Special Meeting 4:45 p.m. May 15, 2002

PLEDGE OF ALLEGIANCE:
Mayor Cohen led all present in the Pledge of Allegiance to the
American flag.
CREEKS, BRIDGES AND PARKS:
Acceptance of Final Design for South Plain Street Bridge
By: Commissioner Gutenberger: Seconded by Commissioner Jenkins
WHEREAS, staff and consultant have received public input during
the design of South Plain Street Bridge, and
WHEREAS, a public hearing was held on May 8, 2002 to review the
proposed final design of the bridge, as presented by McFarland-
Johnson Engineers; now, therefore, be it
RESOLVED, That the Board of Public Works has reviewed and accepts
the design by McFarland-Johnson Engineers of the South Plain
Street Bridge as presented to them at the public hearing held on
May 8, 2002.
Discussion followed regarding the issues relating to the
placement of stop signs versus a traffic signal.
A vote on the resolution resulted as follows:

WATER AND SEWER:
Declaration of Lead Agency for the Phosphorus Reduction design
for the IAWWTP
By: Commissioner Tsegaye: Seconded by Commissioner Gutenberger
WHEREAS, State Law and Section 176.6 of the City Code require
that a lead agency be established for conducting environmental
review of projects in accordance with local and state
environmental law, and
WHEREAS, State Law specifies that for actions governed by local
environmental review, the lead agency shall be that local agency
which has primary responsibility for approving and funding or
carrying out the action; now, therefore, be it
RESOLVED, That Board of Public Works of the City of Ithaca does
hereby declare its intent to declare itself lead agency for the
environmental review of the design of phosphorus reduction at the
Ithaca Area Wastewater Treatment Plant.

HIGHWAYS, STREETS, SIDEWALK:
Closure of 100 blocks of North and South Cayuga Streets on May
31, 2002

WHEREAS, the Ithaca Festival has requested the closure of the 100
blocks of North and South Cayuga Street on Friday, May 31, 2002
to allow food vending; now, therefore, be it
RESOLVED, That the Board of Public Works hereby authorizes the
street closure of the 100 blocks of North and South Cayuga
Streets and 100 West State Street on May 31, 2002 for food
vendors at the Ithaca Festival and other uses as agreed to
between the Festival and the City.
Mayor Cohen stated that maintenance on the Commons would be
reduced if the food vendors were moved to the paved street. He
added that Police Officers would be on duty to control traffic
during the festival.
A vote on the resolution resulted as follows:
