M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Gerald Crance Justice Floyd Dorn Justice Milton Todd Others present : George Arsenault , Gordon Roberts , Ed Slights , Mary Casterline , Roy Casterline , John Myers and E . J . Miller . • The motion was made by Ralph Wilbur to accept the minutes of the August 13 , 1973 meeting as presented . Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . A letter from the Association of Towns concerning Pension Reform Legislation . 2 . A certificate of final special franchise assessments from the State Board of Equilazation and assessment , Albany , New York . 3 . Agenda of Tompkins County Board of Representatives meeting of Monday , August 27 , 1973 . 4 . Agenda of Tompkins County Board of Representatives meeting of Monday , September 10 , 1973 . S . A letter from the State of New York Public Service Commission concerning rates , charges and rate structure of the Western Union Telegraph Company . 6 . A letter from Robert J . Williamson , County Attorney , concerning the pick up of abandoned cars by the Tompkins County Sheriff . PRIVILEGE OF THE FLOOR : Tompkins County Representative , Erie J . Miller stated that a resolution has been passed by the board to refurbish the old court house and move the Board of Representatives there and use the rooms they vacate for judicial purposes . A resolution was passed to hold a public hearing on an amendment to the County Charter to allow the County to appoint an administrator to be over all departments in Tompkins County . The hospital picture changes all the time and at the present time it is still uncertain what will be done . The hospital will cost the County $ 18 , 000 , 000 . Of this amount $ 8 , 000 , 000 . will be raised by taxes . Mr . Miller feels the taxpayers are not well informed on hospital questions and if this was taken to referendum it would be defeated . He also stated that the refuse site has not been bid again . The contract with the S . P . C . A . may be dropped . John Myers says he is bothered by the trend in Danby for property owners to rent houses that are in bad repair to groups of unrelated people and then see the house further deteriorate . This has been going on for some time and he would like to know if anything can be done to stop this trend . Councilman Ralph Wilbur said that the zoning ordinance must be amended to control this . George Arsenault can ' t see the need for a new hospital at this time . Roy Casterline wondered why the land fill had not been rebid . He knows of three or four men who would like the job . 55 Danby Town Board Minutes - September 10 , 1973 - Page 2 COMMITTEE REPORTS : A . Highway - Ralph Wilbur reported that Joe Hulbert has his new truck . Also two highway men are needed who have a class three license . The town will try to find these men without going to the county . B . West Danby Water District - Gerald Crance reported that two bids were received for painting the water tank . A meeting of the water commissioners was held August 22nd to inspect the tank and well house . The bids were read . A . J . Gould submitted a bid of $ 1 , 425 . and the American Tank Company submitted a bod of $ 6 , 885 . 00 . Gerald Crance made the motion that the contract be given to A . J . Gould , in the amount of $ 1 , 425 . 00 , for painting the water tank on the inside and out - side . Motion seconded by Ralph Wilbur . RESOLUTION # 18 ACCEPT A . J . GOULD ' S BID OF $ 1 , 425 . Zoning and Planning - Three violators have been taken to court and another case is coming up . G . Fire - September 11 , 1973 there will be voting on an addition t o the West Danby Fire House not to exceed $ 10 , 000 . All ✓ egistered voters will be able to vote . Voting will be from 7 : 00 P . M . to 9 : 00 P . M . H . Cemeteries - All in good shape for the winter . OLD BUSINESS : Report of Highway Superintendent - No report . Report of Zoning Officer - Written report submitted Appeals Board Chairmn - No report . Planning Board Chairman - No report . Ralph Wilbur presented two names of interested people for appoint - ment to the Planning Board . They are William Best and Alberta Wilbur . Floyd Dorn made the motion that William Best and Alberta Wilbur be appointed as members of the Planning Board . Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . Flood Insurance - The planning board is to study this further . One restriction this makes is that no growth is permitted in an area covered by flood insurance . NEW BUSINESS : The motion was made by Gerald Crance that Harold Bernhardt be appointed dog enumerator for the Town of Danby . Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . 57 Danby Tot Board Minutes - September 10 , 1973 - Page 3 Supervisor Wright read the abandoned car law . Ralph Wilbur made the motion that the contract between the town and the Tompkins County Sheriff be executed . Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . The Town Board agreed 0 turh the matter of what constitutes a family over to the planning board . This may mean amending the zoning ordinance . Two meetings have been held on the new town office building . Ralph Wilbur feels that now is the time to spend some money and get some drawings and cost figures to show the people at a public meeting and then go to referendum . An executive board meeting will be held September 17 , 1973 to further discuss the Smatter . The preliminary budget hearing will be Monday September 24 , 1973 at 7 : 30 P . M . The place the meeting will be held will be confirmed at a later date . Supervisor Wright said that Federal Revenue Sharing Funds must be allocated . The Town will receive $ 12 , 574 . for the period ending June 30 , 1974 . It was decided that $ 5 , 000 . would be put in the Highway Equipment fund and the remaining $ 7 , 574 . would be used for Building Fund . Abandoned roads were discussed at some length . General Fund Warrant # 9 in the amount of $ 374 . 09 was approved to be paid . The motion was made by Milton Todd and seconded by Ralph Wilbur and carried by a vote of five ayes and no noes . Highway Warrant # 9 in the amount of $ 4 , 809 . 09 was approved to be paid . The motion was made by Ralph Wilbur and seconded by F1oy&Dorn and carried by a vote of five ayes and no noes . West Danby Water District Warrant # 8 in the amount of $ 6 . 00 was approved to be paid . The motion was made by Gerald Crance and seconded by Milton Todd and carried by a vote of five ayes and notnoes . The motion to accept the supervisor ' s report was made by Floyd Dorn and seconded by Milton Todd and carried by a vote of four ayes and no noes .
