HomeMy WebLinkAbout1973-10-08 TOWN OF DANBY TOWN BOARD MINUTES October 8 , 1973 The regular meeting of the Danby Town Board was held in the Danby Elementary School , October 8 , 1973 , at 8 : 00 P . M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Gerald Crance Justice Floyd Dorn Justice Milton Todd Others present : Roy Casterline , Mary Casterline , Ed Slights , Joseph Hulbert , Mr . & Mrs . Kenneth Newton , Bob Cochran , Tom Payne , and George Arsenault . Councilman Ralph Wilbur made the motion to accept the minutes of the September 8 , 1973 meeting as corrected . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . Minutes of the Planning Board meeting of September 19 , 1973 . 2 . Minutes of. the Board of Zoning Appeals meeting of September 4 , 1973 . 3 . A letter from the Tompkins County Personnel Department advising of a two day course to be presented in B inghamton . This course is entitled " Fundamentals of Labor Relations Under the Taylor Law . " 4 . A letter from the Tompkins County Comprehensive Health P lanning Council concerned with -- the hearings on hospital development . ( Caroline , Danby to be held October , 16 , 1973 ) . 5 . A notice of the Park Maintenance Conference . 6 . A letter from James Fowler discussing the change in the color of snowmobile signs . • 7 . Agenda of the Tompkins County Board of Representatives meeting of October 1 , 1973 . 8 . Assembly State of New York notice of public hearing flood plane management legislation . 9 . A letter from the New York State Department of Civil Service advising of a course in employee relations . 10 . A letter from the State Traffic Safety Council advising o f workshops to be held on Basic Traffic engineering . 11 . State of New York Public Service Commission concerning ✓ equirements for underground utility facilities in . residential subdivisions . Supervisor A . Francis Wright read a letter to the board concerning T . V . Cable Service Franchise . Justice Milton Todd made the motion that this matter be turned over to the Planning Board for further study . Ralph Wilbur seconded the motion which was carried by a vote of five ayes and no noes . PRIVILEGE OF THE FLOOR : Tom Payne and Bob Cochran from the Assessment Department talked about reevaluation of all the property in Tompkins County . Review has been completed in the five villages of the county and some of the towns have been done . Danby will be next with the review to be completed in December . Their policy will be to base the value of all the property on the 1965 market value . The procedure will be to knock at every door and show identification and then complete the reevaluation . Highway - Joe Hulbert and Francie Wright should attend the Civil Service Training Sessions . All the Donovan Plans have been turned in . The Town highway men are now tuning up the machinery . B . West Danby Water District - Nothing has been heard from the contractor who was hired to paint the water tank . It is too late in the year to start the job now . C . Insurance - No report . D . Refuse Collection and Disposal - No report . 41/ E . Youth - No report . F . Zoning and Planning - The minutes of the last meetings of the Zoning Board and also the Planning Board were read . The appointment of a chairman for the Planning Board will be tabled until the November meeting . G . Fire - No report . H . Cemeteries - All in good shape . OLD BUSINESS : Report of Zoning Officer - Written report submitted . Appeals Board Chiarman - No report P lanning Board Chairman - No report NEW BUSINESS : Tompkins County Representative , Erie J . MIller stated that the number one issue before the board at the present time is the hospital question . Another important issue is the appointment of the County Administrator . Supervisor A . Foancis Wright recommended that funds be transferred from the general fund to capital fund to stay within the laws of Audit and Control . Justice Milton Todd made the motion that $ 17 , 900 . be transferred from the general fund to a capital fund for the town building . The motion was seconded by Justice Floyd Dorn . RESOLUTION # 19 $ 17 , 900 . 00 BE TRANSFERRED FROM THE GENERAL FUND TO A CAPITAL FUND FOR TOWN BUILDINGS . Ralph Wilbur made the motion that $ 15 , 000 . be transferred from DB5120 . 1 to DB5120 . 4 to modify the highway fund budget . Milton Todd seconded the motion . Supervisor A . Francis Wright stated that a resolution was needed for correction of interest . Justice Milton Todd made the motion that $ 16 . 00 be transferred from DM5140 . 4 to DM9710 . 7 to modify the highway fund budget and make this necessary correction . The motion was seconded by Councilman Ralph Wilbur . RESOLUTION # 21 TRANSFER $ 16 . 00 FROM DM5140 . 4 TO DM9710 . 7 TO MODIFY THE HIGHWAY FUND BUDGET . • Roll Call Vote : Wright - aye Wilbur - aye Crance - aye Dorn - aye Todd - aye Carried five ayes and no noes . The public hearing for the budget will be held November 12 , 1973 , at the Danby Elementary School at 7 : 30 P . M . just preceding the regular meeting of the town board . It was felt that a part time pay schedule might be needed for the h ighway employees . Ralph Wilbur will work with Joseph Hulbert and bring back information to the net meeting . G eneral Fund Warrant # 10 in the amount of $ 150 . 39 was approved to be paid . The motion was made by Councilman Gerald Crance and seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . H ighway Warrant # 10 in the amount of $ 1 , 370 . 89 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . The motion to accept the supervisor ' s report was made by Justice Flpyd Dorn and seconded by Justice Milton Todd and carried by a vote of four ayes and no noes . The motion to adjourn the meeting was made at 9 : 40 P . M . by Justice Milton Todd and seconded by Supervisor A . Francis Wright andccarried by a vote of five ayes and nottnoes .
