APPROVAL OF MINUTES Commissioner Abrams made a motion to approve the minutes from the July 1, 2015 meeting. Seconded by Commissioner Richardson. Motion carried 2-0. NEW BUSINESS New Position Duties Statement: Planning Department – Permit Clerk The Commission reviewed and discussed a New Position Duties Statement from the Planning Department. Commissioner Abrams made a motion to classify the position as Permit Clerk. Seconded by Commissioner Richardson. Motion carried 2-0. New Position Duties Statement and Adoption of Job Description: Planning Department – Database Specialist The Commission reviewed and discussed a New Position Duties Statement from the Planning Department and the proposed job description for Database Specialist. Commissioner Richardson made a motion to classify the position as Database Specialist and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Request to Waive Residency Requirement – Electrical Inspector The Commission reviewed and discussed a request from Director of Planning and Development JoAnn Cornish to waive the residency requirement for the current Electrical Inspector vacancy. The initial recruitment effort within Tompkins County did not yield any qualified candidates due to the specialized requirements for the position. After discussion, Commissioner Abrams made a motion to waive the residency requirement for the Electrical Inspector position, through the completion of the next exam process. Seconded by Commissioner Richardson. Motion carried 2-0. Civil Service Commission September 2, 2015 Page 2 New Position Duties Statement and Adoption of Job Description: DPW – Manager of Fiscal Operations The Commission reviewed and discussed a New Position Duties Statement from the Department of Public Works and the proposed job description for Manager of Fiscal Operations. Commissioner Richardson made a motion to classify the position as Manager of Fiscal Operations and adopt the job description as proposed. Seconded by Commissioner Abrams. Motion carried 2-0. Revision of Special Requirement – School Bus Driver The Commission reviewed and discussed a proposed revision to the driver license requirement for School Bus Drivers that would allow candidates without Class B Commercial Driver Licenses to be hired and trained for the position by the Ithaca City School District. Commissioner Abrams made a motion to amend the School Bus Driver license requirement to read as follows: “Candidates must possess a valid New York State Class D driver license or a valid driver license equivalent to a New York State Class D driver license at the time of appointment and must obtain a New York State Class B Commercial Driver License (CDL) or a valid Commercial Driver License equivalent to a New York State Class B Commercial Driver License within four (4) months of appointment. Said licenses must be maintained for the duration of employment.” Seconded by Commissioner Richardson. Motion carried 2-0. Revision of Minimum Qualifications and Special Requirement: Building Maintenance Mechanic (ICSD) The Commission reviewed proposed revisions to the minimum qualifications and special requirement for the Building Maintenance Mechanic positions at the Ithaca City School District. The revisions include clarifying the types of work experience that are qualifying, and the replacement of the requirement for a Class C, non-CDL driver license with a requirement for a Class D driver license. The minimum qualifications and special requirements are proposed to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from high school or possession of a high school equivalency diploma and completion of an approved apprenticeship program in one or more of the mechanical, electrical or construction trades, and four years of full-time experience, or its part-time equivalent, in one or more of the skilled building trades, general building construction work or building maintenance work; or B. Graduation from high school or possession of a high school equivalency diploma and completion of BOCES post high school trades program, VoPro or similar program in one of the mechanical, electrical or construction trades, and six years of full-time experience, Civil Service Commission September 2, 2015 Page 3 or its part-time equivalent, in one or more of the skilled building trades, general building construction work, building maintenance work; or C. An equivalent combination of training and experience as defined by the limits of this section. SPECIAL REQUIREMENT: Possession of a valid New York State Class D driver license or a valid driver license equivalent to a New York State Class D driver license at the time of appointment and maintenance of said license for the duration of employment.” Commissioner Richardson made a motion to revise the minimum qualifications and special requirement as proposed. Seconded by Commissioner Abrams. Motion carried 2- 0. Revision of Minimum Qualifications: Automotive Mechanic The Commission reviewed a proposed revision to the minimum qualifications for Automotive Mechanic positions at the Ithaca City School District that allows vocational training programs to be accepted as qualifying training. The minimum qualifications and special requirements are proposed to read as follows: “MINIMUM QUALIFICATIONS: A. Graduation from a New York State registered or regionally accredited two year school or community college with an Associate's Degree in automotive or diesel technology; or B. Graduation from a high school technical or other vocational program in automotive technology or motor equipment repair; or C. Graduation from high school or possession of a high school equivalency diploma and one year of experience as a journey level Automotive Mechanic; or D. Graduation from high school or possession of a high school equivalency diploma and three years of experience in the repair of automotive equipment; or E. An equivalent combination of training and experience as defined by the limits of (A), (B), (C) and (D) above.” Commissioner Abrams made a motion to revise the minimum qualifications as proposed. Seconded by Commissioner Richardson. Motion carried 2-0. Procedure for the Release of Exam Results The Commission discussed issues and concerns that have arisen related to the current procedure for releasing examination results. Commissioner Richardson made a motion to establish the following procedure for the release of examination results: 1. Exam results will continue to be mailed to candidates' home addresses immediately following the Civil Service Commission meeting during which an eligible list is established. Civil Service Commission September 2, 2015 Page 4 2. Eligible lists will become available for public viewing on the Monday following the establishment of the eligible list. This will allow ample time for candidates to receive their exam results directly and privately. 3. Exam results will not be provided over the phone or via email. 4. Complimentary copies of eligible lists will continue to be provided to department heads and union presidents upon request. They will become available on the Monday following the establishment of the eligible list. 5. If individual employees wish to receive a copy of an eligible list, it can be obtained by submitting a FOIL request through the City website. Seconded by Commissioner Abrams. Motion carried 2-0. EXECUTIVE SESSION Commissioner Richardson made a motion to go into executive session to discuss the disqualification of a candidate from an eligible list and other civil service examination matters. Seconded by Commissioner Abrams. Motion carried 2-0. During executive session, the Commission took the following actions: Disqualification of Candidate Commissioner Abrams made a motion to disqualify a candidate from Firefighter Eligible List #66-847 pursuant to Section 50.4 of NYS Civil Service Law. Seconded by Commissioner Richardson. Motion carried 2-0. CONTINUING BUSINESS Approval of Rosters of Candidates for Examination Commissioner Abrams made a motion to approve the Rosters of Candidates for Examination listed below. Seconded by Commissioner Richardson. Motion carried 2-0. Seconded by Commissioner Richardson. Motion carried 2-0. Fire Lieutenant #75-504 (2 years) Golf Course Manager #63-484 (1 year) Police Sergeant #75-505 (2 years) Civil Service Commission September 2, 2015 Page 5 Approval of Personnel Transactions Commissioner Richardson made a motion to approve the Personnel Transactions Seconded by Commissioner Abrams. Motion carried 2-0. The next Civil Service Commission meeting will be held Wednesday, October 7, 2015 at 1:00 pm. With no further business, the meeting was adjourned at 1:55 pm.
