M . Board members present : Supervisor A . Francis Wright Councilman Ralph Wilbur Councilman Gerald Crance Justice Floyd Dorn Justice Milton Todd O thers present : Dr . Edward Hart , Edward Slights , Joseph Hulbert , Roy Casterline , Mary Casterline , Sandy Kelman , Rob Hartown , David Moore , Ruth DeWire , Erie J . Miller , Gordon Roberts , George Arsenault • and Joyce Stafford The minutes of the regular meeting of May 14 , 1973 were approved as presented . CouncilmaniRalph Wilbur made the motion which was seconded by Justice Milton Todd and carried by a vote of five ayes and no noes . COMMUNICATIONS : 1 . A letter from the Judicial Conference of the State of New York concerning the Justice Court rules . 2 . A letter from the State of New York Commission of Cable Television telling of a weekly bulletin to be published and made available to all interested persons . 3 . A letter from the Tompkins County Department of Planning , concerning preliminary policies plan , Tompkins County 4 . Agenda of the Tompkins County Board of Representatives meeting of May 29 , 1973 . PRIVILEGE OF THE FLOOR : Tompkins County Representative Erie J . Miller introduced Mrs . Ruth D eWire who is chairman of the Comprehensive Health Planning Council o f Tompkins County . He had asked her to come and talk at the town board meeting about the planned new hospital facility for Tompkins County . She said that several studies have been made over the years as to the best way to go about this . These studies have cost a large sum of money all of which was paid for by the Hospital not the County . She mentioned several alternatives ; a County operated hospital which would be non - profit and the people would have some voice in its operation ; extendacare which is a profit making corpprat-=Lon ; a private non7proett ,hest :tai-; or ,a. prf r,:t'aospital with floard = of directors which is run at a profit . Proposals will be made to ' the board of managers this summer for a hospital facility run by - the County and for the extendacare facility . hearings will be held and information given to the public . Mrs . DeWire ' s opinion was that price wise neither will be more expensive than the other . It need not increase taxes . • Dr . Hart mentioned that he didn ' t think that the people in general knew what the doctors needed or wanted in a hospital facility . Sandy Kelman stated that a new hospital should incorporate the needs o f the doctors with the money available for the facility and also the wishes of the people . David Moore asked the Town Board when they had voted to discontinue maintaining the road into the Town Cemetery . Supervisor A . Francis Wright asked Joseph Hulbert and Ralph Wilbur to check this out and answer Mr . Moore ' s question . Floyd Dorn reported that May was a busy month in Justice Court . The facilities are bad for holding court at the fire house . 37 Danby Town Board Minutes - June 11 , 1973 - Page 2 COMMITTEE REPORTS : A . Highway Report - Ralph Wilbur reported that Joseph Hulbert is working on many town roads and has completed work on some . He feels that Joseph Hulbert deserves recognition for doing a good job . He also noted that the new pick up truck will be 30 days late . B . West Danby Water District - Gerald Crance says nothing has been done on the tanks yet . He felt that Roy Casterline should have a meeting with the Water Commissioners and decide what to do about having people keep the curb stops visible . Supervisor Wright suggested that the Water Commissioners get together and • make up a set of rules for water users . Gerald Crance was asked to check with the town attorney to see how the matter of uncovering the curb -- stops should be handled legally . C . Insurance - The annual audit has been completed . D . Refuse Collection and Disposal - Bids have gone in for the land fill operator . All had to be thrown out and this will have to be bid again . Private operators submit bids . E . Youth - No report . F . Zoning and Planning - A new member for the Planning Board and also one member for the Appeals Board will have to be appointed as their terms expire June 30 , 1973 . G . Fire - No report H . Cemeteries - Everything is being well taken care of . Some stones will have to be reset . OLD BUSINESS : Report of the Highway Superintendent - Joseph Hulbert reminded the supervisor about the agreements that must be sent in to the County . The coding for the revenue sharing expenditures will be CF followed by the usual coding . Report of the Zoning Officer - A written report was submitted to the board for reading . Gordon Roberts reported that violators of the zoning ordinance will be approached personally and then if nothing is done they will be sent a written notice and if no answer is received they will be taken to court . Report of Planning Board Chairman - No report . Report of Appeals Board Chairman - No report . NEW BUSINESS : A special meeting of the board will be held June 25th to go over recommendations of the planning board for a new town hall . • Joyce Stafford a new member of the Danby Community came to the meeting of the Danby Town Board to give them her ideas on how the old town hall might be used . It could be used as a foster home or a day care center or for something in the historical line as a tourist attraction . The following people were recommended by the chairmen of the two political parties for appointment as Election Inspectors for a one year term starting July 1 , 1973 and ending June 30 , 1974 . Merriam Crance Mrs . Irene Cortright Mrs . Helen Fairchild Mrs . Frances Jackson Mrs . Tresa Cortright - Alternate Mrs . Wilma Reed - Alternate The motion was made by Justice Milton Todd that these recommendations be approved as presented . Justice Floyd Dorn seconded the motion which was carried by a vote of five ayes and no noes . It was noted that the terms of an Appeals Board Member and a P lanning Board Member expire June 30 , 1973 . Councilman Ralph Wilbur • made motion that these appointments be tabled for one month . Justice Milton Todd seconded the motion which was carried by a vote of five ayes and no noes . Supervisor A . Francis Wright asked the Town Clerk to have the dates and hours Justice Court is held published in the Danby Area News . Court is held at the fire house on Tuesday and Thursday evenings from 7 to 8 o ' clock . Funds available for investment will be put into Certificates of D eposit . G eneral Fund Warrant # 6 in the amount of $ 472 . 99 was approved to be paid . The motion was made by Councilman Ralph Wilbur and seconded by Councilman Gerald Crance and carried by a vote of five ayes and no noes . H ighway Fund Warrant # 6 in the amount of $ 1 , 438 . 65 was approved to be piad . The motion was made by Councilman Ralph Wilbur and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . West Danby Water District Warrant # 5 in the amount of $ 103 . 49 was approved to be paid . The motion was made by Councilman Gerald Crance and seconded by Justice Floyd Dorn and carried by a vote of five ayes and no noes . The motion to accept the Supervisors report was made by Justice Floyd Dorn and seconded by Councilman Gerald Crance and carried by a vote of four ayes and no noes . The motion to adjourn the meeting was made by Justice Floyd Dorn and seconded by Supervisor A . F ancis Wright and carried by a vote of five ayes and no noes .
