HomeMy WebLinkAboutMN-BPW-2002-10-23BOARD OF PUBLIC WORKS PROCEEDINGS CITY OF ITHACA, NEW YORK Special Meeting 5:45 p.m. October 23, 2002 PRESENT: Mayor Cohen Commissioners (5) - Leonardo, Tsegaye, Gutenberger, Jenkins, Dotson EXCUSED: Commissioner Beach OTHERS PRESENT: Administrative Secretary - Payne Superintendent of Public Works - Gray Assistant Superintendent of Streets and Facilities - Ferrel Assistant Superintendent of Water and Sewer - Fabbroni Common Council Liaison - Hershey PLEDGE OF ALLEGIANCE: Mayor Cohen led all present in the Pledge of Allegiance to the American flag. WATER AND SEWER: Professional Services for North End Tank By Commissioner Gutenberger :Seconded by Commissioner Tsegaye RESOLVED, That the Board of Public Works hereby authorizes the Assistant Superintendent of Water and Sewer to enter into an agreement with Trowbridge and Wolf for design of the North End Tank for a fee not to exceed $ 30,000 with funds drawn from Capital Project # 506. A vote on the resolution resulted as follows: Ayes (4) – Jenkins, Leonardo, Tsegaye, Gutenberger Nays (0) Abstentions: (1) - Dotson Carried BUILDINGS, PROPERTIES, TRANSIT: Amendment to Consolidate TCAT Agreement The Board reviewed a resolution to amend the TCAT Consolidation Agreement, signed by Paulette Manos acting as Secretary/Treasurer, and discussion followed. Superintendent Gray stated that TCAT operates under a three party ownership and management structure: Cornell University, Tompkins County and the City of Ithaca. Common Council, not the Board of Public Works, is empowered to vote on the amendment. Approval of Upgrades to Southside Community Center By Commissioner Tsegaye :Seconded by Commissioner Gutenberger WHEREAS, the Ithaca Urban Renewal Agency has proposed exterior upgrades to the Southside Center, and WHEREAS, those upgrades, including the addition of a fence to enclose the playground at a cost of $2,000, the repair of lighting the access ramp and playground area for $5,000, and drainage repair at pay area at a cost of $3,000 to be funded from IURA monies; now, therefore, be it RESOLVED, That the Board of Public Works hereby supports the upgrades proposed by the IURA at the Southside Center. Carried Unanimously HIGHWAYS, STREETS, SIDEWALK: Raised Crosswalks at Cleveland and South Plain Streets Commissioner Leonardo :Seconded by Commissioner Jenkins WHEREAS, the Ithaca Urban Renewal Agency has proposed the installation of raised crosswalks at the intersection of Cleveland Avenue and South Plain Streets; now, therefore be it Board of Public Works – October 23, 2002 - Page 2 RESOLVED, That the Board of Public Works hereby accepts the proposed raised crosswalks to be installed and funded by the IURA at the intersection of Cleveland Avenue and South Plain Street. Carried Unanimously 2003 Budget Discussion A discussion relating to the budget followed. Different budget components including the bonding of capital projects and layoffs were addressed.
