Dorn - aye Todd - aye Carried five ayes and no noes . Supervisor A . Francis Wright stated that the annual dues for the Association of Towns is $ 106 . 00 which is $ 6 . 00 more than the amount budgeted . Councilman Ralph Wilbur made the motion that the amount needed to pay the annual Association of Towns bill above the amount budgeted be transferred from the contingency account A1990 . 4 to A1920 . 4 . ;Justice Floyd Dorn seconded the motion . c 73 Danby Town Board Minutes - November 12 , 1973 - Page 4 RESOLUTION # 26 TRANSFER $ 6 . 00 FROM A1990 . 4 TO A1920 . 4 TO PAY THE ANNUAL DUES NOT BUDGETED FOR . Roll Call Vote : Wright - aye Wilbur - aye Crance - aye Dorn - aye l Todd - aye Carried five ayes and no noes . General fund warrant & 11 in the amount of $ 957 . 57 was approved to be paid . The motion was made by Councilman Gerald Crance and • seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . Highway Warrant # 11 in the amount of $ 1 , 005 . 69 was approved to be paid . The motion was made by Justice Milton Todd and seconded by Councilman Ralph Wilbur and carried by a vote of five ayes and no noes . West Danby Water District Warrant # 9 in the amount of $ 277 . 00 was approved to be paid . Councilman Ralph Wilbur made the motion which was seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . The motion to accept the Supervisor ' s reports was made by Justice Floyd Dorn and seconded by Justice Milton Todd and carried by a vote of four ayes and no noes .
