APPROVAL OF MINUTES Commissioner Richardson made a motion to approve the minutes of the July 6, 2016 meeting. Seconded by Commissioner Thompson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement: Planning Department – Senior Code Inspector The Commission reviewed and discussed a New Position Duties Statement from the Building Division of the Planning Department. Commissioner Thompson made a motion to classify the position as Senior Code Inspector. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Planning Department – Housing Code Supervisor The Commission reviewed and discussed a New Position Duties Statement from the Building Division of the Planning Department and the proposed job description for Housing Code Supervisor. Commissioner Richardson made a motion to classify the position as Housing Code Supervisor and adopt the job description as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. Revision of Minimum Qualifications: Database Specialist The Commission reviewed a proposed revision to the minimum qualifications for Database Specialist. The revision reduces the level of prior technical experience in database management required for the position. After a year of unsuccessful attempts to fill the Database Specialist position, the Planning Department is requesting that the minimum qualifications be amended to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a NYS registered or regionally accredited college with an Associate's Degree in Computer Science, Computer Technology, Database Management or a closely related field with similar course curriculum AND two (2) years of full-time paid Civil Service Commission September 7, 2016 Page 2 experience, or its part-time paid equivalent, maintaining an electronic database system; or B. Graduation from high school or possession of a high school equivalency diploma AND three (3) years of full-time paid experience, or its part-time paid equivalent, maintaining an electronic database system; or C. Any equivalent combination of training and experience as defined by the limits of (A) and (B) above. Note: A Bachelor’s Degree in Computer Science, Information Technology, Database Management or a closely related field with similar course curriculum may be substituted for one (1) year of the experience required in (A).” Commissioner Thompson made a motion to revise the minimum qualifications as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: ICSD – Administrative Assistant (3) The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District for three new positions. Commissioner Richardson made a motion to classify the three positions as Administrative Assistants. Seconded by Commissioner Thompson. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: ICSD – Assistant Director of Technology The Commission reviewed and discussed a New Position Duties Statement from the Ithaca City School District and the proposed job description for Assistant Director of Technology. Commissioner Thompson made a motion to classify the position as Assistant Director of Technology and adopt the job description as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. Addition of Special Requirement: Stock Room Clerk The Commission reviewed and discussed the proposed addition of a NYS Class D driver license requirement to the Stock Room Clerk job description. The Stock Room Clerk operates a City vehicle on a regular basis. Commissioner Richardson made a motion to add the following special requirement to the Stock Room Clerk job description: “SPECIAL REQUIREMENT: Possession of a valid New York State Class D driver license or a valid driver license equivalent to a New York State Class D driver license at the time of appointment and maintenance of said license for the duration of employment. Seconded by Commissioner Thompson. Motion carried 2-0. Civil Service Commission September 7, 2016 Page 3 Addition of Special Requirements: Stock Room Manager The Commission reviewed and discussed the addition of two special requirements to the Stock Room Manager job description: (1) a NYS Class D driver license requirement, and (2) a Class A/B Fuel Site Operator for Underground Storage Tank (UST) Systems certification. The Stock Room Manager operates a City vehicle on a regular basis and is the secondary staff person certified as a Fuel Site Operator. Commissioner Thompson made a motion to add the following special requirements to the Stock Room Manager job description: “SPECIAL REQUIREMENTS: A. Possession of a valid New York State Class D driver license or a valid driver license equivalent to a New York State Class D driver license at the time of appointment and maintenance of said license for the duration of employment. B. Candidates must become certified by the New York State Department of Environmental Conservation as a Class A/B Fuel Site Operator for Underground Storage Tank (UST) Systems within one (1) year of appointment and must maintain said certification for the duration of employment.” Seconded by Commissioner Richardson. Motion carried 2-0. Update of Job Description – Tree Trimmer The Commission reviewed and discussed proposed updates to the Tree Trimmer job description. The revisions update the current supervisory structure and make minor updates to the current duties being performed. Commissioner Richardson made a motion to update the job description as proposed. Seconded by Commissioner Thompson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Thompson. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Richardson made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Thompson. Motion carried 2-0. Director of Parking #68-310 Electrical Inspector #62-973 Police Lieutenant #74-079 Civil Service Commission September 7, 2016 Page 4 Establishment of Eligible Lists Commissioner Thompson made a motion to establish the eligible lists specified below for the time period indicated. Seconded by Commissioner Richardson. Motion carried 2-0. Manager of Fiscal Operations #68-529 (1 year) Occupational Therapist #2016-2 (1 year) Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Richardson made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Thompson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Thompson. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, October 26, 2016 at 11:30 am. With no further business, the meeting was adjourned at 12:58 pm.
