HomeMy WebLinkAboutMN-CS-2016-07-06CIVIL SERVICE COMMISSION Regular Meeting July 6, 2016 Commissioners Present: Commissioner Richardson Commissioner Abrams Excused: Commissioner Thompson Staff Present: Valerie Saul (Deputy Director of Human Resources) Commissioner Richardson called the meeting to order at 12:00 pm. APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes of the June 1, 2016 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement: DPW – Laboratory Technician The Commission reviewed and discussed a New Position Duties Statement from the Water Treatment Plant for a new position that will overlap with an existing position until the current employee retires. Upon the current employee’s retirement, the second position will be eliminated. Commissioner Abrams made a motion to classify the position as Laboratory Technician. Seconded by Commissioner Richardson. Motion carried 2-0. Request to Expand Residency Requirement – Laboratory Technician The Commission discussed a request from the IAWWTF Laboratory Director to expand the residency requirement for an upcoming Laboratory Technician vacancy to include the contiguous counties. Recruitment efforts for previous exams and vacancies have not yielded adequate recruitment pools from within Tompkins County due to the specialized qualifications for the position. Commissioner Abrams made a motion to expand the residency requirement for Laboratory Technician to include the contiguous counties, through the completion of the next exam process. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: DPW – Building and Grounds Maintenance Worker The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works for a new position at the Southside Community Center. Commissioner Richardson made a motion to classify the position as Building and Grounds Maintenance Worker. Seconded by Commissioner Abrams. Motion carried 2-0. Civil Service Commission July 6, 2016 Page 2 Request to Waive Residency Requirement – Fiscal Manager The position of Fiscal Manager in the City Chamberlain’s Office was advertised with a contiguous county residency requirement. Only one qualified application was received. The City Chamberlain has requested that the residency requirement be waived in its entirety. Commissioner Abrams made a motion to waive the residency requirement for Fiscal Manager, through the completion of the next exam process. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement: Controller’s Office – Administrative Coordinator The Commission reviewed and discussed a New Position Duties Statement from the City Controller’s Office. Commissioner Richardson made a motion to classify the position as Administrative Coordinator. Seconded by Commissioner Abrams. Motion carried 2-0. Request to Expand Residency Requirement – Administrative Coordinator The Controller is requesting a contiguous county residency requirement for the new Administrative Coordinator position. The position qualifications and past recruitment efforts for this title support the Controller’s request. Commissioner Abrams made a motion to expand the residency requirement for Administrative Coordinator to include the contiguous counties, through the completion of the next exam process. Seconded by Commissioner Richardson. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: CONTINUING BUSINESS Addition of Candidates to Continuous Recruitment Eligible Lists Commissioner Abrams made a motion to add candidates to the continuous recruitment eligible lists. Seconded by Commissioner Richardson. Motion carried 2-0. Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions. Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, September 7, 2016 at 11:30 am. With no further business, the meeting was adjourned at 12:38 pm.
